Sample Second Citizenship Notification

In accordance with Federal Law 142 “On Amendments” dated June 4, 2014, the presence of dual (second) citizenship or resident status abroad obliges the Russian citizen to report his foreign position to the executive bodies of the Russian Federation by submitting a notification, a sample of which is published below.

Authorized bodies are only interested in foreign citizenship or the status of permanently residing abroad. If a Russian received a temporary residence permit, which allows only temporary residence in the country, they will not report about it to the Main Department of Internal Affairs of the Ministry of Internal Affairs.

The legislation of the Russian Federation does not prohibit Russians from registering the status of permanently residing abroad or obtaining citizenship of another country. When registering a new foreign status, a Russian does not lose Russian citizenship, even if they learn about it in the Main Department of Internal Affairs of the Ministry of Internal Affairs.

No new obligations are imposed on a Russian citizen when registering a resident or citizen status, in addition to transmitting a notice completed in accordance with the required notification model.

Where to file a notification?

Notices are considered by the Main Department of Internal Affairs of the Ministry of Internal Affairs and the Department of Internal Affairs of the Ministry of Internal Affairs in the regions. Previously, organizations were called the FMS, the FMS, and among the local population they are still called the passport office. “My Documents” (previously the organization was called the MFC) is not involved in the acceptance, notification or forwarding to authorized bodies.

A notification filled out according to the model is sent personally to the OMVD OVM or sent by Russian Post. Mail staff will help fill out the notification and know at what address it should be sent.

Where can I get a notification form?

Forms and a sample of notification of second citizenship are available at the OMVD OMVD, the Main Department of Internal Affairs of the Ministry of Internal Affairs, as well as at Russian Post offices.

At the local office, a Russian may be denied a clean copy due to the lack of extra copies, however, a completed copy is required to be placed on the stand, by which the form can be found independently on the Internet.

What to write about in the notification?

The following information shall be indicated on the form for filling out the notification:

  • name of the authorized body;
  • surname, name and patronymic of a Russian who reports on foreign status;
  • Russian passport details of the applicant;
  • data of foreign documents of a Russian;
  • the grounds on which the applicant received foreign citizenship (marriage, state program, general procedure and others);
  • data on the extension of foreign status;
  • information about the renunciation of previous citizenship (if such documents were transferred);
  • list of documents, copies of which are attached to the notice.

The tear-off form shall indicate the personal data of the applicant and the responsible officer who accepted the notice.

What is the notification deadline?

The second (or dual citizenship) is reported within 30 days after arrival in Russia or within 60 days from the date of obtaining foreign citizenship.

Moreover, a Russian has the opportunity to file a notification only while in the Russian Federation or through a representative. Accordingly, a notification of the second status within 60 days and when you are abroad is permissible only if the Russian has a trustee in his homeland who already has a registered power of attorney.
