The beginning of the biography
The future politician was born in the small Ural town of Kushva 04/23/1967
After graduating from high school, Alexander Leonid Burkov went to study at the Kirov Ural Polytechnic Institute, which he graduated in 1989, becoming a certified thermal power engineer.
As a young specialist, he began his career at the Sverdlovsk "Malachite".
In the nineties, he moved to the Work Center under the Russian Government, engaged in the implementation of economic reforms.
In 1994, Burkov Alexander Leonidovich from the Serov District entered the Sverdlovsk Regional Duma.
A year later, he headed the Committee on Management of Regional State Property (Sverdlovsk Region), becoming the deputy head of the regional Government. Since 1998, Burkov entered the House of Representatives of the regional Legislative Assembly from the Kushvinsky District.
During the same year, he became chairman of the Industrial Parliament of the Sverdlovsk Region.
Since April 1999, Burkov Alexander Leonidovich headed the regional Council of May, a movement that stands to protect the social guarantees of workers. In the same year, he took part in the election campaign of the regional governor, where he reached the second round.
Political activity
In the fall of 1999, Alexander Leonidovich Burkov headed the Peace, Labor, May election bloc, which participated in the election campaign to the State Duma of the third convocation.
In 2000, the workers' movement for social guarantees “May” nominated Burkov to the Regional Duma of the Legislative Assembly (Sverdlovsk Region).
At the next election of 2004, Burkov passed to the Regional Duma on party lists, nominated by the Union of State Employees of the Urals.
Since 2007, he moved to A Just Russia. At that moment, such political structures as Pensioners of Russia, Rodina, and Life joined this party.
After a scandalous exit from this party, Evgeny. Roizman, and a little later - Y. Nevelova, Burkov Alexander Leonidovich in the summer of 2008 headed the regional branch of A Just Russia.
December 2, 2007, he was elected to the State Duma of the V convocation, where he entered the Committee on Transport.
In the summer of 2010, Burkov was re-elected as Chairman of the Just Russia regional branch, and in the spring of 2011, the Fifth Party Congress introduced him to the Presidium of the Central Party Council.
In 2010, during the election campaign in the Sverdlovsk Regional Legislative Assembly, “Fair Russia” was third in the party lists with Burkov at the head of the regional branch, receiving 19.3 percent of the vote, which was the best result for this party in the Russian Federation.
Re-election to the State Duma
At the end of 2011, A Just Russia participated in the election campaign of the federal and regional parliament. Result: Burkov Alexander Leonidovich - State Duma deputy of the sixth convocation, and his party members got nine seats out of fifty in the Legislative Assembly of the Sverdlovsk Region.
The Sverdlovsk branch of A Just Russia managed to achieve one of the best results in Russia - 24.7 percent of the vote.
In the city of Yekaterinburg, voters cast about 30.5 percent of the vote for this party in the elections to the regional Legislative Assembly and over 27 percent in the State Duma elections, which exceeded the number of supporters of the ruling United Russia.
Work on legislation in the field of housing and communal services
Among the priority directions of the activities of "Fair Russia", improvement in the housing and communal services sector plays a large role. Today in Russia, more than one and a half hundreds of legislative acts related to housing and communal services have been adopted. More than three thousand by-laws also affect this area, however, ordinary people constantly complain about fraud, registration and other violations of the rights of homeowners and tenants by officials from the housing and communal services.

Six years ago, this led to the creation of the public movement "For a fair housing and communal services", in the piggy bank of which various useful proposals constantly come. On the part of Burkov’s party members, calls are constantly being made to the Russian government to stop raising housing and communal services tariffs, revise the standard for common house needs, and establish tighter control over management companies. The adjustment of the Housing Code should be carried out by the residents themselves, who are legal consumers of communal services.
Representatives of "Fair Russia" are trying to draw similar proposals through the State and regional Duma.
In particular, on their initiative, a law was passed that allowed introducing the state information system in the housing and utilities sector. Now it is possible to more accurately identify the loss of heat, water and light, calculate all the costs of home ownership. At the same time, according to Burkov, all these positive undertakings nullify the exorbitant increase in tariffs. That is what the government should think about so that the lives of pensioners and poor citizens become at least a little more comfortable.
Participation in the legislative process
Over the past year, Burkov participated in the preparation of a number of bills. For example, amendments to the laws governing the activities of the Central Bank of Russia, parliamentary control, banks and the banking sector are proposed; to the Criminal Code of the Russian Federation - on toughening penalties for activities in the field of alcohol circulation that do not meet the safety and health criteria of the population, as well as on strengthening the responsibility of persons involved in the recovery of past due debts.
