Thus, national standards are, first of all, regulatory documents that define the specified parameters and properties for products or services of the same type. Any activity and production is subject to mandatory standardization when we talk about:
- well-being and safety of people, safety of material assets of any level of belonging (state, municipal or personal);
- impact on nature, on the safe and healthy existence of living organisms of flora and fauna;
- the exclusion of such influences that lead to incorrect conclusions from potential consumers;
- the need for oversight by public authorities to comply with standards.
Standardization covers almost all aspects of our lives. Its significance is only increasing. People have become more demanding on the choice of goods and services, on the quality of service, on working conditions, they want guarantees.
GOSTs - it sounds modern
GOSTs have not been canceled, they are still in price and relevant, perhaps more than ever. And from July 1, 2017, many of the latest role models in the food industry were put into practice. Official papers regarding technical specifications and GOST on measurement procedures are already in force. The list of GOSTs and their scope are published on special sites for all interested parties.
For the average consumer, it is important to see, for example, on a label with butter, an indication of GOST. That is, the consumer sees that the oil is produced in accordance with a standard that determines the naturalness and quality of the product. If this product does not comply with GOST specifically for butter, then it should be called somehow differently. The same goes for cottage cheese, milk. Many manufacturers of sausages also began to take a benchmark on GOSTs, because they see that the buyer increasingly gives preference to products with a guarantee.
Although this does not mean that manufacturers are limited in their actions. The purpose of their work is to be better than others, to remain competitive. And this means that GOST and technical specifications are only part of the mandatory action program. The manufacturer can add the rest with creative solutions.
Industry Samples
There are GOSTs by industry, by engineering and technology communities, by enterprises, and by various other organizations. Of course, specialized specialists with experience and extensive training, considerable scientific and technical potential, and deserved credibility participate in the development of such templates. Such samples are accepted only if they optimally take into account the interests of all enterprises. They are agreed with state authorities. It cannot be otherwise - industry standards are becoming a law that will have to be followed in practice.
So, when adopting an industry standard:
- take into account the date of its introduction;
- register according to all the rules;
- state bodies that have adopted standards, inform about them, publish or reprint;
These enterprises are required to comply with those enterprises that are subordinate to the state body that adopted the standard. All others can comply with industry standards on a voluntary basis.
Standards Developers
The main character in creating standards is Rosstandart. He has a very important mission:
- To represent the homeland at world forums and meetings to create ideal role models, to take an active part in the implementation of global standards taking into account the interests of our homeland. Sometimes international standards run counter to our standards and a compromise must be found.
- Work with national standards. This means understanding the development program itself, organizing an examination of the audit, approving standards, publishing them in the media and on websites, approving a special sign - its image, which means compliance with the standard.
- Organize technical committees for standardization and oversee their activities.
- Ensure that the national standardization system meets the interests of our economy, corresponds to the material base and serves technical progress. This is the most important goal in the development of any templates and stamps.
Rosstandart realizes its functions and tasks thanks to standardization bodies in the Russian Federation. These include:
- Technical committees whose function is to develop standards for specific types of work, services, standardize technology.
- Various research institutes, there are two dozen of them.
- Federal bodies for standardization.
- Enterprise Standardization Services.
All designated organizations have their own specific tasks and competence boundaries.
How to develop patterns and designs?
National standards - this is a set of requirements required in certain cases for mandatory implementation. But the standards themselves require a rigorous approach to their creation. There are requirements for their formulation, construction, compilation. And also to the designation with special signs. All this is also regulated by GOST. When developing standards, it is necessary to indicate in the content:
- summary and “face” of the official paper;
- content and introduction;

National standards and codes of practice are declarative in nature. Those organizations that are developing templates can submit such an application. Where is it used?
The application of national standards has a fairly wide geography. It can be used voluntarily, and in some cases it becomes mandatory. The obligation occurs when:
- the manufacturer decided to use a mark indicating compliance with the national standard;
- the contract reflects a reference to the standard of the services provided or the quality of the goods or to some other standard;
- the goods are manufactured by order of government services and organizations;
- the manufacturer decided to certify his products;
- a national standard is used as evidence of a direct relationship to technical regulations;
- the designer wanted to reflect compliance with the standard to emphasize a guarantee of quality based on many years of experience.
The consumer of services and goods has a definite opinion if there is a reference to the national standard. That is, if a product or service is certified, meets the standard, then there is less risk of wasting money.
A key moment in economic policy
National standards are also tools for economic growth in the country. The efficiency of all enterprises, business entities and federal executive bodies depends on a competent standardization system, which generally affects the development of the state, so it is difficult to overestimate the role of such a large-scale work.
Of course, tasks and standards can be set to the highest. But their implementation will be hindered by an insufficient level of material and technical base, personnel shortages, low financing of certain works, and the imperfection of the legal and regulatory framework of the national standardization system.
