Traffic rules change quite regularly, as well as fines for their violation. So in this, in 2012, amendments were made to the Code of Administrative Offenses regarding penalties for improper stopping and parking in places where there is a traffic sign - “Stop is prohibited . ” The article considers the zone where it operates and the rules that it dictates.
The sign "Stop is prohibited" and its coverage area
There are warning and prohibition signs on the road. Usually they are located on the right side of the roadway or above it.
There are four types of road signs currently in force that prohibit stopping :
- 3.27 "Stop is prohibited" - a ban on vehicles stops, as well as parking;
- 3.28 "Parking is prohibited" - for vehicles and other means the prohibition of parking.
- Sign 3.29 - prohibits parking on odd, and 3.30 - on even days of the month.
Considering the road sign "Stop is prohibited", the coverage of which is limited only by the side of the highway where it is installed, it is worth mentioning that its influence extends to the entire direction of movement. In addition, its presence includes a ban on stops at sites built for stops of fixed-route vehicles, and in “pockets”. Roadsides and sidewalks that are part of the highway are also subject to the traffic sign. At squares and intersections, there may be places where the stop sign will be located. You can stop here only if necessary: ​​a breakdown in the car, driver’s malaise. Boarding and disembarking of passengers is carried out in such places only when such actions by car owners do not interfere with traffic on the road.
In some cases, for example, on one-way roads, you can stop on the side of the street where there is no prohibition sign. Under certain conditions, the “Stop prohibited” sign ceases to be valid. This happens if there is a second, repeated sign prohibiting stopping, with the inscription - 8.2.3; the border where the settlement ends; intersection; a plate with the inscription - 8.2.2; completion of road marking - 1.4; indicating the zone where all restrictions end, road sign 3.31.
New fines
In accordance with new amendments to the Code of Administrative Offenses, not only the amount of fines changed, but their differentiation appeared, depending on the place of the violation. So, in both capitals, a fine is levied in the amount of larger amounts than in the regions. The number of cases in which fines are levied in the minimum amount has also changed. They became a little less. But there were situations in which violators must pay higher fines. So, in case of non-compliance with the prescribed requirements, which are indicated by road signs (including “Stop is prohibited”), a fine of one and a half thousand rubles is charged. For the same violation, a fine of three thousand rubles is levied in both our capitals.
In connection with the use of signs on roads, controversial issues arise. So, for example, when there is a “Stop is prohibited” sign near a stop and there is a sign nearby that public transport stops here, a problem arises: what should I do? According to the rules of the road, stops near places where public transport stops are prohibited. This cannot be done while being at a distance of less than fifteen meters from them. But the driver can drop off and land passengers, if his actions do not interfere with traffic. It turns out that the rules contradict themselves. These signs - the prohibition of stopping and stopping public transport, do not cancel each other and act simultaneously.
