Alexei Viktorovich Kuznetsov for a long time occupied a rather important place in the history of modern Russia. Place in Inkombank
Kuznetsov Alexey Viktorovich was born in Moscow in 1962. At 23, he received a diploma from the Moscow Financial Institute in finance and credit. In October 1985, the future Minister of Finance began work as a design engineer and economist in the computer center of the Soviet State Bank.
Almost nothing is known about the parents of Alexei Viktorovich Kuznetsov. At least, the former politician himself has never spoken about them.
In early 1990, Kuznetsov received the position of head of the credit department at Inkombank. Here he quickly began to advance in the service. A few months later, Alexei Viktorovich became the head of the department of planning and economic management. A little later, he took the position of head of liability management.
In 1992, Alexey Viktorovich Kuznetsov became deputy head of the banking board. Two years later, he receives the status of a shareholder, as well as the first vice-head of Inkombank.
Career progression
In the biography of Alexei Viktorovich Kuznetsov there are several rather interesting points. So, already in 1994, the future Minister of Finance began to oversee relations with major representatives of the corporation. Among the employees of Inkombank, they begin to call him the "gray cardinal" of the company.
Six months before the financial crisis that erupted in Russia in 1998, Kuznetsov leaves the post of First Deputy Head of Inkombank. The politician is selling the entire package of his shares, which at that time accounted for about 9% of all assets of the credit institution. 120 employees of Inkombank, including Vice President Svyatoslav Gusher, joined the organization created by the future Minister of Finance. The CJSC was aimed at restructuring banking for a long time. Kuznetsov in the Moscow government
In March 2000, after the appointment of Boris Gromov by the Moscow governor, Alexei Viktorovich Kuznetsov was appointed the acting head of the regional ministry of finance. In June 2000, Kuznetsov took this post on a regular basis. According to some reports, a representative from the presidential administration oversaw the promotion. According to the assurances of Kuznetsov himself, the capital vice-premier Mikhail Babich brought them together with the governor of the Moscow region. In 2004, the Minister of Finance of Moscow received the post of First Regional Deputy Prime Minister.
According to some sources, while working in the Moscow government, Kuznetsov received a residence permit in the United States. In 2003, he completely secretly became a US citizen. It is important to note here that dual citizenship is strictly prohibited for Russian officials. However, Alexei Viktorovich himself until today assures that he does not have and never had an American passport.

Criminal case
In 2008, the time was not right for the Moscow Minister of Finance, Alexei Viktorovich Kuznetsov. Initially, Boris Gromov removed him from his post at his own request. In August of that year, the Kuznetsov became interested in the investigative committee. He instituted criminal proceedings in connection with the abuse of power by a politician. Kuznetsov was implicated in a major corruption scandal.

All Moscow region was on the verge of bankruptcy. The situation was aggravated by the global financial crisis. The debt of the regional executive body, for example, grew to 82 percent of all budget revenues in the region. Later it was found out that the territories of fertile land for construction with the help of RIGroups were transferred for the construction of their own estate. In total, Kuznetsov managed to take possession of land for $ 20 billion. Gromov learned about this. Kuznetsov himself hastily drafted a letter of resignation at his own request and went to the United States. In autumn 2008, the former finance minister was on the international wanted list.
Arrest
According to Lenta.ru journalists, the governor of the Moscow Region, Boris Gromov, not only knew that the capital’s finance minister had been breaking the law for 8 years, but also helped him hide from a possible criminal prosecution. However, in the summer of 2011, Gromov said that Kuznetsov "did not steal a penny from the capital’s budget."
In 2009, Alexei Viktorovich tried to negotiate with the managing affairs of the head of state, Kozhin and Murov. Instead of resolving the situation, he offered them a fairly large sum of money. However, it was not possible to reach an agreement.
Kuznetsov celebrated the New Year 2010 in Courchevel, together with the president of the Russian Olympic Committee, the army general and the head of the United Russia Central Executive Committee. In the spring of 2010, another criminal case was opened against Alexei Viktorovich, the third in a row. Another fraud case has been added to fraud and money laundering. The wife of the former Minister of Finance, Jeanne Bullock, also became a defendant in the case. The couple denied all charges. Spouses said that they were launched against the media and political ill-wishers.

The wife of the politician is Zhanna Mikhailovna Bullock, a U.S. citizen born in 1967. It is a shareholder of the development company RIGroup. Since January 2018, she has been serving a correspondence sentence by order of a Russian court. Bullock was sentenced to 11 years in prison.
In the summer of 2013, Kuznetsov was in France. Here he was arrested by local law enforcement officers, but was soon released from custody. Until January 3, 2019, the former politician was regularly reported to the local police department. Not so long ago, Kuznetsov was extradited to Russia.
