Sergei Alexandrovich Mikheev was born on May 28, 1967 in the city of Moscow. Here he graduated from school, after which he immediately went to work at the factory. But soon he was taken to serve in the army, where he spent two years of his life - from 1985 to 1987.
Demobilized, he returned home, and soon got a job at the Zhukovsky Air Force Engineering Academy. Here he stayed until 1994, until he entered the Moscow State University. M.V. Lomonosov, at the Faculty of Philosophy. At the same time, he already chose political science as the main direction for himself.
Since 1997, Sergei Mikheev worked part time at the Laboratory for Regional Policy of Moscow State University. A year later, he already became one of the experts of the Center for Political Conjuncture of Russia, whom he was until 2001.
In 1999, Sergei Mikheev was accepted into the ranks of the Center for Political Technologies.
