Oryol University is the largest and oldest university in the city. It was founded in 1931. Two years later, Oryol University was merged with Belgorod, with the result that the number of students was 315 people.

During World War II, a decision was made at the level of the Council of People's Commissars to evacuate the university in a safe area of ​​the Bashkir SSR. Two years later, the evacuation ended, and the university moved to Yelets.

In peacetime, the university slowly developed in accordance with the needs of the region and the country. In 1950, a branch was opened to train specialists in English and French. In the mid-fifties, it became clear that it took more time to prepare specialists whose knowledge would meet the requirements of the present, and all pedagogical universities of a huge country moved on to a five-year term for teacher training. This decision was made in 1956.

Today, more than 19,000 students study at the university, and the number of faculties reaches thirteen. The university also includes twelve institutes and three branches. In the 1980s, the university became the leading country in the preparation of students from other countries.

Since 2015, the university received the status of a reference university, which indicates its leading position in the field of innovation in education. As part of the reform of state universities of the city, Prioksky State University was added to OSU , which existed as an independent institution from 1954 to 2016. The university also includes the Academy of Physical Culture and the Center for Advanced Studies, as well as the Institute of Continuing Education.

The administration is doing its best to rebrand the university and present it as an innovation center with a high level of training and high-quality teaching staff. But international relations are not unidirectional, and Oryol universities not only accept foreign students, although this area is a priority, but they also send Russian students to foreign educational institutions.
