Until 1997, until the law on state registration of all property and transactions with it came into force, all data on cadastral registration of land were recorded in the household book. At that time, the village councils of people's deputies were engaged in this, today they are renamed the administration of rural settlements or the administration of urban districts (municipalities - rural settlements and urban districts). What entries are made to books?
Each book should contain the following entries:
- Data on members of the holding. Namely: family registration address, last name, first name, middle name of each family member registered at the indicated address, information about the work or study of residents, data on their education.
- Information about the available personal subsidiary plots.
- Data on the availability of vehicles.
- Information about the property and land plots with the details of the document confirming state law.
All of the above information is recorded in the book so that every resident of the village has the opportunity to receive an extract from the household book.
In addition to permanently resident (registered) persons, the book indicates citizens registered temporarily in the territory of the settlement.
Who is in charge of farm books?
Household books are kept by local authorities, namely rural settlements and urban districts, on whose territory there are registered farms.
Entries in the book are made by an official appointed by the executive officer for maintaining household books.
All information specified in the book is confidential, therefore, the local government is obliged to monitor the safety of this information.
Types of household books
All books should be kept in electronic and paper forms.
All programs aimed at maintaining such documentation should contain an electronic digital signature of the head. Employees of the administration should not forget to make backup copies of the e-book of farm accounting.

The correct design of the book of accounting of private farms
- All records are kept on sheets of A4 format.
- The book should have a thick cover, a title page and the required number of sheets for recordings.
- All sheets must be numbered, stitched and sealed.
- The cover of the book must be durable for long storage. You can not flash it.
It should be remembered that the sheets are numbered only on their front side in order.
At the place of fastening the sheets with a seal, the number of sheets is indicated in both upper and lower digits, as well as the signature of the head of administration.
Shelf life
All household books intended for farm accounting are stored in the administration of a rural settlement or city district for five years, after which they are sent for long-term storage to the archive.
Their bookmark is made on the basis of the administrative document of the head of administration. A legal document assigns a number to each copy and indicates the number of sheets. The decision also indicates which settlement or street is written.
After five years, the information is rewritten again. At the same time, information about those citizens who dropped out of the settlement or city district for various reasons is not re-entered.
The local government has the right to keep all records for up to 75 years, after which the books must be transferred in strict order to the municipal or city archives.
Information on the year until which storage will be carried out in the municipality must be indicated on the title page.
Personal accounts
The first personal account is equal to one. Further, as you go around home ownership, each is assigned its own next in order account. Skips are not allowed.
When issuing extracts from the household book and various certificates, officials always indicate the book number and personal account of the household.
Collection of information
Annually, after the first half of the current year, specialists of the municipality conduct podomnyh rounds, on which they clarify all the necessary information for their population. Strikethroughs and corrections are not allowed. All amendments must be certified by the seal of the municipality and the signature of its head, indicating the date of amendment.
All information must contain reliable information. If possible, they should be supported by documents (certificates of registration of rights to land or property).

What households are listed in the book?
The household registration book includes not only households with people registered and living in it, but also real estate objects in which no one lives.
Not only citizens living in the territory of a settlement or city district can apply to the administration for providing an extract from the household book, but also people who have property in this territory but do not live in it, as well as people who are the heirs of relatives who previously lived but died .
Records are also made of residential properties that have burned down, collapsed or are in an unsuitable state for living. In this case, the official makes a mark on the condition of such an object.
We must not forget that sheets should be available that are clean from entries in the household book for entering data on new farms.
Rules for entering general information about the farm
- The address bar indicates the location of the farm.
- In the line "Members of the household" his head is first recorded, followed by wives or husbands (depending on who the head is), children, grandchildren and other relatives.
- For each column dedicated to members of the economy, indicate their names, surnames and patronymics, as well as passport data. Household books are filled out on the basis of identity documents, or from the words of adult members of the household.
- If the chapter changes, then in the upper part on the personal account old data on the chapter is crossed out, and new ones are indicated.
- All members are registered. Those who are present at the time of entry in the municipality, and those who are absent in this territory. At the same time, information about where the absent citizen is located is also entered in the book.
- All names, surnames and patronymics are recorded without distortion and abbreviations.
- If a citizen, for whatever reason, changes his name, the old one is crossed out, and the new one is written on top.
- In the column “Attitude to a member of the household” write down exactly who the specified relative falls to the head of the household (wife, sister, daughter, granddaughter, etc.).
- If the children recorded in the book are on patronage in this family, then in the line of kinship they write the word “patronage”.
- If the head of the family has changed, then all the indicated kinship is crossed out, and new data is written.
- Indicating gender, it is necessary to write “male” or “female”, it is also allowed to write “husband” or “wives”. It is forbidden to leave the column blank or indicate “M” and “F”.
- In the columns to indicate the birthday, all data should be written in Arabic numerals (the month can be written in words). It should be remembered that the year is recorded in four Arabic numerals. You cannot write only the last two digits of the year.
- If members of the household do not live permanently, but temporarily, or come only for the summer season, or some other season, then make a note about this.
- One sheet of the book is designed for a farm of five members. If there are more, they continue to write on the following sheets. At the same time, they indicate from above that they are a continuation of a certain personal account.
- If the number of family members has increased after making entries, then insert the insert.
- In relation to members of the economy who are departing from the territory of a rural settlement or urban district, a note is placed on their departure indicating the date and place of moving.
Land Entry Rules
This section provides data on the area and owner of land. Based on this section, an extract is made from the household book on the land plot.
In the free columns, the details of the document confirming the ownership of the head of the farm in the specified area should be indicated.
If the land is rightfully owned by other family members, then it is also necessary to indicate all the details of the document and the name of the owner.

Filling in housing information
This section is housing data. Here indicate:
- The object itself (apartment or house), as well as its affiliation (private, state or municipal housing).
- Information about the owner is indicated on the basis of a document confirming these rights.
- The location of the property.
- Details of the document certifying the right.
- Year of construction.
- Wall and roof material.
- Technical characteristics (area - total and residential, number of rooms, number of floors, availability of communications).
If the house or apartment is in shared ownership, then indicate all the owners and details of all documents establishing these rights.
What is indicated in the section on the presence of animals?
This section lists all farm animals. They are counted during podomovyh rounds in the presence of the head of a rural settlement or urban district.
The number of bee colonies is recorded based on the data of the head of the personal farm.
Other animal species include dogs, cats, and other animals not listed.
