Vladimir Yakovlevich Butov was born on April 10, 1958 in Novosibirsk. The education received in 1994 at the Higher Institute of Management in Moscow, according to which Butov is a master of management and economics, is false. Vladimir Butov did not pass training and certification at this institute. Work as a carpenter (Leningrad seismic survey expedition) in the Nenets Autonomous Okrug was the beginning of his career.

How could the government allow this? The Nenets People’s Company conducted oil production under the guise of geological exploration, but there was a license for exploration - it was issued by the Central Commission of the Ministry of Fuel and Energy.
