In pursuance of the provisions of Federal Law No. 273, mandatory advanced training and certification of teaching staff have been introduced. These procedures are carried out for all employees of educational institutions, including part-time workers.
Normative base
Regular training and certification of teaching staff are aimed at stimulating professional and personal growth, raising salaries, improving the quality of the educational process.
For the first time, the certification procedure for teaching staff was approved in 2010. In 2014, it was revised and adjusted. April 7, 2014 the Ministry of Education and Science approved the Order on the certification of teaching staff. In the Ministry of Justice, the document is registered under No. 16999.
The new certification procedure for teaching staff takes into account the requirements of the Federal State Educational Standard for the conditions for the implementation of training programs. The Regulation sets high requirements for the qualifications of teachers and their personal qualities.
The essence of certification of teaching staff
Certification is a procedure in which the level of professional competence of a teacher is determined, and the results of his activities are checked on the basis of a comprehensive assessment of labor.
The purpose of certification of teaching staff is to establish the conformity of an employee of an educational institution with a qualification category and a position.
Classification
Certification of teaching staff in education can be:
- Voluntary. Evaluation is carried out at the request of the employee of the educational institution to establish the first or highest category.
- Obligatory. Such certification of teaching staff is carried out to confirm the conformity of persons to their positions on the basis of an analysis of their professional activities.

Currently, there is a tendency to improve the educational process. In accordance with this should increase the professionalism of teachers and qualifications. Certification of teaching staff allows you to identify weaknesses in the system of training employees.

In accordance with the new Regulation:
- Commissions for assessing the compliance of employees with their positions are created in the educational institution.
- The frequency of certification of pedagogical staff is once every 5 years. At the same time, the validity period of the category is not extended.

First category
According to the analysis of certification of teaching staff , the 1st qualification category is assigned to employees:
- Providing stable indicators for students to learn programs based on the results of monitoring carried out both by the organization itself and in the manner prescribed by government decree No. 662 of August 5. 2013 year
- Making a personal contribution to improving the quality of the educational process, improving methods of education and training, passing on their own positive experience to colleagues, actively participating in the activities of methodological associations of pedagogical workers of the organization.
- Providing the identification and development of students' abilities for intellectual, physical-sports, creative activity.
Top Category Assignment
It is carried out by employees:
- Ensuring that students achieve positive dynamics in the level of mastering programs based on monitoring results both carried out by the organization and carried out in the manner prescribed by government regulation No. 662.
- Making a personal contribution to the process of improving the quality of education through the use of more advanced methods, the productive use of technologies, transferring their positive experience, including innovative and experimental work to teaching staff.
- Actively involved in the activities of methodological associations, the development of programmatic recommendations, professional competitions.
Presentation Forms
In each subject of the Russian Federation, the Ministry of General and Vocational Education issues an order on the basis of which certification of teaching staff is carried out. The document indicates the form of presentation by employees of the results of their work. To confirm the compliance of employees with the posts they occupy, the following forms are used as forms:
- Work program, tickets, testing, lesson summary.
- Educational project.
- Research (creative) work.
- A model of activity in any relevant area of ββthe educational process.

- Presentation of manuals, copyright educational programs and teaching aids.

By personal is meant a page that can be part of an educational portal, including an educational institution. Attachments to the application
In accordance with the Regulation on the certification of teaching staff, the list of documents attached to the application for the first / highest category includes:
- Expert opinions.
- Feedback on the lesson / lesson with children, pedagogical analysis.
- Analysis of the event (with parents, teachers, social partners).
- Feedback on teacher classes ext. education and occupation analysis algorithm.
- Feedback on the lesson of a speech therapist, defectologist, and pedagogical analysis of the lesson (for employees of a compensatory type preschool educational institution or for teachers working with children with a complex structure of defects).
When applying:
- The first category requires a passport.
- At the highest - a passport and a copy of the certification sheet for the previous audit, certified by the employer.
Mandatory copies are also provided:
- Diplomas of secondary or higher vocational education.
- Documents on the change of F. I. O., if it took place.
- Cover letter (characteristic) confirming the level of competence and professionalism. It is formed by the head of the educational institution.
Documents are collected in a folder in accordance with the requirements enshrined in the expert opinion.
An application is submitted in 3 months, and an individual folder is formed in 2 months. until the category expires.
Duration of the procedure
Certification of teaching staff is carried out within 2 months. Additionally, a month is provided for the commission to make a decision.
According to the results of the certification, the compliance or non-compliance of the employee with the replaced position is ascertained.
MRCO
Industry regulations provide a simplified form of certification of scientific and pedagogical personnel. For this, a personal account is used in the Moscow Register of Education Quality (MRCO).
Certification of teaching staff is carried out according to the following scheme:
- The teacher submits an application through his personal account.
- The person responsible for supporting the procedure sees the application and attaches a copy of the previous certification sheet and a cover letter to it. It confirms the accuracy of the certification sheet and the absence of violations by the pedagogue in accordance with Article 48 of Federal Law 273. After this, the person responsible will agree on a simplified certification procedure.
- After completion of the support of the application, the teacher independently sends the documents to the SJSC (commission). To do this, click on the "Submit" button.
- After reviewing the documents, the SAC establishes the category. An order for this is posted in the system after signing.
Nuances
In accordance with the changes made by the Ministry of Education and Science, the assigned categories, as well as the pedagogical ranks according to the results of the previous certification conducted for employees teaching 2 or more subjects who did not undergo advanced training before the changes take effect, apply to the entire load until the next check.
Employees with a load in several disciplines are certified in the one they teach in their specialty. The qualification category applies to all subjects.
Validation criteria
To the previously existing indicators, the results of the assessment by the specialists of the Ministry of Education and Science of the activities of teachers in an educational institution were added. Teachers should not only prepare the 2-3 best students, but also strive to identify and develop abilities in all children, try to help those who are lagging behind.
In accordance with the new rules, expert opinions on the assignment of the first / highest category should be published on the websites of government agencies on the Internet. Employees who are denied the highest qualification are entitled to submit a second application in a year.
Extraordinary certification for advanced training can be carried out no earlier than 2 years after receiving the previous category.
Certifying commission
It should include the chairman, his deputy, members and secretary. In addition, a representative of the primary union should be present on the commission, if one is formed.
Members of the commission who do not agree with the adopted expert decision have the right to add a separate opinion to the protocol.
Who does not pass certification?
Employees are exempted from compulsory inspection:
- holding a position less than 2 years;
- sick for more than 4 months;
- pregnant teachers / on maternity leave.
However, if an employee expresses a desire to pass certification, he cannot be denied this.
Proof of Conformity
During this stage, the commission evaluates and tests the skills, knowledge of the teacher. The technique and professionalism of communication with students is analyzed.
As a result, a decision is made on the suitability of the teacher.
Getting a category
Employees with a second category or a first one whose period of validity expires can apply for the first category.
For the highest category, the teacher must have the first qualification for 2 years or the highest, the validity period of which ends.
Additional features of the procedure
Applications for certification for assignment of a category are submitted by employees regardless of the duration of their activity in an educational institution, including during their stay on parental leave.
The end of the period of validity of the highest category does not deprive the employee of the right to subsequently apply to the certification commission with an application for establishing the highest category for the same position as part of certification.
In the event of a transfer of an employee to another institution, including the category established in another region of the Russian Federation, it shall be retained until its expiration.
The employee may appeal the results of certification in accordance with the rules provided for by the legislation of the Russian Federation.
Certification Organization Model
It is being developed in every region of the Russian Federation. For example, in the Sverdlovsk region, the model for organizing a procedure includes:
- Fixation of the results of professional activity, control measures during the inter-certification period (from 2 to 5 years).
- Training. Courses should be organized at least once every 3 years.
- Familiarization with regulatory documents on issues related to certification, the choice of its type.
- Drawing up a self-esteem sheet.
- Submission of an application for certification.
- Drawing up an individual audit schedule, the creation of a certification case.
- Indication of the type of certification, the formation of the application in the electronic system.
- Registration of a certification passport.
- Determination of the form for the provision of work results for the inter-certification period.
- Approval by the head of the educational institution on the organization of certification.
- Preparation of the order of MOiPO (Ministry of General and Vocational Education) on the basis of which the formation of the Central Control Commission (center for qualification tests) and the representative offices of the State Autonomous Commission (state commission) was initiated.
- Written notification of employees about the time, place and date of certification.
- Examination of the results of professional activities to verify the compliance of the qualification level of each employee with the requirements stipulated for the first / highest categories.
- Recording of results in the certification passport and protocol of the expert commission.
- Provision of materials to the SJSC.
- Meetings of the state commission, execution of the order on approval of the decision.
Job certification for job compliance: scheme
To verify the compliance of the employee with the position he is filling, local acts of the educational organization are developed and approved in accordance with the charter. Among them: a certification schedule, a presentation form and an administrative act, a protocol of a commission meeting and an extract from it.
The following actions are performed:
- Teachers should be familiar with the certification process and other regulatory documents related to the procedure.
- The technology of verification is being developed on the basis of the Procedure approved by the Ministry of Education and Science.
- A list of teachers who must pass the certification, as well as a schedule for the procedure.
- Information regarding the implementation of the verification is posted on the official portal of the educational institution.
- Familiarization of the pedagogue with the presentation under his signature.
- Conducting qualification tests of the results of professional work for the inter-certification period.
- Formation of a package of documents, which includes: the order of the educational institution on the approval of the commission, submission to the certified employee, the order on the approval of the decision of the commission, the protocol of the expert opinion, expert sheets.

The task of the methodological department of an educational institution is to inform teachers about the changes that have been made. It is necessary to form a clear understanding among employees of the fact that without certification they will not be able to work in the field of education.
