Globalization not only mixes people from different countries, but also forces them to adopt new terms and concepts. They are waiting for us at every step. Take, for example, the process of electing power. If you consider it carefully, then we will certainly come across the word "run for". This is not Russian, but a term introduced from the French language. Therefore, our brain does not connect it with any specific images, which leads to confusion or misunderstanding. However, the very concept of “running for office” is not some kind of democratic innovation. Elections existed in the USSR, and the older generation took part in them.
Definition and interpretation
We begin the analysis with the translation of the word "run". This is a term derived from the French balloter, and the latter, in turn, is derived from ballotte, which means “small ball”. In past centuries, they traditionally voted not by dropping ballot papers into the ballot box. In the election procedure, balls of different colors were used. This method of revealing the majority opinion, of course, was practiced even before the introduction of a popular will. The plebiscite principle expanded the audience, but the term remained. To run is to nominate one’s candidacy, to propose one or another elected post for occupation. And though the word is foreign, but it has been used for quite some time in the Russian language. It is believed that it appeared in literature from the beginning of the eighteenth century, one could already get used to it.
Process description
Just understanding what it means to run is not enough. After all, this is not an object, but a whole process. This term is used to describe what is happening at different levels. The social process - elections - we have already mentioned, but there are others. For example, in some organizations, the leader is also determined by all its members, like the president in a democratic state. At a party meeting they vote for candidates for leaders (leaders). At the same time, each of those who wish should nominate his candidacy, that is, to run. Thus, any process representing the formation of a common decision regarding personalities begins with the initiative of applicants. And this is balloting.
A person studies the requirements for candidates for a particular post, decides whether he can meet them. Next, he needs to come up with an idea, develop a program to attract decision makers. And only at the last stage does this person declare his initiative. Maybe the reality is different, but theoretically running for oneself is also taking responsibility for other people. To understand this, you can again turn to an example. Adult citizens regularly choose their own power. Who do they vote for?
Who is running for deputy?
The legislation of the country answers this question. You need to know that democracy has brought many principles and ideas to society. Among them is the regulation of any social activity. That is, rules are developed that are approved by the collegial body, laws are obtained. All citizens must follow, retreat and violate them. For example, the legislation of the Russian Federation regulates who is running for deputy as follows. Any citizen of the country who has reached the age of twenty can apply for a position. This right is granted to everyone, regardless of gender, religious and political beliefs, place of residence and racial affiliation. It is forbidden to be elected to deputies to people:
- having a criminal record;
- citizens of another state;
- deprived, according to the current legislation, of legal capacity;
- serving sentences.
Another candidate for the legislator’s portfolio needs to collect a certain number of “signatures”. This refers to the recommendations of voters collected in a statement, the form of which is approved by a special body (CEC). The same criteria should be followed by people who want to run for mayor. In practice, candidates for city governors still need to have a clear program for the development of the region, otherwise no one will vote for them.
Who can run for president?
The answer to this question should be sought in the Constitution. If the country has a presidency, then the basic law necessarily describes it. So, in the Russian Federation a citizen who has reached the age of 35 can apply for the post of head of the country. In addition, the law requires this person to live in Russia for at least ten years. The candidate must be supported by at least two million citizens (the very signatures). But, probably, the most important thing, this person needs to have a clear, understandable, meaningful development program for people to support him. The President of the Russian Federation is elected by popular vote, which means that each person needs to inspire confidence. And this is far from easy.
