What are the benefits for large families?

The state provides financial support to families in which three or more children are raised, regardless of whether they are relatives or adoptive children. This support is expressed in the provision of benefits and the payment of cash benefits.

In Russia, benefits to large families are determined by Presidential Decree No. 431, signed in 1992. According to the document, benefits are grouped into several categories. The list is quite large, because raising a child requires a huge amount of attention, care and financial investment. If the family brings up many children, this task becomes many times more difficult.

What are the benefits for large families? To date, this list looks like this.

  • The right to a certificate for housing is provided upon its purchase or construction in the amount of 90% of its value. This provision applies to families in which at least one of the parents has lived on the territory of the Russian Federation for more than 12 years and his work experience is 10 years or more.
  • The ability to take a mortgage for up to 30 years to buy a home without a down payment. The first payment is carried forward for a period of three years. When paying a loan, the state provides benefits to large families, monthly compensating 75% of payments. If another family is born in a family of four or more children, the loan is fully repaid.
  • 50% reduction in the cost of heating, sewage, electricity and gas. For families living in houses without central heating, a similar discount on fuel is provided.
  • Admission of children to pre-school institutions on a priority basis.
  • For children (under 18 years of age), prescription drugs are given free of charge.
  • Children (under 18) have the right to priority provision of places in health facilities.
  • A quota of 20% in higher and secondary educational institutions on a budgetary form for children from large families.
  • 50% discount on tuition fees for universities and colleges.
  • Allocation of scholarships for children from this type of family in the amount of half the minimum wage, provided they study with an average score of at least four.
  • Benefits for large families include free provision of textbooks to students (or their cost is compensated).
  • Free admission to budgetary music, sports, art and other schools.
  • One-time free admission to exhibitions, museums and leisure parks during the month.
  • Provision of children's clothing at the expense of the budget for attending classes in schools and a sports uniform for the duration of the training.
  • Free travel around the city on any public transport except taxi; in buses of intra-district lines for schoolchildren.
  • Free meals for children in general and vocational schools.
  • Families with 5 children receive a Gazelle car (one of the parents must live on the territory of the Russian Federation for more than 12 years, work experience of 10 years or more).
  • When they organize farms, small enterprises and other commercial structures, benefits for many children are in the form of land, tax cuts, etc.
  • Persons involved in business are exempted from paying the registration fee (in whole or in part).
  • Providing loans on preferential grounds, interest-free loans and subsidies for the purchase of building materials for the construction of housing.
  • Benefits to mothers with many children during pregnancy and lactation are provided in the form of free medicines and additional nutrition.
  • The allocation of free vitamins twice a year for children.
  • Additional support for children entering the universities living in the Far East.
  • Preferential train travel for members of families living in the Far North and the Far East once every two years.

All these benefits to large families are guaranteed by the state. In addition, the federal authorities establish additional benefits by paying certain benefits from the local budget.
