How to understand if a foreigner needs a quota?
A temporary residence permit is the first official document that begins the path to citizenship, regardless of whether the applicant has relatives in the Russian Federation or is married to a Russian woman. The presence of a patent allows a foreigner to officially work in the country, but this document does not bring him closer to the status of a citizen.
RVP are issued in two ways: by quota or out of quota. Accordingly, the applicant for the quota for RVP and the sample will be needed by the applicant only in the first case. In order to receive RVP quickly and without issuing a quota, the applicant must have one of the available reasons, that is, reasons. A full list of grounds is contained in Article 6 of Federal Law 115 βOn the Legal Status of Foreign Citizens ...β of July 25, 2002. The most common reasons: marriage with a citizen of the Russian Federation and / or the presence of a birth certificate of the Russian Federation.
If the applicant does not have grounds for obtaining a RVP outside the quota, he will need an application form for a RVP quota, a sample and a number of documents to legalize his position in the country.
What is a quota?
To control migration flows in the Russian Federation, the government allocates a limited number of quotas. Moreover, the number of RVPs outside the quota is not limited.
Each year, the Russian government sets the total number of quotas for the entire territory of the country and separately the number of quotas for each region or region. Accordingly, quotas between regions are not distributed equally. Their number depends on the population of the region, financial viability and the ability to provide jobs to foreigners.
What is the principle of quotas?
Quotas are issued before the end of the calendar year. A correctly executed application for allocation of quotas for RVP and submitted at the beginning of the year will have more chances than what was submitted at the end, since quotas could end by the end of the year.
It is believed that quotas are allocated to younger and more promising applicants, whose activities would be useful for the development of the economy of a region or region. However, the true principles for the selection of applicants are not disclosed.
One alien is given a quota, another no less promising applicant is denied. At the same time, it is often possible for one of the spouses to approve the issuance of a document, and to refuse the other spouse, despite his long working experience, the availability of all necessary applications and a correctly filled-out application for a quota for RWP on the model.
Each OMVD OMV reserves the right to independently select applicants and not to explain the reasons for their choice.
Where to apply for a quota?
The form and sample application for a quota for RVP can be requested at the OMVD OMV at the place of stay. Previously, the institution was called the FMS, the FMS, and the people know it as a passport office. In Moscow, migration issues are resolved at the IMC.
The format of the forms in each region may be different, therefore, before downloading clean applications on the Internet, make sure that your OMVD requires exactly the same ones. Perhaps it is not important for the applicant in which order the same questions are indicated, but the inspector will notice the difference and, most likely, the migrant will not accept the application.

An application for the issuance of a quota for RVP, filled out in accordance with the model, is provided to the inspector who accepts applications regarding a temporary residence permit.

An application for submission of a RVP quota and a sample differs significantly from an application for a temporary residence permit itself. The application for RWP is more voluminous and contains more questions that will have to be answered.
The format of quota applications in each region may vary. In addition, application requirements change annually.
Traditionally, the statement indicates the following information about yourself:
- full name;
- passport data;
- address of stay;
- registration address at home.
In some regions, they require information about close relatives, their place of work, citizenship, and their work experience over the past 5 years.
The following factors are crucial when considering an application:
- the truthfulness of the specified data about yourself and relatives (if such information was required);
- the full answer to the question;
- literacy of answers;
- absence of offenses in the Russian Federation (information about the applicant is carefully checked);
- residence at the place of registration (for migrants this is usually migration registration);
- experience working and applying from a future employer;
- the presence of a place of residence on the territory of the Russian Federation and, accordingly, an application from the owner of the real estate with whom the applicant plans to reside after receiving the RVP;
- availability of free quotas in the region.
Do not be silent about the unpleasant facts of the biography in the statement. If the migrant or his relatives have a criminal record, this should be indicated in the document, because they will definitely know about it, but they will refuse to issue quotas. If the applicant does not have official work experience, they write about this.
Where to get a sample to your type of application?
A sample of filling out an application for a quota on RVP is placed on a stand in the department of the Department of Internal Affairs of the Ministry of Internal Affairs. The procedure for obtaining quotas
To apply for a quota for RVP, the applicant will need the following papers:
- original and copy of passport;
- the original and a copy of the notification of arrival (migration registration, which allows a foreigner to stay in the Russian Federation for 90 days without a visa);
- application for a quota;
- an application from a future employer, executed on company letterhead with seals and signature of the responsible employee;
- a petition from the owner of the residential real estate that he will provide the applicant with registration and place of residence, respectively, after the foreigner receives the RVP (if the housing belongs to the applicant himself, the relevant ownership documents are provided);
- copy and original of migration card;
- 2 envelopes with stamps across Russia.
In some regions, the submission of applications is not necessary, since there are a large number of quotas in the region and a smaller number of applicants. The availability of applications will increase the chances of a foreigner to obtain the desired permit.
After collecting all the documents, the migrant contacts the OMVD OMV. The inspector checks the validity of the papers by checking with the originals, accepts copies of documents. A certificate of receipt of documents to the migrant is not issued.
In some regions, the quota is approved immediately by the applicants, therefore, documents for RVP and quota are submitted simultaneously. In densely populated areas, consideration of the quota application has to wait.
The decision to consider the application is sent to the migrant at his address. To find out about the decision earlier, foreigners contact the OMVD OMV in person. Sometimes the lists of people to whom they approved the issuance of quotas are posted on information boards in the lobby.
After issuing a quota, a migrant has the right to collect documents to apply for a temporary residence permit. The form and sample application for RVP without a quota is the same as for the quota, with the only difference being that in the column on the quota, the applicant indicates its presence or the right to apply for RVP on a certain basis.
Quota application review period
If the region has a large number of quotas and a small number of people who want to receive them, a quota is issued to the applicant immediately. If a foreigner stays in a densely populated city or region, for example, in Moscow, Moscow Region, St. Petersburg, Rostov-on-Don, Yekaterinburg or others, decisions on issuing a quota can be expected from several weeks to several months.
The term of consideration depends on the number of applications submitted in the region and, accordingly, the workload of authorized bodies.
The time limits for consideration established by law do not exist.
Renewal of the migration card by quota
A migration card is issued at the entrance to the country at the checkpoint. It does not need to be renewed or received again in order to obtain the βrightβ to be officially in the Russian Federation.
After entering the country, the foreigner is obliged to inform about his arrival and address of stay at the OMVD OMV by submitting a notification and receiving a tear-off form on registration with the migration registration. To stay in the Russian Federation for longer than 90 days, migration registration is extended by re-submitting an arrival notification. Renewal is carried out in the presence of a RVP, patent or residence permit. A quota is not a basis for extending migration registration. Submission of documents for the quota is also not a reason to extend the allowable period of stay in the Russian Federation for a foreigner.
Accordingly, if a migrant has submitted an application for a quota, but has not had time to submit documents for RVP, he is not entitled to stay in the country for more than 90 days.
