Recently, the media reported that the deputy head of the presidential administration in charge of domestic policy issues, Radiy Faritovich Khabirov, announced his resignation. According to some reports, his transfer to the executive authorities is planned.
The Media Network suggested that the place of his next job could be a legal department led by former Bashkir prosecutor Alexander Konovalov.
Career steps
Some political observers noted that each stage of Khabirov corresponds to a dramatic event in the political history of Bashkortostan.
Radiy Faritovich Khabirov took over as the head of the administration of the Bashkir White House at a time when the republic was shaken by a deep political crisis. The regime of M. Rakhimov was dealt serious blows by political opponents Sergei Veremeenko and Ralif Safin. During the 2003 election race, many different allegations were made against the incumbent president.
The real affairs of the official
In 2005, Radiy Khabirov came out to give explanations to the crowd of protesters gathered in the square near the House of the Republic to present demands for canceling the monetization of benefits and expressing dissatisfaction with the current political regime.
At the same time, Khabirov managed to prevent the parliamentary putsch, which the supporters of Rakhimov Ural tried to implement. They failed to seize power in the Republican State Assembly.
Later, R. Khabirov reflected several attempts by the leading managers of BashTEK to control the actions of the Ufa city council, depriving him of influence from the senior Rakhimov.
Radiy Khabirov, presidential administration
In mid-2008, President Rakhimov agreed to transfer Khabirov to the apparatus of the Administration of the Russian President. This circumstance was the reason for the intensification of the persecution of him by the security forces, which were under the control of regional authorities.
A signal to discredit Khabirov was given by the article “Murtaza’s Successor”, which was published by Gazeta.Ru on July 16, 2008, which was very negatively and painfully received by the Bashkir president’s entourage.
A number of steps were taken by certain opposition forces to disrupt the new appointment to the office of the Russian president (an invitation was made by Vladislav Surkov) . In particular, they facilitated the dispatch of the local chamber of control and law enforcement agencies to search for compromising evidence against Khabirov.
Attempts to discredit an official
He was charged with not paying a tax for using the garden plot.
The local unit of the United Russia party made an attempt to deprive his party membership card, while the reason was clearly far-fetched.
A corresponding discrediting campaign was launched in local media. The most striking article of a negative nature was published in the Ufa Gazette. Subsequently, libel charges were brought against this publication, which were recognized at the hearing. As a result, the "Ufa Gazette" had to publish a refutation.
Khabirov’s opinion
Radiy Khabirov, whose biography is distinguished by similar extreme events, commented in a interview on July 22, 2008 that the attack by the Bashkir authorities was as follows.
In his opinion, it was a purely political order, but “the chances of Ural Rakhimov’s supporters for occupying the presidency in Bashkortostan are null.”
According to him, his family gave him great support in difficult times. Radiy Khabirov is married, he has two daughters.
Khabirov took the post of Deputy Head of the Office of the President of Russia on Domestic Politics in January 2009.
Its functions included overseeing the interaction of the presidential apparatus with representatives of parliamentary factions and various parties.
Biographical Information
Radiy Khabirov, whose biography is inextricably linked with Bashkiria, was born on March 20, 1964 in the Ishimbay region of this republic. His small homeland is the village of Sairanovo.
After graduating from high school in 1981, he got a job as a milling apprentice at the Ishimbay Transport Engineering Plant.
In 1982, he was called up for military service in the Armed Forces of the USSR.
After being discharged in 1984, he continued his education at the Bashkir State University at the Faculty of Law.
After graduation, he remained at the department of state law as an assistant.
From 1992 to 1994 he was in Turkey, where he was a graduate student at Bilkent University in Ankara.
From 1994 to 1998, he worked as a senior lecturer at the Law Faculty of BashSU.
In the period from 1998 to 2002, he defended his thesis, became an assistant professor and received the position of Deputy Dean of the Law Faculty of Bashkir State University.
In 2002, he first served as director, and then headed the Institute of Law at the same university.
In September 2003, Radiy Khabirov was invited to the post of leader in the Administration of the Bashkir President.
From August 27, 2008 until December 2008, he was appointed to a director's post in the Department of Cooperation with the Federal Assembly of the Russian Federation, which is structurally part of the Office of the Russian President.
From January 2009 to September 19, 2016, the post of deputy chief in the Office of the President of Russia, whose tasks included domestic politics, was held by Radiy Khabirov. His resignation occurred with the motivation "own desire." This, of course, caused a lot of questions. Judgments on this subject sounded very different.
Media Publications
Any public figure has to be constantly in the sight of the media. Radiy Khabirov, whose personal life has always been of interest to correspondents, has not passed this fate.
During his work in the Kremlin, the press spoke about his financing of the Bashkir cell of Just Russia. He is considered one of the founders of the Ufa branch of this party, headed by his classmate Shagimuratov.
Khabirov is also credited with financing the Ufa branch of the Just Cause and some sites of a provocative nature.
The media received information that Khabirov was given instructions on the need to allocate housing to some people, while providing for the possibility of receiving state subsidies.
Khabirov approved prices for commercial real estate significantly lower than market prices.
Despite the assumption made in the press by journalistic Elina Bilevskaya that at the end of the first decade of this century Radiy Khabirov could replace Murtaza Rakhimov, he never made any kind of statements of his own. He chose to serve the country instead of pursuing personal ambitions and engaging in political intrigues.
This approach allowed him to remain in his current position, even when his patron V. Surkov left the presidential administration.
Article by Ivan Pereverzev
In 2008, the sensational article by Ivan Pereverzev was published , where Khabirov was credited with trading in certain posts. It was about the posts of city and district heads, magistrate, notary.
The author of the publication suggested that the reason for the dismissal of the head of his own administration by the president of Bashkortostan was information about the fraud by this senior official in the sale of housing and commercial real estate. In addition, when filling out the declaration, he allegedly withheld some of his property.
The article said that the mechanism for trading in posts was so refined that the republican leadership did not suspect anything, since there were no direct appeals from Khabirov to demand money.
He managed to adjust so that intractable candidates lost all chances for a successful completion of the case. For example, on the eve of registration, it was discovered that the documentation was “lost”. As soon as registration ended, documents were discovered.
Correspondent Assumptions
The author of the article suggested that the main argument encouraging cooperation with Khabirov was to advertise the support of "some of the members of the Russian presidential administration."
Such "support" allowed us not to be afraid of a negative reaction from higher authorities.
The secret price list for receiving posts “with the help of Khabirov,” according to Pereverzev, was as follows.
The position of a deputy of the State Duma of the Russian Federation cost up to thirty million rubles, a deputy to the local parliament - Kurultai of Bashkortostan - about six million, a head of the presidential administration department - 5 million, and a specialist in it - one and a half million.
Often, such a “purchase” was imposed, and if the candidate did not agree, he could forget about his career.
It should be noted that all the allegations made in the press against the official did not find any confirmation and he continued to work in the public service.
