Kovtun Marina Vasilievna was born on March 10, 1962 in Murmansk. Her father was the famous trammaster of the city Vasily Tikhonovich Kozlov, who received the honorary title of Hero of Socialist Labor for his services. Received secondary education in Murmansk. After graduation, Marina Kovtun entered the Penza College of Soviet Trade. Upon its completion in 1980, he passes exams at the Higher Komsomol School of the Central Committee of the CPSU (today it is a humanitarian university in Moscow).

After graduation, she arranges to work in the All-Union Leninist Communist Youth Union (Komsomol), from where her ascent to the Olympus of Glory begins.
