Types of Violations

When is driving without insurance and inspection possible without punishment?
There is only one case when you can drive a car on the roads of Russia without an insurance policy and even without a vehicle inspection. This is a 10-day period after the acquisition of the car. In this case, you can even ride without numbers and STS. It is enough for the inspector of the traffic police to show a contract of sale or a certificate of purchase of a car. This document must bear the date of purchase. From this date, the driver has 10 days to register the car, issue an insurance policy, receive license plates and issue a certificate of registration of a car. On the eleventh day after buying a car, the traffic police inspector can collect a fine from the driver for driving without insurance, license plates, and STS.

Use of an expired policy
It is impossible to draw up a policy forever, this document always has a limited validity period. After the expiration of the term the legal force of the policy is lost. Note that riding with expired insurance is unacceptable, and the punishment for this is provided by the Code of Administrative Offenses of Russia. The driver in this case is fined 800 rubles.
Many drivers do not monitor the validity of CTP insurance. Typically, delays arise in drivers who have been driving a car for many years. Earlier (until 2009), the driver could drive another 30 days from the date of expiration of the insurance policy, and during the entire period the traffic police inspector could not write a fine, as this was not considered a violation. It is difficult to say what the inspector will do if he discovers at the wheel of a car a driver whose data is not entered in the policy. Amount reduction
In the new rules, driving without insurance is punishable by a fine, but the driver has a chance to reduce the amount of penalties. Some of the changes that will be discussed later in the law provide a similar opportunity for the offender.
So, if you pay a fine within 20 days, you can save 50% of the amount of the fine. Consequently, with a fine of 800 rubles, the driver will in fact be required to pay only 400 rubles within 20 days from the date of the decision. This is really a convenient change for drivers, which is positively perceived by road users and reduces the likelihood of giving and receiving a bribe, since the inspector does not make sense to take risks for such money, and it’s not difficult for the driver to pay a small fine.
It is also worth noting that earlier the removal of car license plates and evacuation to the penalty area were practiced. However, in 2017, the absence of an insurance policy cannot be a reason for evacuating a car to the site and depriving it of license plates.
Punishment for legal entities
Often drivers use vehicles that belong to a legal entity. Individual entrepreneurs and company owners are required to issue a policy for each car separately.
At the same time, some drivers are sure that since they drive a car owned by the company, then the leaders of the company should worry about the MTPL policy, but in fact this is not so. In the absence or delay of the policy, a fine is imposed on the driver of the car, who is driving the car at a particular moment in time, and not on its owner. The owner of the vehicle does not bear any responsibility for this. Of course, the driver will later demand compensation from the owner of the amount that he will pay as a fine, but this does not concern our topic.
