Kovtun Marina Vasilievna was born on March 10, 1962 in Murmansk. Received secondary education in Murmansk. After graduation, Marina Kovtun entered the Penza College of Soviet Trade. Upon its completion in 1980, he passes exams at the Higher Komsomol School of the Central Committee of the CPSU (today it is a humanitarian university in Moscow).
After graduation, she arranges to work in the All-Union Leninist Communist Youth Union (Komsomol), from where her ascent to the Olympus of Glory begins.

- Beginning of February 2005 - receives the position of Deputy Head of the Federal Office for Tourism.
- 2006-2009 - Head of the Department for Tourism Development at the Department of Economics of the Murmansk Region.
- 2009-2011 - becomes Deputy General Director of Kola MMC.

It should be noted that at the end of May of the same year, Marina Kovtun was removed from the post of governor at her own request.
