Childhood
Lyudmila Andreevna was born on September 10, 1949 in the Irkutsk region, in the Alzamai district, in the village of Chuksha. Her parents were geologists. All childhood Lyudmila passed in Leningrad.
Education

Political career

She was in charge of the work of the Social Policy and Health Committees, the Social Welfare, Veterinary and Gardening Departments. In 2011, Lyudmila Andreevna became a deputy of the AP of St. Petersburg of the 5th convocation on the territory of the Kirov region. I had to vote for her candidacy three times, since Kostkin did not pass in the first two. She is an active member of the United Russia party. Appointment to the vice-governors of St. Petersburg
Her appointment as vice-governor, as mentioned above, went with some hitches. The candidacy of Lyudmila Andreevna was put to the vote by Valentina Matvienko. Despite the fact that the parliamentary commission approved Kostkin, she did not get 26 deputy votes. This result was a complete surprise for many. A second vote was taken. Nevertheless, the promised correction of the results of the first and second voting began. They were declared by Valentina Matvienko as a “technical error." This was followed by a meeting with the heads of parliamentary parties. Literally a few hours later, a third vote was taken on the candidacy of Kostkina.
This time, she suddenly pulled ahead and scored 40 more votes than her rivals. Many were surprised that in just a few hours, fifteen parliamentarians changed their minds about Lyudmila Andreevna.
Activities as Vice Governor
Lyudmila Andreevna was not particularly distinguished as the vice-governor of Kostkin. Sometimes she missed decision-making on important social issues. For example, when the deceived equity holders turned to Lyudmila Andreevna, she did not render them any real help, although she headed the commission on their problems. There were many such examples during Kostkina’s work as vice-governor. Nor did her participation in solving many social issues bring any benefit.
At the end of 2011, an illegal flasher was seized from Lyudmila Andreevna. She was in Kostkina’s car during the planned raids of the traffic police and the FSB. According to Lyudmila Andreevna, special signals in the car were installed initially, but she never used them.
In December 2011, Kostkina quit voluntarily from the post of vice-governor of St. Petersburg. It was believed that this step was taken to go to the Legislative Assembly.
