The fourth bridge across the Ob should be in accordance with the project not only incredibly beautiful, but also comfortable for every resident of the city thanks to a convenient interchange system. In accordance with the project submitted to the Architectural and Urban Planning Council of Novosibirsk, issues and amenities, and beauty are fully resolved. The red arch, which will rise above the Ob, will complement and decorate the architecture of the city.
Luxurious sight
If the fourth bridge across the Ob is built, its right-bank exit will be located in the very center of the city, on Red Avenue and near the Gorodskoye Origin park. The longest span of 234 meters will be decorated with a cable-stayed pylon. The 113-meter-high pylon can be either constructed from monolithic reinforced concrete or decorated in the format of a metal lattice structure. The channel part of the structure will be presented in the form of an elegant beam. The objectivity of using the cable-stayed span in the construction is due to the presence of a large number of communications in the city center, where one of the sides of the bridge will be located.
Estimated design parameters: right bank
The fourth bridge across the Ob will have 6 lanes, and the length of the transition will be 5.1 km. The length of the bridge itself will be equal to 1.6 kilometers. The project provides for an overpass in the area of intersection with the railway. It is planned to equip the system of multi-level interchanges in the area of access to the bridge. The right bank will connect the Kamenskoye highway and Krasny Prospekt, Bolshevik and Factory streets. There will be no congress to the South Square. The prospect of including Zyryanovskaya street interchanges in the structure is considered.
All interchanges will be in the first class. Thanks to them, the continuous movement of road transport in the absence of traffic lights will become possible. Estimated speed on the bridge is equal to 100 kilometers per hour. Design designers proposed to implement the construction of a bridge across the Ob on the basis of both truss and beam spans.
Arrangement of the left bank
If there were practically no problems with the right-hand exit of the structure, then the design of the left bank provokes numerous discussions. It is in the area where the bridge comes ashore that there is a complex traffic intersection where several traffic flows intersect simultaneously: from Stantsionnaya and Vatutina streets, from Stanislavskaya and Shirokaya, from Planning, as well as from Trud and Energetikov squares. There is also a railway. Designers simultaneously considered 25 options for decoupling. The most difficult part will be the part of the bridge in the area of Energetikov Square. According to preliminary estimates, the cost of its construction will correspond to the cost of the entire Bugrinsky bridge.
What will the most complex element of the bridge look like?
As mentioned above, the new bridge across the Ob on the left side will receive a very difficult outcome. Tunnels are planned in the areas of intersection of the transport route with the railway. The intersection of the transport flows themselves will be implemented at several levels. This is travel in the area of Stantsionnaya Street, Energetikov and Planirochnaya Street, Vatutin and Stanislavsky Street, on Shirokoy Street. Due to the fact that the construction will be erected on the basis of partnership between the state and private individuals, it is planned to make the fare paid.
It is on the left bank that a cash center is planned to be located to pay for travel. The project of the bridge across the Ob was fully and in detail worked out by March 2015. The highway in the format of a bridge will provide the shortest connection between the city center and its southern and southwestern parts. The design will provide convenient access to the federal roads M51 under the name "Baikal", M52 "Chuysky tract" and M53.
Construction and design terms
The fourth bridge across the Ob will cost the state and private individuals 532 million rubles. This amount already includes the resettlement of 500 houses on the banks of the river, where the structure will have access. The preliminary cost of construction is equal to 20-25 billion rubles. If the project was finally developed already in March 2015, the collection of a full package of project documentation is planned for the end of summer 2015. The very beginning of construction is scheduled for the end of 2015. This information was officially submitted by the Governor of Novosibirsk to reporters.
In the period from March to April, a full examination of the documents is planned, a competition has been announced for the place of the developer-investor. The main part of the costs is planned to be borne by a private investor, whose costs in the future will gradually be paid off by tolls. The local budget is used only to pay for the design. In the future, it is planned to allocate funds not for the bridge itself across the Ob River, but only for preparing the site for construction. The preliminary cost will be 2 billion rubles.
What load will the construction take upon itself?
The construction will connect the central region of Novosibirsk with the busiest area of the left bank. It will facilitate the unloading of the existing crossing. In accordance with the information provided by the designers, the Oktyabrsky Bridge operating today accepts at least 7.5 thousand cars per hour. Dmitrovsky bridge takes a load of 7 thousand cars per hour.
The load factor of the relatively recently built Bugrinsky bridge currently does not exceed 3.1 thousand cars per hour. In accordance with the forecasts provided by the design company Institute Stroyproekt, taking into account the rapidly increasing number of cars after the commissioning of the structure, it will have a load of 4.3 thousand cars per hour. This will unload Dmitrovsky bridge to 6.9 thousand cars per hour, and Oktyabrsky - up to 6.4 thousand.
The project is under scrutiny
The project, in accordance with which the fourth bridge across the Ob (Novosibirsk) will be built, was the focus of attention at the conference "Transport of Siberia", which was held on May 29, 2015. Maxim Sokolov, who holds the post of Minister of Transport, and Governor Vladimir Gorodetsky talked about how, through public-private partnerships, the construction of the bridge will be possible in accordance with the project.
The examination, which was scheduled for March-April, will take place in the near future. Its completion will be a signal to apply for financing the construction within the federal budget. In accordance with the plan, funds will be provided in a grant format to support construction. The source of funds will be a collection from drivers of cars weighing more than 12 tons, which will pass along federal roads.
Name of investor is still unknown
The investor, who will take on the financial burden and pay for the new bridge across the Ob, is still unknown. It will be determined only by the end of 2015. According to the head of the Federal Road Agency, Ivan Grigorovich, the project will be implemented before the end of 2020. It is for this period that the opening of a new bridge across the Ob is planned. The concession period will be about 20 years. At the moment, the process of selecting a concessionaire has already begun, which indicates the effectiveness of public-private cooperation mechanisms. The package of documents is already fully stocked.
Project demolition
The fourth bridge, which connects the banks of the Ob River in Novosibirsk, is likely to require the demolition of at least 500 houses. Residents of Bolshaya and Tunnelnaya streets have already received notifications from Central Bridge OJSC about the inventory and the upcoming compensation assessment. The company has an obligation to inventory the housing stock and to demolish it. As part of the notifications, a request for assistance in the implementation of the project was announced. From a message from Vladimir Shklovsky, who holds the post of deputy general director of the Central Bridge company, it became known that the houses are reserved by the Novosibirsk City Hall. Based on the experience of building the third bridge, Shklovsky talked about the occurrence of some inconvenience, which he calls the standard workflow. Despite lawsuits, all issues were resolved, and each resident of the region where the demolition was carried out received state support.
Who is ready to act as an investor? Estimated Investment
The total length of the bridge across the Ob will be 5.1 kilometers. The head of the region constantly in his official statements says that the number of people interested in implementing the project is increasing. Among the most active applicants, it is worth noting the Leader management company, as well as Gazprombank. VTB Bank was also among the applicants. According to preliminary calculations, the construction of the structure will open up new opportunities for foreign investors in terms of investing in the development of a business infrastructure adjacent to the structure.
Preliminary estimates allow us to talk about an amount of sixty billion rubles. Information was provided by Olga Molchanova, the Minister of Economic Development of the region. The implementation of the project on the arrangement of areas of business activity requires the involvement of a whole pool of investors, each of which will conduct activities in its own professional environment. Today, the largest domestic banks are actively interested in the implementation of the project.
