Cadastral is the market value of an immovable property established in the course of a state assessment. It is determined using mass assessment methods. If it is impossible to use them, the market value is set specifically for each object on the basis of the provisions of the legislation on valuation activities. If necessary, the owner of the object can receive a certificate of inventory value from the BTI . This document has a limited validity period.

Every year, BTI sends to the Federal Tax Service information on the inventory value as of January 1.

For help, contact your local BTI. The Bureau should provide an identity document, as well as paper certifying the right to an immovable object, in respect of which an inventory value is requested . This may be a certificate of ownership, social security agreement and so on.

Legislative changes

In 2014, Federal Law No. 284 was adopted, in accordance with which the provisions of the Law "On Property Taxes of Individuals" were repealed. The regulation introduced the calculation of rates based on cadastral value. If calculations are made on the basis of the inventory value, then a deflator should be used.

According to the legislator, all authorized structures will switch to the calculation of real estate tax on the basis of the cadastral price of the property. At the same time, it is planned to completely abolish the inventory value of objects from 2020.

In order to clarify the situation and prevent possible controversial issues, the Tax Service provided some clarifications in the Letter dated 07/27/2016.

The supervisory authority specifically indicated the following. The current legislation with the latest amendments and additions has introduced mandatory cadastral registration throughout Russia. The body responsible for its conduct is the Rosreestr. This organization is obliged to create an information base on real estate and their rights. Upon receipt of the information, the Federal Register brings them to the information system.

The inventory value of immovable objects can be calculated only for purposes not related to taxation of citizens. In the territories of the regions of the Russian Federation that have not passed on the calculation of the tax on property of individuals at the cadastral value, taxation is carried out based on the inventory value. Moreover, it is determined on the basis of information provided to the regulatory authorities until 03/01/2013.

The use by the tax inspectorate of the inventory value provided after that date for tax purposes is unlawful. In case of violation of the established requirements, the perpetrators may be held liable in accordance with the law.

Finally

Refusal to use the inventory value in calculations entails an increase in the amount of tax. It seems that the rejection of this indicator will lead to the exclusion from the duties of the BTI of the activity on the assessment of real estate.

Meanwhile, a number of experts are rather skeptical of these innovations. Experts point out that it is likely that the inventory value will be preserved after 2020. Other experts believe that there is no practical value in this indicator. The cadastral value is much more important. It is important not only for regulatory authorities, but also for citizens selling and acquiring objects.
