Currently, the EAC labeling is given very close attention, especially when processing products at customs. In its absence, the goods shall be returned to the supplier or confiscated.

Why is it needed?

Since February 15, 2012, in Russia, enterprises began to sell products with an unknown labeling with the EAC (Eurasian Conformity) mark , which means โ€œEurasian complianceโ€. The decision on applying it to the products was made by the Customs Union in 2011. The presence of a single mark on the goods indicates that they have been tested and fully comply with all the requirements specified in the technical regulations of the participating countries: Russia, Kazakhstan, Armenia, Belarus and Kyrgyzstan .

All products from the established list are subject to EAC marking, for which the conformity check was completed successfully. It is applied immediately before the goods go into circulation in the countries of the Customs Union.

Within the framework of this economic association, border and migration control is mandatory. There is no trade and customs control within its borders. Today, more than 20 technical regulations are in force on the territory of the Union, the task of which is to regulate the sale of various types of products and their production. They are approved by the Single Commission. She also develops a list of products that must be tested for compliance with quality and safety requirements before being put into circulation. Upon its completion, a certificate must be issued for the goods, which is a confirmation that the products comply with the requirements of technical regulations in force in the territory of the Customs Union. This is necessary to monitor compliance with the law of trade.

What information carries a sign for the consumer? The EAC marking on the product indicates its high quality, safety and the ability to contact authorized service centers in order to receive free repair service within the established warranty period. Thus, the consumer, when purchasing goods with a mark, can be sure that they have passed the check for compliance with the standards.

Mandatory or not?

The EAC marking is applied to all products that are included in the corresponding list developed by the Unified Commission of the Customs Union.

Currently, the following product categories are included in the list:

  • all products intended for children (including toys);
  • industrial equipment;
  • all types of fuel;
  • perfumes and cosmetics;
  • packaging products;
  • elevators;
  • light industry products (except for underwear and bedding, hosiery and swimwear);
  • all types of personal protective equipment;
  • household and electrical equipment;
  • tobacco products;
  • furniture;
  • electronic computers.

New items are regularly added to this list.

Single Sign Requirement

The EAC marking is made of three letters, which can be typed in either Cyrillic or Latin letters: E, A and C.

Features of graphic performance:

  1. Right angles only.
  2. All letters have the same height and width.
  3. Their combination is a square. Letters can be black on a white background or white on a black background.

In addition, the following requirements for EAC marking are established:

  1. The size of the mark applied is determined by the manufacturer or supplier, but it must not be less than 5 mm.
  2. Marking is clear, visible on any background with the naked eye.
  3. Any application method. When choosing, you need to take into account that the sign must be clear throughout the life of the product.
  4. The image should contrast with the surface on which it is applied.
  5. The place for the sign is not chosen arbitrarily. It is established by the technical regulations of the Customs Union and varies for each type of product.

These rules are approved by the Decision of the Single Commission 711.

Where and by whom is it applied?

EAC marking of products is carried out either by manufacturers or suppliers.

For a product that has received a certificate of conformity with the technical regulations of the Customs Union, a mark is applied. It should also be on the packaging and accompanying documentation.

The certificate is usually issued for 5 years. It can be used both for sale to the final consumer, and for customs clearance.

When the product to be checked for compliance with quality does not have an EAC mark, the court obliges the entrepreneur to pay an impressive amount of the fine.

When making a decision, the body relies on the Code of Administrative Offenses:

  1. Article 14.8. In case of violation of consumer rights, the fine may amount to 10 million rubles.
  2. Article 14.5. If the procedure for the sale of various categories of goods is not observed, the maximum amount reaches 30 million rubles.
  3. Section 14.43. If you ignore the provisions of technical regulations, you will have to pay up to 300 thousand rubles.
  4. Section 14.46. Violation of the marking order faces a fine of up to 300 thousand rubles.

In any case, the organization suffers serious losses, in addition, the goods may be confiscated.

Certificate Process

The procedure includes several stages:

  1. Filing an application and providing the necessary documentation.
  2. Sanitary inspection authorities check the availability of state registration. This item is mandatory if, for example, we are talking about accessories for children. If the manufacturer owns capacities in the territory of a member country of the Customs Union, it should already have state registration.
  3. A determination is made of whether goods belong to certain regulations or to several at once.
  4. A thorough study of the accompanying documentation.
  5. The conformity assessment of the name and other parameters and the actual type of product is carried out.
  6. Indicators are determined by which verification will be carried out.
  7. Samples are taken for testing.
  8. The verification process is carried out directly.
  9. Registration and issuance of a certificate of conformity.

The verification procedure takes place in a special center, the name of which is included in the registry.

The process is carried out by a conformity assessment body accredited by the national certification system.

The following document design schemes are available:

  1. 1C. After an assessment of production and appropriate tests, it is issued for serial production.
  2. 2C. This scheme also applies to serial products, but it additionally requires certification of the management system.
  3. 3C. It is necessary for certification of a certain batch, it also implies the verification of samples.
  4. 4C. Applicable to individual product units. Within the framework of this scheme, only tests of samples are carried out.
  5. 5C. It implies an assessment of production and products at the design stage. The scheme is designed for cases where confirmation of compliance with one or more of the requirements of the technical regulation during the audit is difficult or even impossible.
  6. 6C. It is similar to 5C, but there is no production assessment and certification of the management system is carried out.
  7. 7C. It is used for mass production and in cases where it is planned to manufacture modifications to an existing product. Includes test process and production evaluation.
  8. 8C. Similar to 7C. An analysis of production is not needed, but certification of the management system is carried out.
  9. 9C. The scheme applies to imported products intended for enterprises operating in the territory of the Customs Union.

Each technical regulation may contain only separate schemes according to which certification takes place.
