- Industrial production associated with a high risk to human life / health.
- Construction and maintenance of heating systems, hydrotechnical and power engineering facilities.
- Coal mining.
- Production, storage of explosive materials and substances.
- Coke production.
- Oil refining industry.
- Gas distribution, processing and gas production.
- Metallurgy.
Certification of industrial safety by experts recruiting personnel for enterprises involved in the above areas is mandatory.
Before the audit, training or retraining of employees is organized. In the absence of documents confirming certification of industrial safety by experts , specialists, managers, and in cases provided for by law and other employees, a fine is imposed on the enterprise in the amount of 200 thousand to 1 million rubles.
Classification
Training and certification in industrial safety can be:
- Primary.
- Periodic.
- Extraordinary.

Primary training and verification are also carried out with:
- Transferring an employee to another position within the same enterprise. In this case, the date of the previous certification will not matter.
- Transfer from another company.

An extraordinary check is carried out after the elimination of accidents or accidents, as well as in the event of a lack of knowledge among managers and specialists of the enterprise.
Documents
To certify industrial safety in Rostekhnadzor, you need:

- A copy of the payment document confirming the payment of the fee.
For each employee passing a certification on industrial safety, only one application is submitted, to which one receipt is attached. If preliminary training is expected, an application is additionally sent to the training center.
Stages
At the first stage of organizing certification of industrial safety , detailed training is conducted according to special programs approved by Rostekhnadzor. It can be carried out by employees of the supervisory authority or employees of the enterprise. - A - testing the knowledge of specialists and managers on the general requirements of industrial safety.
- B and subcategories B1-B11 - certification on the basics of safety in certain industries.
- G - knowledge testing of energy security requirements.
- D - certification according to the industrial safety rules at hydraulic facilities.
The nuances of the procedure
In practice, the question often arises - do all company managers need to undergo certification? It is impossible to answer unequivocally. According to some experts, the need for certification is determined, first of all, by job description. If it is established in it that the head is obliged to ensure compliance with industrial safety requirements at the enterprise, he must know the norms that reinforce these requirements.
The scope of the audit may vary depending on the scope of authority and responsibilities of a particular employee.
Education requirements
Persons working in major professions must have vocational education that matches the profile of the work they perform and is documented.
Vocational training of employees is carried out in primary vocational education institutions that have a license issued by the Ministry of Education and Science. Training programs must be approved with Gorgortechnadzor.
After obtaining admission to work, persons working in key professions are required to annually pass a knowledge test of the provisions of production or professional instructions. The procedure is carried out by a commission formed by order of the head of the enterprise.
Certification Procedure for Industrial Safety
Testing of knowledge is carried out in the form of an exam. During the procedure, technical competency is assessed in the amount corresponding to the official duties of the certified person. The commission should test knowledge:
- Federal law and other regulations enshrining general requirements in the field of industrial safety.
- Relevant sections of intersectoral, industry rules approved by the State Technical Supervision Authority.
- Job descriptions, emergency systems and modes, emergency response plans.
- Principles of operation and design of technical emergency protection equipment.
- Principles of action, device, purpose of equipment used at a hazardous facility, PPE, instrumentation.
- Rules for the operation of auxiliary devices.
The commission also checks how well the worker knows how to use protective equipment.
Test ticket guidelines
When forming the materials of certification should:
- Include in the tickets questions that cover the scope of activity of the certified employee.
- Set the number of questions on the ticket, taking into account the category of employees being tested. Moreover, their minimum number should be at least 5.
- When testing knowledge of the requirements of regulatory and regulatory technical documents in a particular industry, tickets should be grouped either according to separate documents or by industry.
- Use multivariate questions. For each 3-5 answers should be provided, among which one should be true.
If necessary, members of the commission may ask additional questions to the certified employee. An employee will be considered verified if he answers 80% or more of the questions.
