An inventory of emissions of waste into the atmosphere is a set of activities that are carried out by nature users, including the systematization of data on emissions of pollutants, identifying their location, and determining emission indicators. Terminology
A stationary source of emissions is any source of pollutant emissions located on the territory of the audited enterprise. They are conditionally divided into two types:
- organized (release through gas ducts and pipes);
- unorganized (emissions enter the atmosphere as a result of a malfunction of the equipment).
The latter category also includes used vehicles, tank farms, rail and road overpasses.
Goals
An inventory of sources of emissions into the atmosphere is carried out with the aim of:
- determination of emission standards;
- assessment of technological processes for their compliance with the requirements;
- comparison of emissions to the requirements of regulatory enactments;
- the formation of databases of sources of emissions of substances.
The process itself is carried out in accordance with the Federal Law "On the Protection of Atmospheric Air". Under this law, organizations with sources of pollutants are required to: control sources of emissions, ensure that they are audited, and participate in the development of acceptable standards.
Inventory tasks
- Classification of sources of pollution.
- Determination of the quantitative content of pollutants (pollutants).
- Assessment of the level of impact of emissions on the environment.
- Determining the level of cleaning efficiency.
- Identification of the characteristics of the resources used by the enterprise.
Inventory is carried out by all enterprises whose work is associated with the release of waste. During the inspection, you should consider:
- main sources of emissions at the production site;
- objects of gravity of sources;
- all pollutants;
- Archival data of previous checks.
The timing
The organization conducting the audit must comply with applicable standards. If the work is carried out by the forces of its own unit, then it is not necessary to issue a license for their implementation. An inventory of sources of atmospheric emissions from new, modernized sources should be carried out once every two years from the date the documentation for the equipment was released. According to current emission sources, 1 time in:
- 4 years - for objects assigned to the 1st category;
- 5 years - for objects assigned to the 2nd and 3rd categories;
- 6 years - for objects of the 4th category;
- 10 years - for objects of the 5th category.
Mobile sources of emissions of pollutants, as well as facilities equipped with an automated control system that are being mothballed, are not subject to verification.
Stages
The verification is carried out in the following sequence:
- training;
- examination;
- receipt and presentation of results.

Documentation
Before an inventory of pollutant emission sources is carried out, the organization must:
- adjust the ventilation system and issue a passport for it;
- to equip selection sites according to the requirements of regulatory enactments;
- prepare a certificate on the methods of controlling technological equipment;
- prepare statistics on annual production, the amount of all types of consumed raw materials and excipients.
For reference are attached:
- chemical reaction data;
- process diagrams;
- order of launch and withdrawal of equipment;
- other documentation necessary to understand all aspects of the work.
Training
At this stage, it is necessary to carry out a number of activities:
- Develop a work program. This task lies with the head of the environmental service and representatives of organizations involved in the process.
- Issue an order to conduct an inventory, a sample of which will be presented later. It indicates the persons responsible for conducting the audit as a whole throughout the organization and in a particular unit.
- Examine the design documentation for raw materials used in production. Specialists should identify pollutants released in the process. To do this, they get acquainted with the results of previous surveys of raw materials and equipment. All documentary materials are provided to the head of the service in agreement with the engineer.
- Visually check the gas control units (GOU), determine the location, size, location, direction of emissions. Based on the results of the inspection, the scope of work, the period of their implementation, the necessary support in the form of sampling points and measuring instruments are determined.
- Assess the condition of ventilation systems, GOU.
Based on the results of the check, an inventory act is drawn up, a form of which can be obtained from representatives of the environmental service. It concludes that the equipment is operational. The document is signed by members of the commission. If any deviations are detected, employees of the organization, under the guidance of a mechanic (power engineer) and the control of an environmental officer, perform work to eliminate them. Then repeated inspection is carried out. If the work cannot be completed by the deadline, then they are included in the inventory of emission sources. The document indicates the deadlines, fixes the need for re-inspection and current measurements.

At this stage, carry out:
- Aerodynamic tests of GOU in accordance with accepted GOSTs.
- Collection of emission samples, their analysis for the content of pollutants. For this purpose, carry out a minimum of six control samples during the process. In case of emergencies that may affect the composition of the emissions, additional tests are carried out.
- Determine the effectiveness of the GOU by recording readings in workbooks.
Organizations that use equipment located in different areas of the city draw up an inventory of emission sources separately for each facility. The amount of emissions is determined based on information on fuel consumption and the operating time of pollutant sources for the previous year.
Inventory of sources of emissions of pollutants provides an assessment of the category of impact of facilities on air. This process can be carried out according to the results of the last check:
- for objects assigned to groups 4 and 5 with a hazard indicator value of less than 0.1, refined pollutant calculations are carried out, their quantitative and qualitative composition is established;
- for facilities classified as 1-3 groups with a hazard indicator value of more than 0.1, balance diagrams of energy flows are drawn up for the previous year, indicating the amount of raw materials used, electricity, fuel, and the number of manufactured products.
Also in the process, the coordinates of the sources of release of substances are determined. The objects are marked with license plates corresponding to the map of the production site. They are assigned once and do not change during subsequent checks.
Organized sources are assigned numbers 0001-5999, and unorganized sources - 6001-9999. Separately, the sources of emission of pollutants are selected and investigated, the calculation of which is carried out by instrumental-calculation methods, and the GOU on which they are formed. The verification process determines the geometric parameters of the emissions. Calculation is carried out in the conditions of routine loading of equipment taking into account operating modes and in normal operating conditions.
Reporting Results
At the final stage, systematize the test results, draw up the results of equipment inspections, fill out inspection certificates and an act of inventory of emission sources. Documents are made in duplicate. In addition, an explanatory note containing emission calculations is attached. Copies of documents are sent to the office of Rosprirodnadzor. The commission either confirms the results of the audit or sends a list of comments, after the liquidation of which the conclusion is issued.
Processing results includes:
- formation of a table with a list of parameters, their characteristics;
- systematization of the test results, calculation of the mass emission of all substances;
- determination of the impact that stationary sources of atmospheric emissions have by summing the effect of exposure to all pollutants;
- preparation of new maps of surface concentrations of summation groups at the production site and in the area of โโits location.
The cards of the summation groups are drawn up at a scale of 1: 25000, and the production site - 1: 500. At the same time, they should have the following designations:
- directions of the cardinal points;
- specified coordinate system;
- buildings and buildings, vehicle parking, roads;
- site boundaries;
- numbers and boundaries of emission sources;
- boundaries of residential and sanitary protection zones.
Alteration
During the validity period of the act, developers must adjust the results of the verification for individual pollutant sources if:
- there have been changes in production technology, the quality of the fuel used;
- reconstruction and repair of equipment;
- additional sources of emission of pollutants appeared;
- unaccounted operating modes are set;
- a change in the location of the equipment entailed an increase (by 10% or more) of qualitative and quantitative characteristics;
- new acts governing the procedure for determining emissions have entered into force.
Correction of the results is carried out within six months from the occurrence of these circumstances.
Responsibility
For violation of the legislation in the field of atmospheric air protection, the guilty persons bear the following responsibility:
- Concealment, distortion, untimely provision of complete information about the state of the environment, sources of pollution, radiation conditions, the condition of land, water bodies shall be sanctioned by a fine of 500-1000 rubles (for citizens), 1-2 thousand rubles. (for officials), 10-20 thousand rubles. (for legal entities).
- Illegal emission of harmful substances into the atmosphere is subject to a fine of 2-2.5 thousand rubles. (for citizens), 4-5 thousand rubles. (at IP), 40-50 thousand rubles. or suspension of work for 90 days (for legal entities).
- Violation of the conditions for the implementation of emissions shall result in a fine of 1.5-2 thousand rubles. (for citizens), 3-4 thousand rubles. (for officials), 30-40 thousand rubles. (for legal entities).
