If you need to enter Russia a person who is not a citizen of the Federation, one of the required documents is a notification of the arrival of a foreign citizen. Without it, the migration service will not register the arrivals, and it will be illegal in the country.
Who provides notice
Notify the necessary authorities must the receiving party. It also provides visitors with a place to stay. The receiving party can be both an individual and a legal entity:
- Russian citizen;
- an organization that provides the services of a hotel complex (this can be a hotel, a sanatorium, a camping, a rest house and similar establishments);
- legal entity, its branch, representative office.
A notification of the arrival of a foreign citizen is submitted on time, which does not exceed 7 business days from the moment of his arrival. For hotel complexes and entities providing similar services, this period is only 1 day. If a foreigner arrived on a weekend, it is necessary to inform about his arrival in the next working day.
Notification Procedure
How can I inform the appropriate department of the Federal Migration Service that a citizen of another country has come to a legal entity or individual? This can be done directly in the migration service, or you can simply send the corresponding document by mail. In any case, the deadlines must be respected. Please note that when sending a notification through the post office, the date of filing is considered the outgoing date on the stamp, it must be sent no later than 3 days after the arrival of the foreigner.
In addition to the document itself, which is provided in duplicate, the migration service needs copies of the identity card of both the receiving and arriving parties.
What is the best way to file documents
Each of the options has its drawbacks. So, getting to the nearest FMS department can be difficult. But in this case, the inspector will be able to check whether the notification form for the arrival of a foreign citizen is correctly filled in, the data about him will immediately go to the appropriate base of the migration service. The person who brought the document is immediately given a tear-off root with a mark on receipt. It will be necessary to transfer it to a foreigner.
A postal item is more convenient: you don’t have to sit in line with the inspector, but you have a risk that you filled out the document with errors, and the employee of the post office will not notice this. Because of this, a person will not get into the FMS database. In addition, another week can elapse from the time of sending the letter to its receipt by the service. At this time, it is advisable to constantly wear a tear-off spine with a stamp, which indicates the sending of papers to the migration service.
Why a notification is needed
Every foreigner who has arrived in Russia for a period of more than seven days must
register with the
migration office. The first document - the basis for such a statement - is a notification of the arrival of a foreigner. In addition to the document filled out and accepted by the migration service, a citizen of another country will need a copy of the passport (or other
identification document), namely the pages where such information is indicated:
- name and surname;
- place of birth and date;
- gender of a person;
- citizenship;
- the state in which he resides on a permanent basis;

In addition, you will need a mark on the border crossing (it can be put on your passport or migration card) and a copy of the visa for citizens of countries with which Russia has a visa regime.
Only after the provision of all the necessary documents has arrived, the visitor can safely be in the country without fear of problems.
The procedure for filling out the document
As already mentioned, the application for the arrival of a foreign citizen is filled out by the receiving party. If this is not possible, and this fact can be documented, then the person who has arrived can take up the paperwork himself. Notification forms can be found at post offices or the Internet. It is filled with a black or blue pen in block letters. Try to avoid corrections or blots!
Please note that the notification of the arrival of a foreign citizen is filled out only in Russian. You must make two copies of the specified document. If any of the points are difficult, then it is better to go to the reception at the migration service, where you can consult about the correctness of filling out individual columns. There you can make sure that the person arriving will be immediately entered into the appropriate base. If this is not possible, then you can consult with a mail employee.
Features of sending a notification
If you decide not to go to the migration service, but to send the document through the post office, then note that the service for receiving this document is paid - its cost is 118 rubles. This amount does not include postage and shipping insurance. Taking into account expenses, the price of such a letter may exceed 200 rubles.
True, this price includes that the mail employee will check the correctness of filling out the notice, see if you have attached all the documents. How documents are submitted if a foreigner has residential real estate in Russia or he constantly resides in the country
It is likely that some citizens of other countries may have housing in the Federation. After all, the right to property is not limited to citizenship. In this case, the foreigner must inform about his arrival. In addition, he provides, in addition to the above documents, papers confirming the right to housing.
Notification of the arrival of a foreign citizen who has been living in Russia for a long time may be provided by the visiting citizen himself. To do this, he will need a written agreement on such actions from the receiving party and copies of all necessary documents.
Possible sanctions
If the receiving party decided that the registration of a foreign citizen is not mandatory, then this may entail a number of problems, and they will not only be with the newcomer. Anyone who came from abroad bears administrative responsibility for compliance with migration laws.
If it is discovered that a citizen or legal entity has provided a foreigner who has violated the established procedure or the rules of transit through the country, housing or given a car for use, they can be fined. The amount of fines for established individuals is from 2 to 4 thousand, for officials - from 25 to 30 thousand rubles. For legal entities, sanctions are much tougher; they can pay from 250 to 300 thousand rubles to the budget.
If the receiving party has not fulfilled its obligations stipulated by the migration legislation, then it will also be fined. Financial sanctions will be imposed on citizens in the amount of 2 to 4 thousand, for officials - from 40 to 50 thousand, and legal ones can be fined in the amount of 400 to 500 thousand rubles.
In this case, the period of stay of a foreigner is indicated on the visa. If he came from a country where such a regime is not established with Russia, then the period cannot exceed 90 days for every 180. That is, for six months a foreigner can stay in Russia for only 3 months, and for the remaining time he must leave the country. Of course, exceptions apply to working people with the appropriate permission or patent.
