Categories and groups of civil service posts

The structure of the state apparatus determines the quality of work of the judicial, legislative and executive authorities. Groups of posts of state and civil service, or rather, a clear classification of these groups, is necessary for the accurate work of the state apparatus. In modern Russia, all categories are defined by the relevant laws and regulations, on the basis of which not only state-owned, but also private enterprises are built.

What is the structure of civil service?

The state civil service is legally divided into the services of the subject of the Russian Federation and the federal service. But not only in the civil service there is a strict vertical. All types of public services are divided according to a single principle:

  • Military service.
  • State civil service.
  • Public service of other subgroups.

Military and civil service are subspecies of the federal service. Each rank at any level of the state civil service corresponds to a certain military rank, partly corresponds to prosecutorial ranks and ranks of the judiciary.

The legislative framework

Article 9 of the Federal Law establishes all categories and groups of posts of the state civil service. It states that there are four categories of state. employees:

  1. Leaders, deputy leaders.
  2. Assistants - positions to assist and assist state deputies. posts.
  3. Specialists - positions to provide professional functions and tasks.
  4. Provisioning specialists - subgroups for informational, financial, documentary and other state support. companies.

In addition to the main classification by category, there is a classification by group, and you should not confuse them:

  1. Top positions - managers, assistants, specialists.
  2. The main positions are managers, assistants, specialists, providing specialists.
  3. Leading positions - managers, assistants, specialists, providing specialists.
  4. Senior positions are specialists providing specialists.
  5. Junior positions - providing specialists.

One group of posts, by law, may contain several categories. Classification by groups is needed to more accurately determine the position of an official on the social vertical. For example, the head of the Ministry (minister) and the head of the financial department (director) are not at the same level, but both are heads.

The situation is similar with military and prosecutorial ranks.

What is a civil service?

The concept of "civil service" refers to the activities of the Presidential Administration, the Government of the Russian Federation, federal and territorial bodies of the executive branch (services, agencies, ministries and their entities).

There is a group of people who are not civil servants, these are State Duma deputies and members of the Federation Council, law enforcement officials, in particular, judges.

The classification was created to clearly define the structure of the state apparatus, clarify the powers of each actor and a clear hierarchy of subordination of one rank to another.
