Ranks in the police are not only an increase in the career ladder with a corresponding increase in wages, but also the receipt of additional benefits, advantages, privileges. This article describes the terms of service in the special ranks of the police, the order and the “frontiers” directly to which law enforcement officials strive.
Special Ranks: Description
First, let's deal with terminology. Titles that are assigned to employees in law enforcement bodies over their service life, as well as taking into account merit, professionalism, experience and achievements, are special ranks.
A single large ranking is inherent in law enforcement agencies, but laws have established their own rules in certain structures.
The procedure for awarding special ranks to the police, the conditions, sequence and terms are established by regulatory legal acts: Federal Laws “On Service in the Internal Affairs Bodies of the Russian Federation ...” No. 342- and “On Police” No. 3-.
The fundamental criteria for awarding ranks are the position held and the length of service.
Details on the length of service
Federal laws provide for temporary periods from 1 to 5 years as terms of service in special ranks or class ranks.
Let us dwell in more detail. According to article 42 "Terms of service in special ranks" Federal Law No. 342-FZ:
- One year - such is the term of service, allowing you to assign the rank to an ordinary, junior sergeant / lieutenant. Appointment as an ordinary occurs upon admission to the service, regardless of the presence of previous work experience outside the Ministry of Internal Affairs.
- Two years for a sergeant, lieutenant.
- Service life in the ranks of Senior Sergeant, Senior Lieutenant, Captain - 3 years.
- Four years: captain, major.
- Five years: warrant officer, lieutenant colonel.
- There is the so-called "rank limit": within the position there is the maximum rank possible to receive.
Features of the length of service in the police
The terms of service in special ranks of the police are strictly regulated by law, but this does not mean that it is impossible to speed up or slow down individual processes. The “carrot and stick” method is also applicable in case of conferring ranks if there are grounds for reward / punishment.
For example, it is possible to receive an early title (including “through one”) in the presence of a degree and for special merits.
Only for such a rank of police as a “lieutenant” is it regulated that the term of service is reduced to one year if the rank is awarded after receiving a diploma confirming the completion of a higher educational institution.
For individual ranks at the legislative level, the terms of service are not established at all (foreman, senior ensign, colonel).
It is important to note that if a police officer moves to another unit, he can be assigned a similar rank only if he passes the recertification successfully.
After dismissal, the rank is retained only by the commanding staff (in contrast to the rank and file police). In this case, “retired” is added to the title (lifetime).
Upon dismissal or the imposition of a disciplinary sanction (due to various circumstances, but mainly in the case of violation of law and order and official duties), the assignment of ranks is suspended.
In addition, police officers may be stripped of their title by a court decision if a serious crime is committed.
Moreover, in the case of rehabilitation, the calculation of the term of service in the special ranks of the police continues from the moment it was suspended or terminated.
Someone's hearts demand change: length of service in 2019
The sensational pension reform did not bypass the Ministry of Internal Affairs. A bill has been prepared according to which it is planned to increase the total length of service in special ranks of the police to 25 years (currently 20 years). There is no information on the consideration and possible entry into force of the bill. However, the prerequisites for this change are quite significant: revision and budget planning, nationwide pension reform. Official reasons, such as adjusting the costs of the state treasury (downward, of course), increasing professionalism, minimizing staff turnover, are opium for the people.
Where such changes will lead to is time will tell, however, the question of receiving a second (social) pension will presumably come to naught, which will allow the RF Government to kill two birds with one stone.
