Customs clearance of a car from Belarus

Today, it turns out that driving a car from Belarus to Russia will cost you significantly less than from other European countries. Of course, transporting cars from Belarus has become much easier after the creation of the Customs Union, which includes both Belarus and Russia. Therefore, customs clearance of cars from Belarus is carried out according to a simplified system. And the amount of duties that must be paid when crossing the Belarusian border is much less compared to any of the other countries.

Cars with the status of goods of the Customs Union

Moreover, at the moment there is a permit from the customs authorities of Belarus on the purchase and duty-free export of cars from the Republic of Belarus to the Russian Federation. According to the letter No. 03-02 / 1384 dated August 30, 2010 from the Representative Office of the Russian Customs Service at the Customs of Belarus to the Customs Committee of Belarus, the status of vehicles imported into the territory of Russia by Belarusian citizens was determined.

So, cars that were driven by individuals to Belarus for personal use before the beginning of January 2010 from other countries and received registration numbers are defined as goods of the Customs Union. Therefore, such cars are not declared throughout the Union territory. So, they can cross the border between the Russian and Belarusian states without hindrance and duty free. As you can see, customs clearance of a car from Belarus, which legally appeared in the country before the beginning of 2010, is very profitable.

Crossing the Belarusian border

So that when crossing the border you do not have any problems, you must prepare in advance all documents certifying the status of the car as a product of the Customs Union. In order for the customs clearance of a car from Belarus to pass quickly, the driver driving the car must submit, at the request of the customs officers

  1. registration certificate of transport, which was issued before the beginning of 2010 with the registration of a car specified in it in Belarus;
  2. a mark inside the same certificate of registration on deregistration of a car in a Belarusian state;
  3. a customs declaration for imported goods issued before the beginning of 2010, a certificate of registration of a car at customs with goods for personal use (TS certificate - 25a).

If you have all the accompanying documents, customs clearance of a car from Belarus will not take much time.

Border with Russia

Well, now you are approaching the Russian border. How will they meet you there? How will the customs clearance in Russia go? In order for your car to be allowed to drive on Russian roads, based on a joint order of the Ministry of Internal Affairs and the Ministry of Industry and Energy of Russia, your passenger friend needs to make a vehicle passport. A prerequisite for the issuance of TCP is the compliance of the transported vehicle with the Euro-4 environmental class .

Whether or not the vehicle is suitable for the European fourth standard, you can find out from the certificates issued for the passenger car, as well as from the data posted on the Federal websites www.gost.ru and www.customs.ru. If it is impossible to determine the class of car ecology due to lack of certification or based on information contained on official websites, a passport is not issued to motor vehicles.

It may also happen that an easily cleared customs clearance of a car from Belarus does not help you in any way to freely transport the car to Russia. Therefore, when buying a car, determining its compliance with Euro-4 standards should be in your first place.

There is one more legislative subtlety. You can get a TCP for a car, even if it does not meet the specified environmental standard, if its owner is a member of the State program to assist compatriots living abroad in their voluntary resettlement to Russia for permanent residence.
