Sergei Neverov, whose biography began in the land of miners, chose the path that millions of his countrymen followed. After school, he became a student at the Mining and Metallurgical College in Tashtagol, which he graduated in 1981 with a diploma in mining electrical mechanics.

In the same year, the young man was drafted into the army. He had a chance to serve in Novosibirsk. Upon returning to a civilian, Neverov did not stay in his native Tashtagol, having moved to Novokuznetsk. It was here that the career path of the future vice speaker began. The first place of work was the Esaulskaya mine, where Sergey worked as an underground electrician. At the same time he studied at the "evening" of the Siberian Metallurgical Institute, mastering the specialty in qualification "mining engineer". Neverov graduated from this educational institution in 1989, and much later - in 2000 - he received another diploma - this time a lawyer, becoming a graduate of the Academy of Labor and Social Relations.

Already in his youth, the future famous politician was distinguished by an active civic stance, as evidenced by his boisterous social activities in Novokuznetsk. The end of the eighties was marked for the surviving last years of the Soviet Union by the mass strikes of miners. They went on strike in the Kuzbass. And Sergey Neverov took an active part in this.

In 1991, together with his associates, he oversaw the process of corporatizing the Esaulskaya mine, developing the foundations of a collective agreement and addressing issues related to labor protection. Around the same time, he was elected head of the region's united unions. He also replaced the chairman of the presidium of the Kuzbass coal unions and the head of the independent coal industry workers' union of Russia. According to the politician himself, the spouse earns better than he, working as the executive director of the enterprise (which one is not advertised).
