The list of goods under the control of the State Veterinary Inspection is established by the state veterinary inspector of the Russian Federation in accordance with current legislation.
What is it for?
The veterinary certificate allows its owner to carry out the transportation, procurement, processing, sale and storage of goods controlled by the State Veterinary Supervision throughout Russia (excluding quarantine zones) without any other veterinary documents and export to the CIS countries, including the sale of goods in the retail and wholesale trade, catering, in the market, processing enterprises, farms and other consumers.
The Veterinary Certificate of Russia gives its owner the right to export goods outside the state to any other country.
A veterinary certificate allows the owner to transport products of animal origin by water, road, rail or any other type of transport from the place of harvesting, cultivation, collection, slaughter (production) and others to the location of the State Veterinary Inspection, which conducts veterinary examination. However, such certificates do not give the right to implement.
What is issued?
During the transportation of raw materials and animal products across Russia, a veterinary certificate is issued for products, the list of which is regulated by veterinary legislation. Transportation in the city, district and throughout the country, taking into account the presence of zooanthroponous or zoonotic diseases, the chief state inspector of the administrative territory, responsible for coordinating with a higher state inspector, may change (reduce or expand the list of goods under control, which must be accompanied by a veterinary certificate).
So a veterinary certificate for meat is issued.
If a large batch of products with a veterinary certificate issued to it is sold to several consumers at once in parts, then, as an exception, the chief state inspector may, within the city or region, accept and transport parts of this batch according to the stamps (marks) of the state veterinary service in accompanying documents ( freight waybills, quality certificates, etc.). According to these stamps, consumers receive and transport cargo. They must necessarily indicate the date of issue and the number of the veterinary certificate issued for the entire batch, as well as the signature of the veterinarian of the state service who issued this veterinary certificate.
Who is issued?
Veterinary certification is issued by departmental and state veterinary services (each of them has its own competence), and a veterinary certificate is issued by the production veterinary service.
The State Veterinary Service issues a veterinary certificate only to institutions, organizations, enterprises and citizens who have permission from the State Veterinary Service to engage in raising and raising animals, selling, storing, harvesting and processing animal products, providing a complete list of veterinary examinations in accordance with current regulatory documents and certified for veterinary competence according to established order.
A veterinary certificate is issued when controlled goods are taken out of the city or district, territory, region, republic that is part of Russia of an autonomous entity and when goods are imported abroad, in exchange for the veterinary certificate of the exporting country issued in these states by the state service bodies.
Veterinary Certificate Forms
The veterinary certificate is issued in 3 forms, depending on the group in which the controlled goods are located:
- Veterinary certificate (form 1) - transportation of a live animal or biological object. It is used for reproduction (genetic material).
What other forms of information are available?
- Veterinary certificate of the 2nd form - issued during the transportation of food products and food raw materials of animal origin (meat, fish, milk, honey).
- 3rd form - transportation of non-food products, technical raw materials and animal feed (skins, wool, furs, fluff).
All of the above certificates are issued for the carriage of goods outside the area.
A veterinary certificate of the 4th form is needed when transporting goods within the region (city).
Veterinary certificates are issued by state doctors at a border veterinary point when goods are transported outside Russia (except for the CIS countries).
A veterinary certificate is issued to the owner of the cargo upon export in exchange for a veterinary certificate issued by the state service, with the permission to export this cargo from the main state inspector of the Russian Federation.
Who has the right to issue a certificate?
Paramedics and doctors of the following services have the right to issue a veterinary certificate, certificate or certificate:
- Veterinary certificate of the 1st and any other form may be issued by a specialist of the production veterinary service in the farm, organization, institution, company. He must be certified by the chief state inspector of the subject of Russia in accordance with the established procedure and have the right to brand products with the stigma “Preliminary inspection”.
- A veterinary certificate may be issued by a specialist of an institution of departmental or state veterinary services: it is a veterinary sanitary station (department, inspection); animal health veterinary station; border point; local veterinary clinic; state control units at a processing plant; the veterinary section and the point that are entitled to brand products with an oval mark.
- The veterinary certificate is issued by specialists of control border points.
Veterinary certificate for raw materials and products of animal origin, which are subject to disinfection (special processing), is issued only by a specialist of the state service.
The veterinary specialist of the departmental service issues the veterinary certificate only for animals, as well as raw materials and products of animal origin obtained at enterprises that belong to such departments.
The term of the veterinary certificate
The veterinary certificate after issuance and before shipment has a limited validity period:
- Help of the 1st form - on animals for 3 days, fish for 7 days, zygotes, fertilized fish eggs - 15 days.
- Veterinary certificate of the 2nd form - 5 days.
- 3rd form - 5 days.
After shipment, the validity period of the veterinary certificate determines the transportation time and the period of sale of the products.
If the territory is not well
If the territory (water area) is unfavorable for animal diseases, then the accompanying veterinary documents must contain the date and number of the permit of the chief state inspector of the Russian Federation or his deputy.
About recognition of the certificate invalid
A veterinary certificate and certificate may be invalidated in the following cases:
- the form is not observed (veterinary certificates have a certain form depending on the type of cargo), the validity period and other requirements of this Regulation;
- issued by an organization or a person not provided for by this Regulation, without the seal of a veterinary department (veterinary department), veterinary institution of a subject of Russia (veterinary certificate for export);
- issued on an unidentified sample form; filled with different fonts, handwriting, ink; corrections are present, in particular nominal and digital;
- presented in the form of copies (photocopies) not certified by the original seal;
- there is no decoding of the signature of the veterinarian who issued them;
- fuzzy (blurry, poorly readable) imprint of the stamp (seal);
- discrepancy between the quantity (weight) and characteristics of the cargo indicated in the document, actual.
Responsibility
A veterinarian who has received the right to issue a veterinary certificate, certificate, certificate, is fully responsible for fulfilling the requirements set forth in this Regulation in the manner established by the legislation of Russia.
Forgery of a veterinary certificate, certificate or certificate, as well as falsification of the data contained in them, is prosecuted by law.

The veterinary certificate and certificate are filled out exclusively in Russian.
The veterinary certificate is filled in two languages: the language of the importing country (filled in by the sender) and Russian.

Information on imported cargo, which is contained in a foreign veterinary certificate, must be transmitted in Russian to the border crossing point.
There are cases when the date and number of the permit issued by the chief state inspector, his deputy for import or export are noted in the veterinary certificate. Imported products must contain information on their use in the Russian Federation.
On the forms of veterinary certificates there is a typographically executed number of 9 characters, in which the first 2 digits are the number of the territory, and the remaining 7 are ordinal. These forms are of strict reporting, their transfer in an unfilled form to a person who does not have the right to issue a veterinary certificate is strictly prohibited.
Forms are printed on 210x297 format color-protected paper on a single sheet; the back side is permissible. Form 1 blanks are green, form 2 is red, and form 3 is blue.
Fill in the duplicate and spine of the veterinary certificate. The spine remains with the issuing institution, and is subsequently deposited with the chief state inspector.
How are veterinary certificates issued? If 1 or more copies of the veterinary certificate are issued, each must be certified with the same signature and stamp, seal as the original. Copying the stamp (seal) and signature is not allowed.

To improve the protection of veterinary certificates, certificates and certificates from fakes and for their accounting, print forms of documents at the printing house under the order:
- veterinary certificates - by order of the chief veterinarian of the city, district;
- veterinary certificates - by order of the veterinary authorities of the subject of the Russian Federation, departmental veterinary services; they have a number made in the printing house;
- veterinary certificates - by order of the regional department of the State Veterinary Supervision.
Specialists of the state service with the right to issue certificates granted to them receive their forms from the main state inspector for 100 stitched copies for signature. The roots of the used forms are stored with the chief state inspector for 3 years.
