Mamaev Sergey Pavlinovich - one of the most controversial representatives of the Russian Communist Party. The words and actions of a politician often run counter to his political portrait, embodying honesty and justice. Moreover, the scandals surrounding his name embarrassed not only Sergei Pavlinovich himself, but his own party.
Mamaev Sergey Pavlinovich: biography of early years
The future politician was born on February 4, 1958. His native village was Bolshaya Kurba, which is located in the Soviet district of the Kirov region. Mamaev Sergey spent almost all of his childhood in the village. Only in 1977 he left the house - he was called to serve in the ranks of the Soviet Army.
After demobilization, Mamaev Sergey goes to study at the pedagogical school named after 50th anniversary of the Komsomol in Kirov. In 1981, he graduated with a degree in physical education teacher. However, instead of going to work in their specialty, the young man gets a job as a correspondent for the newspaper Leninsky Znamen.
In 1983, Sergey Mamaev transferred to the district executive committee as an instructor. In addition, he acts as the head of physical education in the SSTU number 9 of the city of Sovetsk. He received his first higher education in 1989 at the Kirov State Pedagogical Institute in the direction of Physical Education.
The beginning of a political career
Mamaev Sergey Pavlinovich became a communist in 1987. It was then that he joined the Communist Party of the Soviet Union. Initially, he did not show much zeal for managing his native land and country. Moreover, he believed that his calling was in the spiritual and physical development of Russian youth. However, after the fall of the Soviet Union, his opinion changed.
In 2001, Sergey Mamaev became the head of the administration of the Soviet district. His successes were regarded differently, but more on that later. More importantly, the politician was clearly aware of his goal - he wanted to become a State Duma deputy. And to quickly achieve his dreams, he receives a specialized education at the Moscow Academy of State and Municipal Administration under the President of the Russian Federation.
In autumn 2006, Sergey Mamaev became the first secretary of the Kirov Regional Committee of the Communist Party. This was the first significant victory on his way. From this moment, he can again fight side by side with his old like-minded people. Thanks to their support, in 2008 the politician became a deputy of the Legislative Assembly of the Kirov region.
After that, Mamaev has to take the last step - to take part in the parliamentary elections. This he does in 2001. Fortune is favorable to him, and Sergey Pavlinovich becomes a deputy of the sixth convocation from the Communist Party of the Russian Federation.
Deputy Mamaev Sergey Pavlinovich: political portrait
In the political arena, Sergey Pavlinovich promotes the image of an ardent fighter against corruption and injustice. As an ardent communist, he defends the rights of ordinary citizens, who, he said, suffer from the tyranny of oligarchs and corrupt politicians. Mamaev is sure that only the Communist Party is playing fair game in parliament, because of which it is constantly losing to its opponents.
In his interviews, Mamaev Sergey often points to the fact that modern Russia is greatly affected by the regime of "United Russia". Their political moves not only do not benefit ordinary citizens, but also put the latter at a disadvantage. Such, in his opinion, is unacceptable for the country's authorities. As for the reasons for this behavior of United Russia, Mamaev is sure that it is connected with the personal interests of deputies. After all, most of them are in oligarchic clans, pursuing their own material gain.
Particularly vividly complement the portrait of Sergei Mamayev in his book: “Corruption in Mari El: myth or terrifying reality ?!” (2015) and “Corruption in the Kirov region: an offshore paradise and incubator for future embezzlers and traitors of the motherland ?!” (2015) . In them, he clearly describes all the sins of power and their fraud, referring to real facts and documents.
Behind the screen of virtue
Alas, honest and decent Mamaev Sergey looks only in words. In real life, this image is bursting at the seams, unable to withstand true criticism from the media. So, the scandalous statement of Alexander Glushkov, who replaced Mamaev as head of the administration of the Soviet district, became the first stone in the garden of the politician.
The new leader told the media that his predecessor was completely unable to manage the budget. After the reign of Mamayev, a hole of 48 million rubles turned out to be in the city treasury. And for such a small edge, this is a huge amount. Perhaps someone will think that these are just dirty rumors. However, the facts speak for themselves: during the reign of Sergei Pavlinovich, several kindergartens were closed in Sovetsky, serious problems with energy and medicine began.
The scandal with the garage
However, if past sins can be attributed to the incompetence of a politician, the scandal with the construction of a personal garage fully reflects the essence of his nature. It so happened that Sergei Mamaev wanted to build a garage in the courtyard of a multi-storey building. Naturally, such a procedure requires permission from the residents of the house. But our hero decided to go around and forge this document.
As a result, a scam surfaced, but did not stop Mamaev. Despite the stormy protest of his neighbors and the decree of the prosecutor, the garage was built and surrounded by a fence. Thus, the deputy not only ignored the current legislation, but also did not give a damn about those whom he promised to protect from the oppression of dishonest politicians.
