The Governor of the Ryazan Region Kovalev Oleg Ivanovich is a very famous person. Alas, such popularity is based more on negativity than on fame. Therefore, it is not surprising that every year the reputation of a politician is rapidly rolling down. However, let's not judge with prejudice and look at the real facts.
Kovalev Oleg Ivanovich: biography of early years
In the Krasnodar Territory there is a small picturesque village called Vannovka. It was in her that Kovalev Oleg Ivanovich was born. And this happened in the family of ordinary workers on September 7, 1948. At the end of school, the future governor went to serve in the army. And only having given his debt to his homeland, he began to think about plans for the future.
With a little thought, he decided to choose the profession of a builder for himself. Therefore, in 1969, Kovalev entered the Saratov assembly college, which he successfully graduated in 1971. The work of the installer was to the liking of the future politician, and therefore he went headlong into his craft.
Honored Builder of the Soviet Union and the Russian Federation
Having finished his studies, Kovalev Oleg Ivanovich went to conquer the vast world. Thanks to his skills in 1971, he got a job in the USSR Ministry of Construction and Special Engineering. In those years, this organization oversaw the lion's share of state orders for construction, which allowed its workers to participate in the largest projects of that time.
As for Kovalev, such giants as Kashirskaya TPP, Norilsk MMC, Arkhangelsk PPM, Volzhskaya TPP and much more were erected with his hands. It should be noted that as a builder Oleg Ivanovich really was a master of his craft. And this quality has not been forgotten by the government. So, in February 1997, he received the title "Honored Builder of the Russian Federation", which became a true proof of his skills.
The first career achievements
The first major changes began when Oleg Ivanovich Kovalev entered the Rostov Engineering and Technology Institute in the early 80s. Despite the fact that he received education in absentia, the knowledge gained while working at a construction site helped him successfully complete this institution. This was a turning point in the life of Kovalev, since after that his breathtaking take-off followed.
So, at the end of 1986, he already headed the Kashira-agropromstroy trust, created with the support of the Ministry of Agriculture of the RSFSR. At the same time, the post of manager was assigned to Kovalev until 1991. However, the collapse of the Soviet Union led to the fact that the state trust was closed, because of which Oleg Ivanovich had to look for a new job.
Climbing the political arena of the country
The collapse of the Union meant one thing - it was time for a big change. That is why Kovalev without further thought accepted his appointment to the post of head of the administration of the Kashirsky district. It should be noted that he coped with his duties quite well, since he knew very well what problems exist in his area.
He liked politics. Therefore, in 1995, Kovalev Oleg Ivanovich ran for the State Duma from the party "Our Home - Russia". At that time, he was elected in Kolomna District No. 106. However, due to fierce competition, he was unable to gain the required number of votes.
Nevertheless, in March 1996, he was elected to the post of head of the municipality of Kashirsky district. This is once again proved by the fact that here Kovalev Oleg Ivanovich was a very respected person and earned the trust of people.
In December 1999, Oleg Kovalev again takes part in the elections. This time he represents the inter-regional political organization Unity. As for the elections themselves, they were very successful, thanks to which he becomes a deputy of the State Duma of the third convocation.
In April 2001, Kovalev joined the European Club inter-faction block. And a month later he was appointed to the post of deputy chairman for geopolitics. And in January 2002, Oleg Kovalev became chairman of the Committee on the Rules and Coordination of the State Duma.
In December 2003, he again won the political race in the elections and was elected to the deputies of the United Russia faction. At the same time, Kovalev manages to maintain his place as chairman in the Committee on the State Duma Regulations. And in December 2007, the politician also successfully wins the election race, thereby further strengthening the position of United Russia.
Kovalev Oleg Ivanovich - Governor of the Ryazan Region
In early March 2008, Russian President V. Putin made a proposal according to which the candidacy of Oleg Kovalev was nominated for the post of governor of the Ryazan Region. The regional Duma did not delay the decision, and on April 12, 2008, the newly-minted governor assumed his rightful post.
And all would be fine if the law had not been issued in 2012, according to which, the people can independently elect the head of their city. Opposition forces decided to use this opportunity and held a rally at which they demanded fair elections and that Oleg Ivanovich Kovalev leave his place. The resignation of the governor was the only reasonable solution that could peacefully resolve this conflict.
In this regard, on July 11, 2012 Oleg Kovalev resigned as governor and agreed to participate in fair elections. And in October of this year, he again became the head of the region, as he won the election race, gaining more than 60% of the vote.
Political scandals
Alas, Kovalev Oleg Ivanovich is the governor, whose fame is gradually dying away. If in the past years he was talked about as a good and honest policy, today he is more and more criticized. And there are good reasons.
For example, Kovalev’s dissertation could not pass the Dissernet test. According to their data, there are many fragments in the work that were borrowed from other authors. Such embarrassment negatively affected the politician’s reputation, branding him as a plagiarist.
In addition, in recent years, Ryazan has begun to go through difficult times. The governor’s board has led to large holes in the budget that have nothing to close. Naturally, this causes indignation of local residents.
Therefore, some experts agree that Oleg Kovalev could soon leave his post, thereby preserving the honor and dignity that he managed to earn over the long years of his political career.
