Career in the party
Lebedev became a member of the Communist Party in 1997, when he was only 21 years old. He decided to follow in the footsteps of his father and grandfather, who at one time belonged to the ranks of the CPSU and even worked in party posts in local bodies in the Tula region.
Just a year later, he becomes the secretary of the primary organization in the Central region of Tula. His career as a party functionary is developing rapidly. In 2000, Lebedev was already the first secretary of the Tula district committee. By the way, this is the largest party organization in the region at that time.
From 2014 to the present, he has been the head of the partyβs regional committee.
Homeless rights
As an environmental activist, Lebedev Oleg Alexandrovich, whose photo adorned the front pages of all Tula newspapers in 2016, was actively addressing the problem of homeless animals.
In the State Duma, the deputy stood at the head of the working group that is preparing for the adoption of the law "On Responsible Handling of Animals." In 2011, it was adopted by the federal parliament in the first reading, since then the work has stalled.
It was on the initiative of Lebedev that all provisions that allowed the euthanasia of homeless animals and their capture for subsequent euthanasia were excluded from the bill. All this will be strictly prohibited.
According to this bill, the solution of the problem of homeless animals will be carried out according to the formula "trapping - sterilization - return". That is what Oleg Lebedev insists on. Ultimately, animals will continue to live on the street without any supervision and will not pose a danger to others. First of all, this, of course, concerns stray dogs.
A similar program has already been carried out in the capital as an experiment. She has been working since 1999. However, according to the results, experts gave her a critical assessment, many even said that she failed. Over the course of five years, about 200 million rubles have been allocated for this project from the city budget of Moscow. A series of scandals related to the theft of this money also served to stop the implementation of the project. In addition, many public figures noted that the Moscow City Hall spends more money on stray dogs than on homeless children.
According to the chief sanitary doctor of the city of Moscow Nikolay Filatov, the implementation of this program negatively affected the epidemiological situation in the city, significantly worsening it. With this letter, he turned to the mayor of the capital, Yuri Luzhkov, back in 2004.
Soon, the sterilization program was criticized by the chief editor of the Red Book of Moscow, Boris Samoilov. According to him, there were so many homeless dogs that they exterminated all roe deer in the Losiny Island area. In general, they pose a threat to all the Red Book animals living in Moscow. In relative safety, only squirrels that can hide in trees feel safe.
Despite this, Oleg Lebedev is convinced that the implementation of this program on a national scale, taking into account all the mistakes made earlier, will bring only benefit. Also, in his opinion, it is necessary to introduce the institution of an animal ombudsman in Russia.
