Control shooting weapons with a rifled barrel is carried out in accordance with Art. 13.1 Federal Law No. 150. The instruction on the procedure for carrying out this procedure was approved by order of the Ministry of Internal Affairs No. 118 of 1994. General Provisions
The control shooting of rifled weapons is carried out to create a federal bulletproof magazine.
In Art. 13.1 provides a list of weapons to be shot:
- Made by legal entities-suppliers for sale on the territory of the Russian Federation. The shooting of rifled weapons is carried out before sale.
- Used and stored by organizations, enterprises, institutions. The term for shooting rifled weapons is once every 5 years. The procedure is also carried out when renewing a permit license. An exception is provided for persons exhibiting / collecting weapons. It should be said that from 01.10.2017. this item will be amended. The term will be increased to 15 years.
- Selling / transferred by enterprises, institutions, organizations, other than those that sell. Shooting rifled weapons is carried out before the sale or transfer.
- Exhibited / collectible by citizens and legal entities. The procedure is carried out before giving or selling.
- Belonging to individuals-citizens of the Russian Federation. Shooting rifled weapons is carried out before its destruction, donation, sale.
- Belonging to the citizens of the Russian Federation before the extension of the permit, including the use and storage of weapons at small objects.
- Acquired by an individual outside the Russian Federation. The procedure in this case is carried out before registration and registration of a license to carry, store, use, including at sports facilities.
- Citizens-owned hunting rifles. Shooting will be carried out until 10/01/2017. From October 1, paragraph 8 will lose force in accordance with the Federal Law No. 151.
- Owned by citizens and legal entities after the repair of the main parts, the bore, the chamber, machining / replacement of the striker of the percussion element. Shooting is carried out before sale, donation, transfer.
The procedure for conducting the procedure, the requirements for the registration of cartridges, bullets transferred to the bulletproof magazine, are determined by the executive structure at the federal level that exercises authority in the field of arms trafficking, as well as the executive federal body that exercises the functions of implementing state policy and regulatory regulation in the field of internal affairs.
Responsible persons
The shooting of rifled weapons at the manufacturer is carried out by employees in the presence of an employee of the licensing division. The employee monitors compliance with the rules of the procedure, as well as the packing procedure and the sending of bullets and bullets to the bulletproof library.
In units of forensic work and logistical support, departments of the Ministry of Internal Affairs of regions, departments and divisions of the Ministry of Internal Affairs for cities, districts, other administrative-territorial units, for several municipalities, including the control shooting of rifled weapons is carried out by their employees.
Documenting
After the control shooting of firearms with a rifled barrel, a protocol is drawn up. The document is executed in 3 copies. The first is sent to the permitting and licensing unit at the GUOOOP of the Ministry of Internal Affairs or the territorial body at the district / regional level. Based on it, the relevant information is entered into the control case or the owner’s case. A copy of the rifle shooting protocol must be sent no later than 3 days from the date of its signing.
The second copy is issued to the owner of the weapon (enterprise), the third is sent to the bulletproof magazine along with the shot cartridges and bullets.
General rules
The control shooting of rifled weapons is carried out in specially equipped rooms or shooting ranges in bullet traps. The equipment should provide a quality trace on each pool and sleeve. These traces are used in the identification analysis.
The basis is the conclusion of the forensic department of the Ministry of Internal Affairs in the republic, the Main Directorate of the Ministry of Internal Affairs of another region, the Department of Transport / Line Department of the Ministry of Internal Affairs in railway, air, and water transport.
When conducting firearms with an rifled barrel for the on- target shooting, the presence of unauthorized persons is not allowed.
Execution order
Before shooting, weapons must be cleaned of preserving and factory lubrication. The drum chamber, bore, cartridge support must be thoroughly wiped.
In the control firing for each instance of the weapon must be obtained at least 3 shells and bullets. In the presence of devices drowning the sound of shooting, as well as interchangeable barrels, at least 3 bullets from each barrel or device are shot.
For revolvers, it is enough to get 2 bullets and cartridges from each chamber.
When shooting automatic weapons, single shots are fired.
Cartridges
For control shooting, standard ammunition for each instance is used. The cartridges must have a standard powder charge. Bullets can be shell non-expansive or shellless.
The use of semi-shell expansive bullets is allowed in the absence of other cartridges or if it is possible to get them without deformation with traces of the barrel channel, in a condition suitable for subsequent identification analysis.
Reduction in standard cartridges of charge mass is not allowed.
Requirements
Traces on shells and bullets from parts of weapons must be in a condition suitable for performing identification analysis. They must not be deformed. Cases and bullets with clear traces of the barrel channel, without extraneous traces from other obstacles and objects are taken into account.
When shooting, it is necessary to completely exclude the possibility of replacing the control ammunition with shells and bullets of other weapons.
Packaging
A series of shells and bullets from each instance of rifled weapons is folded into a separate plastic bag. In the package, the contact of ammunition with each other, the modification of traces of parts of weapons on them should be completely excluded.
A tag should be placed inside the package. It indicates the name of the territorial body of the Ministry of Internal Affairs, model, brand, series, caliber, number of weapons and year of issue, information about the owner, as well as the date of the shooting. The inscription must be typewritten and certified with the seal "For packages".
A series of shells and bullets obtained during the shooting of weapons with interchangeable barrels and devices drowning the sound of shooting should be packaged in a separate package. In this case, the corresponding explanatory inscriptions are applied to the packaging.
Storage and use of cartridges and bullets
Shot ammunition, along with the protocol, is sent within three days to the federal bulletproof library. Authorized persons are guided by the rules provided for the transportation of material evidence.
The shells and bullets obtained after the shooting of military weapons of the Ministry of Internal Affairs, together with the protocol, remain in the warehouses of the PKU GTSAhiTO, TSAHiTO of the ministries of the republics, GU and Regional Department of the Ministry of Internal Affairs of the regions, transport departments, linear directorates in air, rail, and water transport.
Ammunition fired from stolen / lost, to be transferred, sold outside the Russian Federation, as well as the destruction of military, civilian, service weapons, before being sent to the federal bulletproof library must be checked at regional bases at the place of registration / registration of weapons.
Shells and bullets to be replaced by new arrivals received repeatedly during the shooting of the same instance of weapons must be destroyed. The procedure is carried out according to the rules provided for ammunition that has fallen into disrepair.
The shelf life of the protocols is 10 years. Upon its expiration, the documents are destroyed.
Weapon loss / theft
When a fact of the loss / theft of service or civilian weapons is established, the head of the police department in which this fact is registered sends a message to the federal bulletproof library within three days. The notice is drawn up in a letter in the prescribed form. According to the message, stolen / lost weapons are registered. Along with this, it is checked against the database.
In case of theft / loss of military weapons, the head / commander of the unit in whose arsenal it was located, within 1 day notifies the SCA & O of the Ministry of Internal Affairs, TsAH & O of the ministries of the republics, the Civil Code and the Ministry of Internal Affairs of other regions and other authorized bodies and administrations. They, in turn, organize the sending of the shot ammunition of the lost / stolen weapons to the federal bulletproof library during the day. They are accompanied by a cover letter, a copy of which is transmitted to the initiator of the audit.
Removal from the register
It can be carried out in connection with:
- destruction;
- transfer outside the Russian Federation;
- by sale.
When removing weapons from the register, the relevant unit sends a message to the federal bulletproof library within 10 days. It indicates the reason for the procedure, information about the owner, model, type, caliber, number, series of each instance and the year of its release.
Citizens record
Upon the expiration of the control shot of rifled weapons, the owner turns to the authorized unit of the Ministry of Internal Affairs. According to previously existing rules, a citizen must provide the following information:
- Own F.I.O., contact phone.
- Grounds for the shooting.
- Series, date of issue, number, validity period of the permit to carry / store weapons, name of the authority that issued it.
- Caliber, model, type, number, series, year of manufacture (if any) of the weapon.
Where is the shooting done?
Currently, the procedure has been greatly simplified. Each city has a special structure authorized to fire rifled weapons. In Moscow , for example, it is carried out by the weapons service divisions of the Khozoz (Khozkh) air traffic control department, the Central Internal Affairs Directorate, and the Ministry of Internal Affairs.
Currently, it is not necessary to contact the linear department of the VD for a referral. However, it is possible to obtain information on the dash closest to the place of registration, in which rifled weapons are shot in Moscow.

Leningrad region
In St. Petersburg, the shooting of rifled weapons is carried out in the armament supply department of the Office of the Logistics Support Organization of the Main Directorate of the Ministry of Internal Affairs.
The Center for Permission and Licensing Activities of the Russian Guard regularly informs the population about the need to comply with federal laws in the field of arms trafficking. Information is posted on the official website of the department.
Currently, in St. Petersburg, the venue for the shooting of rifled weapons is Paradnaya, 4.
The department’s website contains information about documents that you need to bring with you. At the above address, rifled weapons are fired on Monday-Wednesday from 9:00 to 13:00 and from 14:00 to 17:00, on Friday from 9:00 to 16:00, from 13:00 to 14:00 - a break.
Process
Many citizens with weapons say that the shooting process is now much faster than before. For example, in St. Petersburg, the process takes less than an hour.
At the appointed time, the owners run inside and are located in the waiting room. After that, the authorized employee conducts a small briefing.
Weapon owners are called one at a time. On a special table, the weapon is removed from the cover. The employee is given permission; he checks the details against the database. After that, the owner gives the cartridges, takes the case and leaves the room.
After about 40 minutes (depending on the number of people), an authorized employee invites everyone for weapons and documentation. Citizens receive the protocol immediately. It must be preserved, since it will be required during the next shooting.
In the waiting room on the front door there is a TV, coffee machine, chairs and tables.
Important information
To renew licenses / permits for storage, carrying civilian weapons, owners must contact the licensing and permitting unit no later than 1 month before the expiration of the period of validity of these documents at the place of registration of the weapon. The exception is for persons who have permits, the extension of which is not provided by law.
Documents
Owners of hunting weapons must present:
- Application (filled in according to the established model).
- Passport of a citizen.
- A medical certificate confirming the absence of contraindications for gun ownership.
- A copy of the ticket.
- Photo 3x4 (2 pcs.).
All copies are provided with the originals.
Owners of self-defense weapons should be presented with a similar list of documents, with the exception of a hunting ticket.
You can submit documents and applications by personally visiting the unit or using the Unified Portal of Public Services.
Additional requirements
They are intended to extend the permissions / licenses held by the owners of weapons of the following types:
- limited lesion;
- gas (including revolvers, pistols);
- long-barrel civil smoothbore firearm designed for self-defense.
The official is obliged to verify that the owners comply with the requirements provided for in Article 13 of the Federal Law No. 150. In accordance with this requirement, a citizen must undergo training with subsequent assessment of the knowledge gained about the rules for the safe handling of weapons. The frequency of such verification is established by law. Assessment of knowledge is carried out every 5 years. An authorized officer checks that the owner of the weapon has the skills to handle it safely.
Persons with weapons of the above types, as well as sports / hunting pneumatic weapons, must also be provided with a medical report every 5 years, confirming the absence of narcotic / psychotropic compounds and their metabolites in the body. This document is issued after a chemical toxicological examination.
Control shooting of military weapons
The frequency of its holding is 1 time in 10 years.
Shooting is carried out at the location of the internal affairs department, the location of the military unit, unit, educational institution, institution in accordance with plans developed by the Central Administrative Aviation Administration and the Ministry of Internal Affairs of the Russian Federation and the Central Administrative Aviation Administration, the Main Directorate and the Ministry of Internal Affairs of the regions, transport departments, and linear departments of air, water, and railway transport.
The procedure is carried out by a special commission. It consists of:
- The employee of the business unit.
- Representatives of the body, military unit, unit, institution in the arsenal of which the weapon is located.
The composition of the commission, as well as plans for conducting control shootings are approved by the heads of the respective departments.
Based on the results of the procedure, a protocol is drawn up. One copy of it remains in the PKU GTSAHiTO Ministry of Internal Affairs of the Russian Federation, TSAHiTO departments of the respective regions.
The procedure for organizing and conducting shooting in military schools, military units of internal troops is established by the commander in chief.
