The President gave a positive assessment of Sobyanin’s activities during the first month. The latter, in turn, said that the work is difficult but interesting. In September 2011, Sobyanin during the review of the forecast of social and economic development of the capital said that in 2012-2014. he will be able to increase the GRP of Moscow by 4% every year. He also noted that he would be able to provide the same level of annual growth in real wages of Muscovites. Reporting in October 2011 for his activities, Sobyanin said that he managed to stop the destruction of the historical part of the capital, reform the ideology of its development, stabilize the fight against unorganized sales of goods, and remove advertising structures. Criticism
As many analysts note, under Sergei Sobyanin, despite his statements, the practice of liquidating historical structures continued to provide space for new construction. For this activity, Luzhkov, the previous head of the city, was criticized quite strongly. So, Rustam Rakhmatullin, coordinating the Arkhnadzor movement in 2013, noted that the arrival of the Sobyaninsky team had not made major changes in relation to the preservation of architectural monuments. Corrections were made only in the declaration. According to Rakhmatullin, the destruction of the structures continued, but not at such a fast pace and paradoxically, as the declarations were changed.

He associated the decrease in the intensity of construction in the center of the capital with the outflow of funds due to the crisis and the long-term demand of society. At the same time, Rakhmatullin expressed a negative attitude towards the appointment of Sobyanin, a major developer, the owner of the Barkli corporation, Kazints.
