The International Law Institute was established in 1992 as an experimental university in order to ensure the development of programs for specialized training of lawyers who are ready to take part in the formation of the Russian market economy. Until 2005, this university was not state, but was among the educational institutions of the Ministry of Justice. Then he received the status of an independent university in accordance with applicable law. Up to this point, the name was longer: International Law Institute under the Ministry of Justice of the Russian Federation.
Almost a quarter century: the results
For nearly twenty-five years, the institute and all its ten branches have been successfully operating; almost thirty thousand graduates with secondary and higher education left these walls. The International Law Institute issues state diplomas, therefore, owners of this document do not have employment problems. All of them successfully work in the bodies of the General Prosecutor's Office, the Ministry of Justice, the Ministry of Internal Affairs, the courts, local and federal government, notaries and advocates, in various enterprises regardless of ownership.
At the same time, the International Law Institute and its branches train nearly ten thousand students. There is a law faculty, where both bachelors and masters are preparing for legal activity, and graduate school is functioning. The International Law Institute attaches great importance to the Center for Continuing Education existing in its structure.
Here retraining and advanced training take place. Over the years, more than twelve thousand employees of the Ministry of Emergencies, the Federal Customs Service, the Ministry of Justice, the Bailiffs Service, state registration, cartography and cadastre, the judicial departments and many other municipal, state and private structures have been able to do this.
Collective
And at that time, when the International Law Institute under the Ministry of Justice of the Russian Federation had not yet shortened its name, public funds were never attracted by this university. Nevertheless, a magnificent personal, technically most modern material base for training was created.
Eighty percent of the highly qualified teaching staff are people with advanced degrees. In total, the staff of about eight hundred employees, of which 437 teach.
In addition to them, the training process is supplemented by practitioners, including famous lawyers , heads of regional and federal law enforcement agencies, courts and many other relevant organizations. Both students and all employees who loved their place of work and study - the International Law Institute under the Ministry of the Russian Federation together with its branches - have always contributed to the creation of a modern civil society, actively participated in the life of the cities where their lives took place, and thereby increased the level of legal culture of people living in these places.
Studying proccess
In the educational process, the institute has always actively used information technology, thanks to which the department of distance learning and external studies has been created and is actively working. The International Law Institute under the Ministry of Justice of the Russian Federation already in the first years of its existence established itself as a university of excellent quality of student preparation. The use of modern technology has helped not so much in Moscow as in the regions, and especially to external students.
Here the latest teaching methods are applied, both the creative and intellectual components of the entire educational activity are enhanced, and the continuity and continuity of training is ensured. Educational technologies are being developed and implemented that allow students to make the most of existing information resources. Not only Moscow International Law Institute has unlimited access to digital libraries, but also all students of branches. In the libraries, by the way, there is a full range of educational and methodical literature, which is so necessary for students.
Structure
Masters, who currently study more than four hundred people, the International Law Institute prepares two specialized programs. Graduate students are engaged in four specialties, there are already more than two hundred of them with applicants. Over thirty graduate students graduated, seventeen of them successfully defended their dissertations, the rest are preparing for this step. Thirty percent of graduate students were invited to collaborate with their native institute as teachers.
To ensure the fullness of the educational process, special departments have been created at the faculty of law, which study such subjects: theory and history of state and law; civil law; criminal law disciplines; general humanitarian and natural sciences; international and European law; business law; constitutional and municipal law; linguistics. Moscow knows very well the International Law Institute , as residents often use the free advice that they receive from practicing students.
The science
In the most active way, without the slightest break from the moment of opening, the institute is engaged in scientific research. Over the past ten years, teaching staff and graduate students have prepared and published one hundred and twenty-three scientific papers — about one and a half thousand printed sheets (and one printed sheet contains sixteen pages of densely typed text!), With a circulation of 67,190 copies. In addition, more than one hundred and eighty articles, which cover the most diverse branches of law, were written and published by employees of the institute.
Many teachers of the institute collaborate with legislators and help to create both local and federal laws, as well as carry out legal examination of regulatory acts. The Institute successfully operates a research scientific laboratory of civil studies, bearing the name of D. I. Meyer. A special space is created there for studying the cultural environment where legal science develops and young people are educated on the example of leaders who are decisive, widely competent and ready for effective action.
Students and trainees
The International Law Institute, whose student reviews are full of warmth and enthusiasm, is very concerned about how and how young people live, who have connected their lives with jurisprudence. Since 2001, the university has been publishing the journal Vestnik MUI, which publishes all kinds of scientific information. Branches also have their own print media. Student practice is very well organized, which, along with theoretical training, plays a huge role in the future of each student.
The university cooperates with many departments and organizations for this purpose, but it is worth noting that the practice of the future lawyer, passed in the walls of the Federation Council, State Duma, legislative and executive authorities of the regions, as well as in the Ministry of Justice, arbitration courts, the bar, prosecutor's office, notary the chamber, regional municipal courts, major banking institutions, in any of these places, will add a lot to the knowledge and practical skills of a novice lawyer.
Charity practice
In addition, the institute and all branches have many legal clinics where low-income citizens can receive legal assistance free of charge. Students and teachers willingly participate in such assistance to the population. Along with this, the necessary practice for students is acquired.
This is how the focus of training and professional skills are formed. Student societies for science are also fruitful, where scholarship holders of the President of the Russian Federation, the Government, as well as grant holders, prize-winners of olympiads and so on participate.
International activity
The scientific society of students created at the institute is actively involved in interuniversity competitions, scientific and practical conferences, and in the work of the civil law laboratory. Actively developing international programs.
In recent years alone, more than six hundred students have traveled abroad to familiarize themselves with the legal systems of other states, the jurisprudence of the European Community, international arbitration practice, international business law, and so on.
More than two hundred students and professors from scientific and educational institutions of various foreign countries took part in scientific and practical conferences, international scientific round tables, attended seminars and other events organized by the International Law Institute.
Faculties
The institute, in theory, has only one faculty - a legal faculty. But vast departments may well be called that. The share in the structure of the institute of the Department of Distance Technologies, Master's program, the Department of secondary vocational education, the Center for additional vocational education is huge. The Faculty of Law is the first unit in the institute, and after the reorganization and merger with the Faculty of Regional Studies, it has also become the largest. This faculty managed to give higher education and a diploma to more than ten thousand students.
Now students are preparing for the specialty "Jurisprudence" and in the direction of training - also "Jurisprudence". Training can be carried out by correspondence, full-time and part-time. Now 667 students are studying at the faculty, and only 124 of them are studying full-time. The material base, which is owned by the faculty, allows for training at the highest level - both professional and methodical, since it is modern and equipped with the latest technology.
Equipment
Students and teachers have a courtroom where training trials in criminal and civil cases are held, it is here that students first try their hand at preliminary preparation and subsequent trial. In addition, the rest of the study takes place in specially equipped classrooms, where they study international, European, constitutional and municipal law, as well as criminal law and criminalistics. An appropriate audience is equipped for each of these training sections.
For example, the audience of forensic science and criminal law has all the conditions for conducting the necessary investigative actions: it is forensic ballistics, and examination of handwriting, and the study of edged weapons and their replacement items. Here you can make a cast of human footprints, identify the offender by external signs, learn to conduct search work, inspection and search of places of incidents, and so on.
The classrooms where they study the theory and history of state and law and foreign languages are also excellently equipped. And there are also civil engineering laboratories, which were already mentioned above - this is the real pride of the institute. To relieve stress after intense studies at the faculty, there is a well-equipped gym.
