Licensing of pre-school institutions is a necessary procedure for determining the right to carry out educational activities by them, that is, creating material, methodological and pedagogical conditions for raising and educating children in this institution. A license for the right to educational activities is issued after the institution has been checked by an expert commission that has drawn up an inspection certificate for the kindergarten and accepted the entire package of documents necessary for the procedure.
The administration of the institution is notified in advance of the date of licensing. In the kindergarten, an introspection of pedagogical and economic activity over the past three years is carried out, which is reflected in the corresponding report. The management of the institution, headed by the head, collects certificates and acts, which are endorsed by the TsGSEN and the OGPN. These documents establish the sanitary state in the kindergarten and the state of fire safety for all participants in educational activities. Every year, before the start of the school year, the management checks the group rooms, which records the inspection report with the provision of recommendations to the teachers of the group to eliminate the discovered violations. The first Council of teachers of the institution traditionally summarizes the readiness of groups to start training for preschool children. For licensing, all these acts can be combined and analyzed with the presentation of the results of the resolved problems.
The expert commission, first of all, evaluates the hygiene conditions in the preschool institution, checking the catering department , the office of the medical worker, the food warehouse, laundry room and group rooms. An inspection certificate is also being drawn up for equipment that should be safe and effective for serving children. This applies to washing and ironing machines, electric stoves, ovens, appliances for processing products. All cabinets must be securely attached to the wall, and the windows in the gym are closed with removable grilles. Sports equipment should be dug into the ground to a depth of at least one meter and cemented to prevent them from falling and breaking. Therefore, experts draw up an act of inspection not only of the premises, but also of recreational and sports sites on the territory of the kindergarten.
If a kindergarten has an agreement on the organization of medical care, then an expert commission checks the medical office and its equipment. In addition to the doctorβs office, there should be a room for examination and vaccinations, as well as an isolation ward for monitoring new children and preschoolers who show symptoms of infectious diseases. The certificate of inspection of the premises of the medical zone should include the list of medical equipment available in the kindergarten, as well as certificates for its use.
Analysis of the educational activities of the institution is carried out on the basis of information about the staff of the kindergarten and the level of their qualifications, information about the methodological support of the institution with literature, manuals, teaching materials. In groups, members of the commission can familiarize themselves with the micro-rooms in which teachers collect and store materials necessary for classes with children : paints, paper, plasticine, counting material, illustrations for classes, samples of drawings, applications and other manuals.
The final inspection certificate of the institution comprehensively reflects its condition, the level of equipment with modern machinery and equipment for child care, the level of security in the institution and the quality of educational activities. It is concluded that it is possible to provide a preschool institution with the right to carry out educational and medical activities in connection with the existing conditions.
