Omsk is a huge industrial city. He became a "millionaire" back in 1979. And just then the idea came up to create the Omsk metro. However, the implementation of the plans lasted for many years.
Story
So, it all started with the tram lines. They were launched in the mid 30s of the last century. In Soviet times, this type of transport was actively developing. Among the population was in great demand, especially due to the lack of alternative ways of moving around the city.
In the second half of the 20th century, new technologies appeared that made it possible to increase the speed of moving cars. So, in 1977, route No. 2 was opened for passengers with increased speed of movement along the tracks. However, in 1979 the number of citizens officially exceeded 1 million people. Land rail transport has ceased to meet the needs of people.
Local authorities and commissions began to conduct research and meetings on how to build the Omsk metro, and began to draw up an evidence base about the need for new communications. With the help of Moscow specialists, a plan was prepared for the construction of the complex until 2000.
Attention from the state
But Omsk could not undertake such a voluminous work on its own. Through vigorous activity S.I. Manyakina, the first secretary of the CPSU regional committee in Omsk, the project was brought to the all-Union level and received funding from Moscow. As a result of passing all the approval and approval procedures, the Omsk Metro should have been built in 1990.
The original plan involved an underground tunnel connecting the central part of the year and the industrial zone. So, the line should consist of 8 points: from the Mashinostroiteley station to the Left Bank on the right bank of the Irtysh River. The start date was postponed due to political changes in the country and the crisis.
Object under the new government
The government again remembered the need to build the Omsk metro at the end of 1990, and preparations continued at different levels. In 1993, direct construction began. However, due to poor funding, the construction of tunnels was slow and completion dates were not announced.
First change of plan
Gradually, the situation in the city changed. Many factories ceased to function. The load on other trunk lines has increased. Therefore, in 1997, a new underground communications plan was proposed. He assumed the construction of a metro bridge and the laying of stations on the left bank of the Irtysh River.
The construction of the Omsk metro was under the personal control of Governor L.K. Polezhaeva. By his decree, the transfer points were renamed from “Red Way”, “Boulevard of Architects” and “Bus Station” to “Library named after A.S. Pushkin ”,“ Crystal ”,“ Cathedral ”. He reported that the launch of cars will take place in the summer of 2008.
Success and failure
The bridge for the movement of trains and cars was ready for operation and opened for cars in 2005. It received the name "60th Anniversary of Victory." Under the asphalt road, two paths for the movement of cars were located. At this point, the tunnel boring complex, previously occupied in another section, had been delivered to the bridge, and penetration to the Zarechnaya station began.
By the due date they only managed to finish the repair of the station on the right bank. Due to the crisis of 2008 , the Omsk metro was unfinished. A large reduction in project financing occurred due to the relocation of the office of the largest producing company Sibneft (Gazprom Neft) to St. Petersburg.
In May 2008, a gap occurred in the pipeline 70 cm thick. As a result, part of the tunnels and all the equipment for the work were flooded. It took several weeks to restore the equipment. Further activities were carried out slowly. A year later, the metro of Omsk in the form of the first line was ready for only a quarter.
Cost reduction and conservation
At the beginning of the new decade, there were also not enough funds to activate construction. The federal authorities did not allocate money, and the city government could only maintain the already constructed facilities in good condition. After visiting the city, Minister of Economic Development E.S. Nabiullina Omsk was promised 1 billion rubles to resume work.
In order to reduce costs, several new options were proposed for arranging stations and trains. So, they have successfully developed shortened platforms for boarding and alighting passengers. Instead of the standard 102 meters, designed for 5 cars, they decided to equip 60-meter long strips designed for three elements of the freight train.
In addition, it was assumed the introduction of trains moving automatically without the participation of the driver. And also for the sale of tickets were going to use special terminals. These measures would reduce the cost of maintaining a large number of staff.
Another round
Work resumed in the summer of 2011. At that moment, a car was launched to lay a tunnel from the Kristall station to the Zarechnaya station. Governor L.K. Polezhaev announced a new deadline for putting the facility into operation - autumn 2015. In parallel, the construction of a pedestrian crossing at the station “Library named after A.S. Pushkin ", which was opened for use by the population in the fall of 2011
However, the allocated funds quickly ran out. At first, the work was slowed down, and then the construction of the Omsk metro was completely stopped. In 2012, D.A. Medvedev, being the president of the Russian Federation, drew attention to a long-term construction, and a year later again a certain amount of finance came to the accounts of contractors. But they turned out to be much smaller than required. The completion of the facilities was postponed indefinitely.
Distant plans
Despite all the negative experiences, there is officially a communications development project. So, after the launch of the first section of line No. 1, it is supposed to be extended on the right bank of the Irtysh. There, the work was partially completed earlier. Then, construction on the left side of the river will continue to the “Airport” point. Also approved the construction scheme of the second direction. It will run parallel to the Irtysh on the right bank. The construction of the third line is also planned.
However, all these prospects are very vague. The budget of the city and region is beyond the power of such a large-scale construction. The federal authorities do not classify this long-term construction as a priority project, therefore only small injections are allocated from the state budget, providing a rare targeted activation and further work progress.
The rejection of the classical scheme
Gradually, the city media began to discuss the issue of profitability of the subway. Having made the calculations, experts found out that for the construction of the complex in the basic configuration, 24 billion rubles are needed. To this amount should be added the price of rolling stock. At the same time, it was noted that such costs cannot be recouped by passenger transportation.
Governor V.I. Nazarov took the initiative to include already constructed tracks in the system of high-speed tram services. The City Projects company was invited to create the plan. As a result, we presented three options for integrating long-term construction in new conditions. Depending on the investments made, it is planned to cover up to 70% of the entire transport system of Omsk.
