Extended Old Car Recycling Program 2011

Disposal of an old car is a whole process that needs to be carried out sequentially either on its own or with the help of specialists who provide such services.

Disposal requires removal of the car from the register, its evacuation to the place of delivery and receipt of money due for the car sent for recycling. Thus, the owner can get rid of obsolete equipment and a lot of problems with its storage and reports to the tax authorities.

In addition, the disposal of an already unnecessary old machine has a positive effect on the environment, into which obsolete and damaged parts release lead, asbestos and acids.

The recycling program for cars over 10 years old was approved by the Russian Government , headed by Prime Minister V. Putin. This event is carried out as part of an experiment to encourage car owners to purchase new vehicles instead of failed and handed over for recycling. Since 2010, a system has been created in Russia to collect and process obsolete machines.

It was planned to hand over the old vehicles from March 8 to November 1, 2010. The program for the disposal of old cars in 2011 was extended by the government until the end of this year on the same terms. An additional 5 billion rubles were allocated to finance the second part of the program.

Initially , 11 billion rubles were allocated from the budget for the program. Citizens account for 10 billion directly in paying discounts when buying new cars. This means that for every old car there are 50 thousand rubles. 1 billion is intended for car dealers: in this way, the state should reimburse them for the cost of shipping old cars to recycling facilities. Funds for these purposes are transferred monthly to dealer accounts. Another 50 million is to cover the costs that the experiment will require. The 2011 recycling program for old cars continues under the same conditions.

According to the 2010 program, the first 199 thousand car owners who will take part in it should receive bonuses. This figure amounted to about 14% of sales in 2010 (1.47 million new cars). According to statistics, the program covers 19.6 million passenger vehicles over the age of 10 years. This is about 57% of the Russian park. Therefore, the program for recycling old cars in 2011 was extended to cover more owners of old cars.

The action plan for the implementation of the program is described on the website of the Ministry of Industry and Trade. It contains samples of disposal certificates and contracts, according to which the machines are deregistered and stored until disposal. The contracts prescribe options for exchanging old cars for new ones. A choice of about 60 models is offered, which include foreign cars produced in Russia.

All documents must be executed within 3-5 days, provided that the scrap and purchase of new vehicles will be made in one region.

Disposal of car conditions :

- the allowed mass is not more than 3.5 tons;

- age more than 10 years (year of release - 1999 and older);

- Ownership of the last car owner for at least a year.

Disposal of old cars in 2011 is carried out for vehicles that meet the following requirements:

- the body and chassis must not be destroyed;

- The so-called interior elements of the cabin must be present;

- an engine with an outboard, wheels, technical fluids, a battery, an exhaust system, windows must be part of a handed over vehicle.

To take part in the program, you need to bring the car to the dealership, pay 3 thousand rubles for the services of the processing point and leave the car by proxy. If the old car is not on the move, you need to additionally pay for transportation services. In the dealership, the car is deregistered in the traffic police, after which it is transported to the disposal site. Based on the issued document with the marks of the traffic police and the recycling point, the owner of the delivered car can buy a new car at a discount of 50 thousand rubles. The recycling program for old cars in 2011 continues successfully.
