General information

The order of commissioning of objects completed by construction or reconstructed, as well as their individual lines, structures, buildings, launch complexes with a quality assessment, is regulated by territorial and federal building codes.

To analyze the condition of buildings and structures, special commissions are formed. The objects completed by construction in accordance with the approved projects are presented for acceptance by the customer-builders, and the structures and turnkey buildings handed over by the contractor and the customer together.

Working commissions

They are formed to assess the quality of objects prior to their acceptance by acceptance commissions. The tasks of the working groups include checking:

  1. Compliance of the facilities and equipment installed in them with the project.
  2. The results of tests and comprehensive testing of installed equipment.
  3. Degrees of readiness for normal operation.
  4. The quality of construction works.

Commissioning of facilities that are separate structures / buildings, annexed or built-in premises, including auxiliary and production facilities, civil defense facilities, is carried out by the working commissions as soon as they are ready and then presented to the acceptance commissions. These include, in particular, heat, energy, water supply facilities, warehouses, access roads, domestic premises, and other facilities that are used by the contractor during construction.

After receiving a written notice from the contractor about the readiness of the facility, the customer proceeds with the organization of acceptance in accordance with the contract. After acceptance of the building according to the act, the customer prepares it for commissioning. Moreover, he must provide:

  1. Individual and comprehensive testing of equipment.
  2. Commissioning work.
  3. Transfer of external communications, engineering structures for maintenance to operating organizations.
  4. Obtaining special permits, conclusions on the use of equipment and facilities in the relevant supervisory authorities.

Acceptance Commission

According to general rules, when commissioning an object, the composition of the commission is approved within 30 days. It is agreed with the authorities whose representatives will participate in the acceptance. Along with this, the term of the commission is established. It can not exceed 1 month.

Territorial divisions of state supervision bodies and executive authorities, as well as other interested institutions and bodies must, within ten days from the receipt of notification of the facility’s readiness for commissioning, determine their representatives for participation in the acceptance committee. From among them, a chairman is selected. It determines the working procedure of the commission, distributes duties among members.

Upon completion of the inspection of the facility, an act of acceptance for operation is drawn up. It is signed by all members of the commission. It should be noted that each participant is responsible for decisions made by the commission, in accordance with its competence and scope of responsibilities. The signed act on the commissioning of the facility is transferred to its owner (customer, investor).

How are commission comments recorded?

In practice, it may happen that one of the authorized persons refuses to sign the act. In such a situation, he must provide the chairman with a conclusion from the body of which he acts as a representative, with comments on all issues within his competence and the implementation of the requirements of normative and design documentation. For commissioning the facility, the customer must eliminate all the shortcomings in the time allotted for this commission. If this is not done, the structure will not be considered ready for use.

The signed act (conclusion) on the commissioning of the facility within a period not exceeding a week is subject to approval by the body that appointed the commission. The developer (customer, investor) transfers the document and all applications to the Inspectorate of architectural and construction supervision for storage.

Acceptance of the object without commission

According to the general rules, the territorial divisions of state supervision, to which the construction controlled by the construction is completed, prepare and issue a conclusion within 15 days after receiving from the customer a notification about the readiness of the building for use. Execution of executive documentation upon commissioning of the facility is carried out exclusively upon establishing compliance of the structure with the project and the requirements of the standards.

If a discrepancy is detected, a motivated refusal is drawn up within the specified 15-day period, indicating comments on issues within the competence of the territorial divisions of the supervisory authorities, and is sent to the customer (developer). All deficiencies in the disclaimer must be addressed. After that, the customer (developer) sends to the authorized structures a repeated statement of readiness for the commissioning of the property.

Upon acceptance of the building without a commission, the customer, together with the investor (developer), draw up a new act on the acceptance of the building into operation on the basis of the conclusions issued by the state supervision authorities, the act on acceptance of the object from the contractor (with all applications).

All the above documents, together with a statement on the readiness of the structure for use, are provided to the Inspectorate of Architectural and Construction Supervision. This structure prepares a final conclusion on the sufficiency of the materials received and compliance with the rules for commissioning the construction project.

The Inspectorate may refuse to provide a positive opinion solely in the event that violations of the rules and regulations are found on issues within its competence.

Further actions of the customer

Within five days from the moment of receipt of the act from the acceptance committee or a positive final conclusion from the Inspectorate, the developer (investor, customer) sends all the documents drawn up to the appropriate executive body. This structure, in turn, must, within a week, adopt an operation certificate or give a written refusal to do so. In the latter case, the decision of the executive body must be motivated. It should be noted that failure is possible only in case of violation of the rules and norms of putting the construction object into operation.

Industrial facilities

Commissioning of production facilities with the participation of acceptance commissions is carried out only if they are staffed with operational personnel, provided with raw materials, resources, etc., and eliminate all deficiencies. At the same time, the installed products should begin production of products provided for in the project in an amount that meets the standards for the development of design capacities at the initial stage of production.

It is not allowed to commission production facilities in which, in violation of the established rules, the composition of the launch complexes was changed. Reception of the last launch complex is carried out simultaneously with the acceptance of the entire facility or its last stage.

After completion of construction work, the entire package of executive documents is attached to the application of the developer and transferred to the SAS. The supervisor, in turn, makes a decision on the formation of the state acceptance committee. She checks:

  • compliance of the complex of construction and installation works with design and estimate documents and standards;
  • readiness of the facility for operation;
  • availability of passports for machinery and equipment;
  • acts of work performed, measurements and tests.

In addition, the documentation is checked:

  • on allotment of plots;
  • on a special regime of water use;
  • on providing the facility with material and technical resources and operational personnel;
  • that external communication networks of hot and cold water supply, sewerage, communications, power supply will ensure the normal operation of the facility, and the utilities themselves are accepted for maintenance;
  • on compliance of commissioned capacities with those provided for in the project;
  • on the actual cost of construction works, signed by the customer and contractor;
  • on permission to use equipment and facilities controlled by state supervisory authorities, representatives of which are included in the acceptance committee.

After the construction is commissioned, all documents must be stored with the developer-customer and relevant operating organizations. The act of acceptance of the object is transferred to the body that appointed the commission, the developer and the general contractor.
