Each Russian citizen may file a complaint to the President of the Russian Federation. In what cases is it served? How to properly arrange it? This will be discussed in the article.
When is the complaint filed?
The ability to write a complaint to the President of the Russian Federation is enshrined in law. This is the constitutional right of absolutely any citizen of Russia. Thus, article 33 of the Constitution of the Russian Federation establishes this right, regulating the ability of each citizen to apply both to the President and to the relevant authorities.
What is a citizen's complaint? This is always a request for work to restore some violated rights or a request for their protection. Since the head of state is the guarantor of the Constitution of the Russian Federation, the protection of the constitutional rights of citizens is his direct duty. The complaint must be received through the special administration of the President, where it will be examined. After a while, an answer will come to her.
And what are the conditions and deadlines for filing a complaint? This will be described later.
Terms and conditions of submission
The legislation of the Russian Federation has established a clear deadline for verifying applications. It is exactly 30 days from the receipt of the letter. So, a response letter can come in two days, in a week, but not more than in a month. Nevertheless, problems can still arise if the application was submitted using regular mail. In this case, the blame lies not with the administration of the head of state, but with the postal service. That is why the best option is to submit an application via the Internet.
As mentioned above, the head of state (or his administration) is obliged to respond to absolutely any letter. The only exceptions are letters that contain profanity or insults. Incorrectly executed statements, as well as letters with obvious grammatical errors in the content, can be rejected, as well as letters with an error in the address.
Where to file?
Many citizens who want to send a complaint to the head of state face a difficult question: "Send a letter personally to the president or to his administration?" In fact, there is not much difference. Both instances are competent on a variety of issues, and the time period for considering a complaint will be approximately the same. However, the addresses to which the letter is submitted will be different.
What should be remembered if necessary to write a complaint to the President of the Russian Federation? There are a number of requirements, among which are the following:
- lack of profanity, jargon and abusive language;
- the presence of a clear address;
- the letter must be accompanied by all the necessary documents and information about yourself as a person (if the letter is not written collegially, but individually);
- The complaint must not exceed 2 thousand characters;
- the complaint should not relate to litigation, since the president does not control the judicial branch.

A complaint to the President of the Russian Federation can be sent in a variety of ways: via Russian Post, the Internet, by open letter, etc. Some of these methods will be discussed later.
Online complaint
Today, a complaint to the President over the Internet remains a much more convenient and efficient way. How can this be done? On the official website of the Kremlin, in the section "letters" there is a subsection "Office for Processing Applications from Citizens". There is also a tab called "Appeal." By clicking on it, you will see a special window in which it will be necessary to fill out a questionnaire. What data should be left here? These include:
- surname, name and patronymic of the sender - for an individual;
- name of organization - for a legal entity;
- telephone number;
- Email;
- social status (who is the sender: student, worker, pensioner, etc.).
Thus, a complaint to the President of the Russian Federation today can be drawn up in a matter of minutes. No citizen should have any difficulties with drawing up an application.
Open letter
A complaint to the President of the Russian Federation can also be filed by the so-called open letter. What is it like? This will be described later.
An open letter is written on the official website of the head of state of the Russian Federation (in contrast to a regular letter drawn up directly on the Kremlin website). In order to start filling out a complaint, you need to go through a small registration. Then you need to go to the "Write a letter" section and select a complaint form. A questionnaire is filled out, where information about your personality is indicated. Within three days, the application is checked by moderators, after which it is sent for publication. A complaint can also be published on your social page, that is, make it public. It is because of this function that the letter is called open.
The president, as well as his administration, do not consider open letters. Perhaps such complaints will not be overlooked by special services.
Corruption reports
Most of the complaints sent to the head of state are related to corruption and abuse of authority by officials and senior officials. It is also worth highlighting the following offenses and crimes:
- extortion;
- giving or receiving a bribe;
- commercial bribery;
- illegal use of official position for personal gain and some other points.
All these categories of violations of the law belong to Federal Law No. 273 of 2008 on Combating Corruption. Illegal actions can be reported in any of the ways mentioned above (a complaint to the Presidential Administration also applies here).
It is also worth noting the recently adopted set of laws, popularly called the "Spring Package". One of the bills involves the imposition of responsibility for the so-called "non-reporting". If a citizen who finds out about corruption does not report it by any means available to him, an appropriate criminal case may be instituted.
Complaint to the President of the Russian Federation: sample writing
It is imperative to follow certain rules when writing any statement or document. The complaint to the President of the Russian Federation, Putin, must also be filled out in accordance with the established rules and regulations. What exactly is worth noting here? Firstly, this is the maximum size of the application. It is 2 thousand characters. On the Kremlin’s website, any one file can be attached to the main document: image, video, audio, etc. (the website of the President of the Russian Federation assumes the same).
Write a complaint in a clear, simple, but at the same time business language. There should be no jargon, colloquial words, and a large number of foreign and specialized concepts. All grammar spelling standards must be followed. If the letter contains inaccurate information, such a complaint may be rejected.
