In the territory of the Russian Federation for the sale of textile products a binding document is required - a certificate or (depending on the type of product) declaration of conformity. Prior to Russia's entry into the Customs Union, national standards were in effect in our country, as reflected in the relevant GOSTs. Since 1.07.2012, the standards of the technical regulation (TR) of the customs union (CU) have been applied . This regulation also regulates the production and sale of textiles, including adult and children's clothing.
According to this TR, safety requirements apply to all textile and non-woven materials, carpets, sewing and knitwear, shoes, leather, fur and leather goods. The safety of goods intended for underage consumers is separately regulated. Thus, now the requirements for products manufactured and sold on the territory of the country (including children's clothing) must comply with the standards of TR CU.
Earlier certification of children's clothing produced at domestic enterprises was not particularly difficult. Raw materials for its manufacture, also subject to mandatory certification (fabric, threads, accessories) were produced, as a rule, also by domestic enterprises, and did not constitute a labor requirement for its initial certificate. Then the documents were sent to the certification center (VNIITEST).
Certificates for children's clothing for foreign manufacturers or suppliers were issued, as a rule, for a batch of similar products presented in the line of models. For domestic products, its own GOST was developed for each type of product.
Certification of children's clothing is carried out separately for groups of products (knitted underwear, shirts and shirts, suits - trousers, jackets, jackets, outerwear - jackets, raincoats and coats, hats, upper knitwear - sweaters, jumpers, etc.). And also separately on the assortment for boys and girls.
This procedure (certification of children's clothing), carried out by VNIITEST, usually took only a few days and required the provision of a certain list of documents. In addition to the application and certificates of the PSRN and TIN, the manufacturer was obliged to provide a lease of production space (for domestic products) or a supply contract (for imported), as well as the necessary amount of product information (description, characteristics). A declaration or certificate of conformity for clothing imported from abroad required additional information about the production conditions and manufacturer's data.
Examination of the presented clothing samples was carried out according to different schemes depending on the requirements of the applicant (for individual lots or for clothes manufactured in series). The cost of the procedure and its duration depended on the chosen scheme.
Certification of children's clothing was carried out on the basis of examination of the samples provided in a special accredited laboratory. Tests conducted during the examination established the conformity of the samples to the accepted normative indicators. Namely: color fastness to abrasion, washing, sweat, degree of breathability and hygroscopicity. The formaldehyde content of children's products was also tested.
The certificate issued by the results of the examination is an official document confirming the quality and safety of children's clothing, its compliance with sanitary requirements.
Currently, the Customs Union Commission has approved a list of standards to ensure compliance with TR. To make a decision on certification, the following package of documents must be collected:
- information on raw materials and materials, technical and design documentation ;
- copies of documents on the origin of certified products, shipping documentation;
- supply contract;
- certificate of conformity (if necessary) of the quality management system (copy);
- other documents confirming the safety of products (at the discretion of the applicant).
