The customs clearance of cars in 2011 has some features compared to the previous period. This is due to the new Customs Code , which was introduced on July 1, 2010 in the Customs Union of Russia, Belarus and Kazakhstan.

In Russia, the conditions of customs regulation are established by the Government of the Russian Federation, as well as customs rules and regulations.
Customs clearance of cars in 2011 by individuals is carried out on the basis of Decree of the Government of the Russian Federation on 10.12.08 No. 943 βOn Amendments to Clause 11 of the Regulation on the Unified Rates of Customs Duties and Taxes for Goods Moved across the Russian Border by Individuals for Personal Useβ. Since that time, changes in the customs tariff have been in force.
Customs duties on cars in 2011
Customs clearance of cars in 2011 is based on two categories of duties: for legal entities and for individuals importing a car for personal purposes. The purpose of the import is indicated in the statement of the individual.
Since the beginning of 2010, legal entities in the territory of the Customs Union have been transporting cars in accordance with the general procedure for processing customs duties. For individuals, until July 1, 2011, a preferential provision will apply, according to which they have the right to import cars at the previous customs rates.
Customs clearance of cars in 2011 for individuals depends on the type of vehicle, its cost, date of issue, as well as engine power. Customs clearance is carried out on a scale of flat rates in relation to one group of vehicles. Flat rates are set in a fixed amount.
Customs clearance of cars from Belarus
Since April 1, 2011, Russia and Belarus have agreed to remove transport controls at the state border. According to this arrangement, the heads of state customs departments discussed the conditions for simplification of the existing procedure for importing passenger cars from Belarus to the Russian Federation , carried out by individuals. For drivers, a new car customs clearance in 2011 means the actual abolition of the tedious process of collecting certificates.
An agreement on such a simplification of the import of cars from Belarus was reached at the end of February 2011 in Moscow at a meeting of the heads of customs services. At that time, it was assumed that the simplified procedure would come into effect from the end of March, however, due to economic and administrative reasons, the deadline was moved but at a later time.
On March 16, 2011 in Minsk, Alexander Shpilevsky (chairman of the State Customs Committee of Belarus) and Andrei Belyaninov (head of the Federal Customs Service of the Russian Federation) agreed to inform the other side of all issues affecting this area. This also includes the facts of confirmation by the customs authorities of the status of cars for personal use, which were deregistered in Belarus.
Such a measure will allow Russia not to require customs documents from citizens, which must confirm the date of customs clearance of a car in Belarus before January 1, 2010. Moreover, it is understood that cars purchased before January 1, 2010 can be sold in the Russian Federation without information.
The Russian Customs Service has notified the Belarusian Customs Committee of the establishment of a special status for cars that are imported into the Russian Federation by citizens of the Republic of Belarus .
So, cars imported into Belarus before January 1, 2010 from countries outside the union receive the status of goods of the Customs Union. This means that when moving them around the territory of the union, they are not subject to customs declaration (or customs clearance).
When importing such cars into the Russian Federation, the person driving the car must have a certificate of registration of a car issued before January 1, 2010 in the Republic of Belarus. It should be marked on deregistration in Belarus.
In the future, a vehicle passport must be issued for the imported car.
Russia has also set requirements for emission standards for imported cars, which should not be lower than the Euro-4 environmental class.
