Almost every young family dreams of children. The state supports such an aspiration of future parents, for which the authorities introduced the all-Russian program of maternal capital. However, for several years, officials have been talking about its completion, so those who have not yet managed to get their certificate should think about speeding up the process. But not everything is as simple as it might seem.
What is maternity capital? What are the duration of the program? What can parents spend their own money on? The answers to these questions are presented in the article.
What can I cash out?
Any mother who gives birth or adopts a second or third baby until the end of 2018 can receive a special monetary certificate. It is worth noting that there is absolutely no need to run after the document immediately after the appearance of the child. At any time, you can submit a request in order to obtain maternity capital. The duration of the Law is not limited.
If, nevertheless, the woman decided to get the money, then she must collect a complete list of papers and submit them to the RF PF. After that, the organization’s employees begin consideration and a month later decide on the issue of capital.
After 3 years, you can spend maternity capital (the validity of the certificate is not limited). You can do this in the following areas:
- improving the conditions in which the mother and children live;
- repayment of debts for child education, as well as reimbursement of expenses for kindergarten;
- mother's pension.
Also, the certificate can be cashed immediately, but only in certain cases:
- if money is needed for down payment or repayment of mortgage debt (including construction);
- funds are needed to buy special products that will help the child with disabilities adapt in society.
Required paper
Each mother needs to collect certain documents in order to receive maternity capital. The duration of the program is unlimited. This means that a woman can apply for a certificate and some time after the appearance of the babies.
So, in the RF PF may require the following papers:
- A document confirming the identity of a woman (usually a passport of a citizen of the Russian Federation).
- A document confirming the fact of the birth of babies.
- If the child was adopted, then a court decision should also be attached.
Sometimes people complain that employees of the PF require providing information about the place of registration and residence of children. It is worth noting that such requirements are not specified in the legislation, and therefore, the mother may not provide such documents to employees of the state body.
Where and when do they get the certificate?
The term of maternity capital is unlimited. The issuance of such certificates started in 2007, and the closure of the program is scheduled for the end of 2018. That is, a woman can spend money at any time convenient for her, and those who have not yet received funds can apply for them.
For their registration, a woman is also entitled to submit papers through:
- MFC.
- "Portal of public services".
- Website of the RF PF.
All documents are considered exactly 30 days. After that, a verdict is issued, and within 5 working days a notification is sent about the possibility of obtaining a certificate.
We repeat that a woman can get her maternity capital at any time. The duration of the program is not limited by any framework, and mom can withdraw her money at least a year later.
How much can you spend money through?
After legitimate money has been received, the question automatically arises: "How long can I start spending these funds?" In this case, the legislation also does not regulate the time of implementation of the certificate. That is, the term of the maternity capital is not limited, and the family will be able to spend it after 3 years, and after 15 years.
It is worth recalling once again that you can cash out a certificate only after the child is 3 years old. However, there are exceptional cases, for example, the presence of a mortgage or a disabled child. Such facts must be confirmed without fail when submitting paper to the Pension Fund of the Russian Federation.
Funds transfers
So, as has already been found out, a woman can spend her maternal capital at any time. Its validity is not limited, however, if, nevertheless, the parents decided to cash out the certificate for some needs, then the employees of the RF PF are obliged to transfer the funds in full in almost 2 weeks.
Cash cannot be given personally to the mother. They are sent:
- to a bank account where a mortgage is issued;
- to a separate account of an educational organization, if the parents decide to pay a child with a certificate of study;
- on the personal account of the seller of the apartment (if the parents decided to improve their living conditions);
- upon purchase of equipment for the adaptation of a disabled child, maternal capital is transferred to the applicant, the validity periods in this case are not defined;
- when building a house, money is transferred to the account of the construction company, and if the owner of the certificate decided to build the house on her own, then the funds can be transferred to her personal account.
The term for transferring money during housing construction
Any family that has such a certificate can spend it on the construction of new housing or on the reconstruction of an existing one. It is worth noting that this is a separate building, not an apartment.
You can spend your maternal capital at any time. Terms of validity, in this case, are not defined. However, there is one rule. The RF PF is entitled to transfer funds in two installments with an interval of 6 months:
- One part (half) must be listed before starting work. Money can be directed to the preparation of documents, estimates, etc.
- The second part will be listed already during construction. It can be sent for rough work, for example, for pouring the foundation or for the construction of the roof.
