Since 1999, in our country, the driver has been granted plastic rights that comply with European standards, which indicate his data - name, patronymic, last name, address, date and place of his birth, as well as the series and number of the license, the permitted driving category. This document also has the stamp of the traffic police department, the signature of the owner, the expiration date is also indicated there.
Replacing rights requires a certain amount of time, so it’s better to take care of this in advance so that, faced with unplanned situations, you don’t have to stay without a car for a while, because driving with expired documents is equivalent to driving without any documents. And it is not at all necessary to do this on the very last day when the certificate expires. A lot of drivers go through this procedure in advance, for several months, or even for a year, when they have free time.
According to the law, the replacement of rights must be carried out in the territory where the driver is registered, i.e. upon the fact of stay or residence. It is necessary to engage in an exchange personally, "powers of attorney" in this case do not work.
There are several reasons for sharing a driver’s license. Consider the most common of them.
The most common reason to exchange a driver’s license is to change it to a new one. According to the current legislation, this document is issued for a ten-year period, and after this period, a replacement of rights is necessary.
In this case, the driver in the traffic police department needs to write a statement with which to present his ID, passport or identity card, which indicates the registration, medical certificate and one photocopy of it, a receipt for payment of the fee and two photos with the left corner.
Actually, the replacement of rights itself, the documents for the implementation of which must be collected in advance, is carried out in two to three hours. Moreover, each driver should know that if he received his rights before January 1, 1992 in any republic of the former USSR, then he must pass a theoretical exam in the traffic police.
If for any reason the car owner wants to change his driving category and get a different one, then he must collect the same package of documents. Today, new categories and subcategories have been introduced in our country, for example C, which makes it possible to drive a car weighing no more than three and a half tons, CE and C1E - with the same vehicle, but with a 750-kg trailer, etc.
In this case, the driver, in addition to the theoretical one, must pass a practical exam in the traffic police, and an examination card must be present in the package of documents. The only exception is category E: the necessary knowledge of the theory is not verified.
The replacement of rights when changing the name of the owner, as well as in case of loss of a driver’s license or its further unsuitability, is carried out according to the same principle. You just need to collect all the necessary documents, including certificates confirming that the owner has passed all the exams necessary for this category, as well as certificates that prove the fact of changing the driver’s data - name, patronymic or last name, and contact them already relevant authorities.
At the same time, for those drivers who have been driving a vehicle for the past year, the replacement of rights is done without passing the necessary exams. You just need to submit the relevant confirmations: a certificate from the place of work, which will indicate the registration number of the car and the number of the order on assigning it to this citizen, or a certificate of registration and a coupon for driving a private car.
For each new driver’s license, a new ticket is also issued, in which all data on previously committed offenses is entered.
Replacing rights is a mandatory procedure, so you should not put it off for later.
