Inspection is a mandatory process, and sooner or later it will have to go through. What is checked at a vehicle inspection, not all drivers know. And they share their own experience with each other, trying to foresee every nuance. But here, as, probably, and everywhere, there are difficulties. The fact is that over the past few years, vehicle inspection has been actively reformed. At the government level, important documents are signed that regulate the inspection, time is set aside for all procedures, papers are introduced that must be provided by the owners of commercial and passenger cars, and the frequency of diagnostics is assigned.
Let's see what they check at the inspection in 2013. Legislation obliges each driver to adhere to certain rules at a time when they will undergo vehicle inspection. They are mandatory throughout the country. So, the employees of the technical center check the following:
- Documents. They must testify to the ownership of the car or the right to use this car (for example, a power of attorney).
- Documents confirming the identity of the person who arrived at the inspection.
- Diagnostic card in a new form (has 65 points). All of them must be checked during the inspection.
From the technical part, the components and assemblies that are checked at the inspection by specialists include:
1. The engine and all its systems.
2. The condition of the brake system.
3. Tires.
4. Window cleaners, windshield washers.
5. Lighting devices.
6. Steering.
In addition to these six main nodes, the following are also subject to verification:
- armchairs and horn;
- rear view mirrors;
- number plates;
- glass (for cracks in the windshield, etc.);
- seat belts and their proper operation;
- warning triangle, etc.
The employees of the technical center are not empowered to check the components and elements that were not installed on the vehicle by the manufacturer. In the event that employees try to verify something that falls outside their competence, the vehicle owner has the right to challenge this by complaining to the Russian Union of Auto Insurers. Here they are involved in the accreditation of such centers, maintain their register, and also perform other functions.
In addition, you also need to pay attention to the fact that in the car during the inspection must be present:
- a fire extinguisher of an established sample with a volume of not less than 2 l;
- warning triangle.
The requirement to have a medical kit was removed from the legislative acts, so they will not be checked.
In principle, this is all that is checked at the inspection. It should be noted that the full inspection procedure should not last more than 30 minutes. This figure is fixed in the norms that are adopted at the federal level. For a technical inspection of the "Gazelle" (as well as other commercial vehicles), the carrying capacity of which is 3.5 tons - no more than 23 minutes.
After the inspection is completed, the car owner must receive a diagnostic card in his hands in accordance with the appropriate sample.
