The energy passport of the building carries information on the correspondence of the values ββof energy productivity and energy saving of the building. He clarifies the energy intensity of the equipment, the technical condition of the structure. It is filled during the repair, design, operation of the facility. Responsibility for issuing a passport lies with design organizations or institutions using the facility for its intended purpose.
Upon commissioning of the constructed facility, an energy passport of the building is compiled. It reflects the following information:
- design information;
- type and purpose of construction;
- settlement conditions and indicators;
- the results of measuring the level of thermal protection and energy consumption after the first year of use;
- a report on the comparison of measurement results with regulatory requirements;
- the class of energy efficiency of the building and recommendations for its improvement.
Instances are transferred to the regulatory authorities, the owner of the building, the institution operating the building. Thus, each commissioned facility must have a ready energy certificate of the facility.
The standard energy certificate for the erected building has 23 applications. For buildings under construction, the 24th appendix with design documentation is compiled. The energy passport of a building by type and purpose of construction is of three types:
- passport of industrial enterprises;
- passport of energy supplying organizations;
- passport of residential and administrative buildings.
The document is drawn up for a legal entity, state or commercial organization. To prepare a passport, the company enters into an agreement with an auditing company with special equipment, highly qualified specialists.
Legal entities with branches often make the same mistake when processing documents. It consists in the fact that the passports of the head office and branch are issued separately. According to the order No. 182 of the Ministry of Energy, all its facilities are included in one energy passport of the enterprise. To solve this problem, it is necessary that the specialist who draws up the branch documents sends the finished data to the energy auditor at the head office.
Compiled energy certificates certified by auditors are sent for registration to the Ministry of Energy. The energy passport of the building can be transferred both on paper and in electronic form. An electronic document is transmitted in XML format, certified by an electronic digital signature of energy auditors. A cover letter is sent along with the passport, indicating the email and postal address of the sending organization.

The presence or absence of the energy passport of the enterprise is reflected in the electronic database of the Ministry of Energy. The presence of this document in organizations is controlled by Rostekhnadzor. In the absence of a passport, the company will be fined. For ignoring the requirements to provide a passport, the official is fined 5,000 rubles, legal - 10,000 rubles. For non-compliance by state and municipal organizations with the requirements of a mandatory energy audit, officials are fined 30,000-50000 rubles, and legal. persons - for 50,000-100,000 rubles.
