Since the election of Edham Akbulatov as the Krasnoyarsk mayor in June 2012, many positive developments have appeared in the life of this Siberian regional center. In this position, Akbulatov was able to implement a number of projects that facilitate the living conditions of ordinary citizens.
From the biography of the mayor
Akbulatov Edham Shukrievich, nationality - Tatar, a native of Krasnoyarsk, was born in 1960 on June 18.
After graduating from high school, he became a student of the Krasnoyarsk Polytechnic Institute.
In the summer of 1982, he graduated from this university with a diploma of an engineer in industrial and civil construction, and got a job at the Department of Building Structures as an assistant at the Krasnoyarsk Institute of Civil Engineering (KISI).
In 1985, Edham Akbulatov was accepted as a graduate student at the Moscow Institute of Civil Engineering at the Department of Reinforced Concrete Structures.
From 1988 to 1994, he held the positions of assistant, senior lecturer and assistant professor at the Department of Building Structures at the Krasnoyarsk Civil Engineering Institute.
Public Service Jobs
From 1994 to 1998, the future mayor of Krasnoyarsk Edham Akbulatov held a number of posts in the Krasnoyarsk Committee of Land Resources and Land Management. He was vice chairman, first deputy and chairman of the committee.
In the period from 1998 to 2002, Edham Akbulatov was appointed head of the main department of the Krasnoyarsk city administration for economics and planning.
After undergoing training in "state and municipal management" at the National Academy of Economics under the auspices of the Government of the Russian Federation, Akbulatov in 2001 became a master of management.
On December 9, 2002, Edham Akbulatov was appointed deputy regional governor, giving him the post of head of the main department of the Krasnoyarsk regional administration for economic development and planning.
In October 2005, as the deputy regional governor, he headed the department for planning and economic development of the regional administration.
Further career
On June 27, 2007, the department headed by Akbulatov was renamed the Department of Economic Planning and Industrial Policy.
July 15, 2008. Ekham Abulatov was also appointed deputy head of the Krasnoyarsk regional government.
In October 2008, he, along with the post of first deputy regional governor, took the post of head in the Government of the Krasnoyarsk Territory.
On January 19, 2010, President of Russia Medvedev Dmitry Anatolyevich signed a decree on the appointment of Edham Akbulatov as Acting Governor of Krasnoyarsk. Aleksandr Gennadievich Khloponin, who previously held this position, became the deputy head of the Russian government and the plenipotentiary presidential representative within the North Caucasus Federal District.
Akbulatov was temporarily at this post until 02/17/2010, until he was replaced by Lev Kuznetsov.
March 4, 2010 the regional Legislative Assembly approved Akbulatov as the chairman of the regional government.
December 14, 2011, he was appointed to act as the first deputy of the Krasnoyarsk city governor, and the next day - to act as the mayor.
After the election of the mayor
06/10/2012, the new head of the city of Krasnoyarsk was selected. The turnout was 21.3 percent of urban residents. Akbulatov was able to gain about seventy percent of the electoral vote during this election campaign.
The administration of Krasnoyarsk, headed by Akbulatov, began to actively develop industrial infrastructure in the region, as well as to establish interregional ties.
Many industrial groups have signed agreements with the city administration on cooperation in expanding the tax base, as well as increasing the number of jobs.
Edham Akbulatov, whose wife provided him with all possible support, is a member of the United Russia Political Council in the Krasnoyarsk regional branch.

Summing up the results of 2015, the mayor of the city noted that Krasnoyarsk, having found itself in the new economic conditions, is living more and more multifaceted.
The administration of Krasnoyarsk adopted a new master plan for the development of the city, which formed a package of interconnected urban planning documents.
The result of this was that the Krasnoyarsk land acquired the status of the most important economic urban resource.
About five thousand hectares of urban areas have changed their urban planning regulations. This allows the municipal budget to mobilize much more resources.
From 2011 to 2014, tenders for land leases gave the city budget only 170 million rubles, while during the first two months of 2015, revenues from similar tenders amounted to 270 million.
On the achievements of the city administration
In 2015, the fourth bridge over the Yenisei was launched , which is likely to become an incentive for the Sverdlovsk and October city districts to be more actively developed.
Of great importance for the life of the city were:
- completion of reconstruction st. Dubrovinsky and Svobodny Avenue;
- opening of the overpass on the street Aviators
- completion of the interchange on Second Bryanskaya Street;
- expansion work st. Sverdlovskaya near the fourth bridge;
- completion of repair work of the bridge, which is called "Three Sevens."
Sayings of the mayor
Akbulatov in his speeches notes that the current economic conditions make it necessary to attach great importance to the development of partnership between municipal and private structures.
In 2015, 16 kindergartens were commissioned, which was the result of a streamlined form of interaction between the city administration and contractors.
The head of the city says that some contractors had to be literally broken in order to force them to build the right technological chain, but the municipal administration skillfully achieved its goal.
However, vigorous activity in the construction of new buildings, the implementation of major repairs and the purchase of objects is not the only direction for the development of a network of kindergartens.
A project on municipal-private partnership in preschool education has been implemented in Krasnoyarsk. Akbulatov said that the municipality provided an opportunity for parents to send their children to private kindergartens, where they bought about 2700 places.
More about the work of the administration
A project on the development of built-up territories was successfully implemented, which is an excellent example of good interaction with business. This allowed us to resolve the issue of emergency housing. In 2015, the Krasnoyarsk administration implemented its own part of the regional address program for the relocation of Krasnoyarsk residents from emergency housing.
Five municipal houses were delivered over the year, the total area of apartments in which is almost 58 thousand square meters.
Open auctions allowed the municipality to conclude 7 agreements on the development of built-up territories. This made it possible during the first stage, using investor funds, to demolish 23 barracks and resettle over eight hundred townspeople.
During 2016, the volumes for the implementation of the project of built-up territories were doubled.
An open sports infrastructure is being actively created in the city. During the year 43 fitness clubs opened, an acrobatic arena was commissioned.
