Biography
Rybak V.V. born on the third of October of the first post-war harsh year. In that 1946, when a politician was born, the situation in his hometown of Donetsk, as, perhaps, throughout the country, was difficult. Little is known about the parents of this politician. So, his father was a native Ukrainian, but this fact did not have much influence on Vladimir Rybak, since he not only practically did not know the Ukrainian language, but also with difficulty mastered it already in adulthood. But a politician in Ukraine had to speak his native dialect.
In 1961, Vladimir Rybak, having passed school exams, entered the construction college of the city of Yasinovataya, which he graduated in 1963. And after two years he goes to serve in the army. The young man finds himself in the Moscow District, which will subsequently be remembered with warmth and respect.
In 1968, immediately after returning from the Soviet Army, Vladimir Vasilievich Rybak entered Donetsk State University, choosing an economic department. He studied successfully, and five years later graduated from the named faculty.
Start of work
Rybak Vladimir Vasilievich, whose biography is full of bright events, began his career at the time when he had just come from the army and entered the university. He tried to combine at that time his studies and work in the construction department No. 565 of the city of Donetsk.
And already in the fifth year of Donetsk University, he was appointed head of the technical department, which belonged to the eighth department. In this position, he worked for two years. At the end of 1975, he was transferred as chief engineer of the first construction department, and at the beginning of the next year he began his career in the fifth department of the Santekhelektromontazh trust.
But soon he changes not only his place of work, but also his position. So, in July 1976, Vladimir Vasilievich Rybak transferred to the position of deputy head of the production department of special column No. 2 of the Donetsk Regional Agricultural Construction Committee.
Political activity
Since the beginning of 1976, Rybak V.V. becomes not only an active member of the Communist Party, but is also appointed the head of the party commission of one of the district departments of Donetsk. For four years of work, Vladimir Vasilievich proved himself to be a responsible and professional worker. This contributed to the fact that he was soon sent to study at the Higher Party School under the Central Committee of the Communist Party of Ukraine. This allowed him to further advance along the party line.
After that, Vladimir Vasilievich Rybak was able to advance through the ranks and began to occupy higher and prestigious posts. So, he was immediately appointed instructor of the regional party committee. And exactly one year later he becomes secretary of the Kiev regional organization of the city of Donetsk. The work fascinated him so much that in this position he stayed for five years. And only in 1988, a new appointment - the head of the Kiev district council.
In the same 1988, he begins to work in the district executive committee, which he soon heads. And only in 1992, Vladimir Vasilievich became the deputy head of the executive committee of the Donetsk city council.
In 1993, Vladimir Vasilyevich was appointed mayor of a large and beautiful Donetsk. And at the same time, he becomes the chairman of the local council of the developing metropolis. Residents of this region, faced with the activities of Vladimir Vasilyevich, do not give unambiguous assessments about his work. But still, most of the reviews of ordinary people in the city are positive.
He was the head of Donetsk until the middle of spring 2002. At the same time, he combined work with the activities of a deputy of the regional council. In 1994, Vladimir Vasilievich was elected deputy chairman of the regional council. This allowed him to become one of the founders of the Party of Regions, which was created in 1997. This helped Vladimir Rybak not only participate in the election campaign, but also get into the Verkhovna Rada of Ukraine. Since 2003, he heads the party cell in Donetsk.
Since 2006, Vladimir Rybak has been appointed Deputy Prime Minister in the government. But in 2014, when Yanukovych was removed from power, Vladimir Vasilyevich filed a letter of resignation, which was accepted and approved by a majority of votes. Scientific activity
Not only politics was of interest to Vladimir Vasilievich. So, he was actively engaged in science, and he wrote and published more than thirty printed works. Among them there are textbooks, teaching aids, monographs and journalistic books. Since 2001, Rybak is a doctor of economic sciences.
