Undoubtedly, for most residents of the Kuban, the news that their “long-lived” governor Alexander Tkachev was leaving a responsible post was a complete surprise. At the same time, the Kremlin authorities in the person of the president did not begin to appoint a successor to the leadership of the Krasnodar Territory from the Varangians, opting for a man who was Tkachev’s closest assistant. And despite the fact that the new head of the Kuban, Veniamin Kondratyev, has served as vice president in the team of Alexander Nikolayevich for almost twenty years, ordinary Krasnodar can hardly know the details of his career growth. And there is not so much information about the biography of this regional politician . He himself tried not to show his ambitions in public, preferring to calmly do the work that was assigned to him. Nevertheless, the question of how Veniamin Kondratyev was able to achieve great heights on the political Olympus of the Kuban will be interesting for many. Let's consider it in more detail.
Childhood and youth
Veniamin Kondratiev, whose biography, at first glance, is a dry set of dates and posts, is a native of the Kemerovo region (Prokopyevsk).
He was born on September 1, 1970. From a young age, Veniamin dreamed of a career as an investigator, but after he received a certificate of maturity, he decided to become a literature teacher and entered the KubSU, philological faculty. In 1993, the diploma of this university was already in his pocket. But the childhood dream did not give the young man peace, and he decided to study in absentia as a lawyer in his native university. Today, Veniamin Kondratiev is already a candidate of legal sciences.
The choice
After the second year of law school, a young man gets a job in a company by profession, because he wanted to have financial independence from his parents. At first he worked in commercial structures. The young man excelled in both philological and legal disciplines, and employers were pleased with him, since he coped well with his duties. Naturally, the career prospects of the young man were the most rosy.
Soon, Veniamin Kondratyev was already solving the dilemma where he should go to work. He faced a choice: to become an investigator of the regional prosecutor’s office or to deal with legal issues in the apparatus of the Kuban government. The young man chose the second option, which promised everything else his own living space.
Manager career
In 1994, Veniamin Kondratyev, whose biography is far from familiar to everyone, was enlisted in the staff of the legal department of the regional administration, and after a while he moved to the legal department of the Kuban administration.
At the beginning of the 2000s, Veniamin Ivanovich sat in the chair of the assistant chief of staff, becoming the head of the legal department of the Krasnodar administration.
In the summer of 2003, Kondratyev was approved as an assistant to the head of the Kuban administration, instructing him to oversee issues of property and land relations, as well as aspects of their legal regulation.
A graduate of KubSU accumulated experience for several years, working in the public administration system.
Companion Tkachev
Between 2007 and 2014, Veniamin Ivanovich worked as an assistant to the governor of the Kuban, overseeing property relations in the regional department.
Political scientists note that at this post Kondratiev supports any undertakings of his boss, who showed him high confidence. The whole career of the then vice-governor was focused on putting into practice all the tasks set by Alexander Tkachev. At the same time, there was not even a hint of playing his own backstage game. At the same time, as part of the governors' assistants, Veniamin Ivanovich kept himself apart, not participating in any conspiracies and intrigues. He tried not to judge the work of his colleagues.
Experts also note that the future successor to Tkachev was closest to the political establishment of the capital, due to the fact that he was in charge of property affairs in the resort region.
A new round in a career
In the summer of 2014, Kondratiev Veniamin Ivanovich was enrolled in the staff of the Main Directorate of Federal Property of Russia of the Administrative Department of the President of the Russian Federation and after a while he became the helm of this structure. But these were far from all career milestones.
In the spring of 2015, the philologist and lawyer in one person receives the position of Assistant Administrator of the President of the Russian Federation. And after a week and a half, Kondratiev Veniamin Ivanovich was appointed acting head of the Krasnodar region.
At the post and. about.
Having received a responsible post, the first thing he did was personnel rotation. Several vice governors have written resignations. Veniamin Kondratyev explained this measure simply: he is not satisfied with the work of his colleagues. From the "old guard" of Alexander Tkachev, only the vice-mayor of Krasnodar Natalya Makhanko and the mayor of Goryachiy Klyuch Nikolai Shvartsman remained. The rest, he offered a job in the apparatus of the regional administration.
Trust rating for and. about. the head of the region rose significantly after Veniamin Ivanovich harshly reacted to the unsatisfactory work of the Sochi police. He put things in order in land relations in the region, eradicating problems such as the unauthorized seizure of territories and illegally erected buildings. In addition, he regulated the work of the gambling business.
Election victory
In the fall of 2015, it became known that Veniamin Ivanovich, having secured 84% of the vote, would become governor of the Krasnodar Territory.
His work as an acting majority of Kuban residents was recognized as effective.
Scandals and criticism of the new governor
Issues of land relations, which are part of the contradictions between the regional and municipal authorities, have also affected the person of the new head of the Kuban.
Back in 2012, he allegedly signed on a document that legitimized the transfer of land in Gelendzhik to Patriarch Kirill. Kondratiev’s subordinates were prosecuted, and he himself became a witness in the case. After the judge read out the verdict, Veniamin Ivanovich went to the capital: he needed to prepare for a promotion initiated by the Russian president. Representatives of the opposition believe that he thereby protected himself from pressure from law enforcement agencies, which launched an active investigation of the above case after the Olympics.
After the Kondratyev Veniamin headed the Krasnodar Territory, the rating of trust in him from citizens was somewhat shaken. The thing is that the workers of the machine-tool plant them. Sedina (the city of Krasnodar), who was declared bankrupt, complained: the authorities did not react to their non-payment of wages.
Officials also ignored their rally in mid-autumn 2015. Shortly before the protest rally, the new governor of the Krasnodar Territory, Veniamin Kondratyev, wrote on his social media page that the debts would be paid off, but in practice the problem remained unresolved.
Another blow to the authority of the new head of the Kuban was recorded in November 2015: the Sochi residents accused the authorities of inaction and ignoring the effects of the flood that occurred in the summer of that year in the capital of the Olympic Games. Residents complained that commercial construction projects within the city and unequipped showers continue to exacerbate the damage from natural disasters. New facilities disrupted the system of natural and artificial drains, and instead of rivers and the sea, water flows along city streets. According to Sochi residents, the authorities turn a blind eye to all this, despite the fact that there is a reception of Benjamin Kondratiev (tel: 8 (861) 268-60-44), which should respond to such cases.
Another surge of dissatisfaction with the regional authorities occurred at the beginning of this year. This time, Krasnodar pensioners were injured, who went to a rally with a demand to return benefits in public transport. A similar rally was organized by older people in Sochi, but their protest rally was unlawful, and they were called to the district police officer who had a conversation with them. One way or another, but people were outraged by the fact that the authorities did not respond to their requests and requirements.
A family
As for the personal life of the new governor of the Krasnodar Territory, it is hidden from the public behind seven seals. In particular, you will not find information about what Veniamin Kondratyev’s wife does and how, for example, she met the future head of the Kuban. It is known that the official himself, as the vice-governor, in 2014 earned a little more than 4.7 million rubles, and his wife a year earlier indicated income of 73 thousand rubles.
Veniamin Ivanovich has two children. He is the owner of an apartment of 120 "squares" and VAZ-2107 and UAZ-3159 cars. That's how modest by today's gubernatorial standards the family of Veniamin Kondratyev lives.
The official is always available for communication. He has open accounts in social networks, which his press center regularly monitors for new requests from citizens. Therefore, there is another way to ask the head of the Krasnodar Territory.
Conclusion
One way or another, but from Benjamin Kondratiev they expect changes, and cardinal ones. First of all, reforms are needed in the law enforcement system, revision in the judicial community, the confrontation between farmers and large farms over land is progressing, and these problems are seriously inhibiting the development of the region. Also, residents are outraged by the state of affairs in the car insurance system and the inability to obtain the coveted OSAGO policy. And this is not a complete list of vital issues for citizens. Will Governor Veniamin Kondratiev be able to move everything off the ground? Time will tell.
