Ruslan Balbek is a famous domestic politician. At the moment he is a deputy of the Russian federal parliament. He sits in the committee of the State Duma for Nationalities. Biography Politician
Ruslan Balbek was born in 1977. He was born on the territory of the Uzbek SSR, in the small town of Bekabad with a population of just over 100 thousand people. It was no accident that Ruslan Balbek subsequently ended up in the Crimea. The nationality of the hero of our article is the Crimean Tatar. Here they settled down.
Balbek Ruslan, whose parents moved to the peninsula, graduated from high school in Sudak. After receiving secondary education, he entered the Institute of Entrepreneurship and Law in Simferopol. He studied for less than a year and left. Since 2001, he became a student of the Tauride National University named after Vernadsky. This institution of higher education is considered the oldest in the Crimea. In 1918, it was organized in Sevastopol.
Political career
In parallel with his studies at the university, Balbek Ruslan Ismailovich began to do business. Using the connections, I got a job at the travel agency Tez Tour. It was a Ukrainian-Turkish project. Balbek became its director.
His political career began shortly after receiving a diploma of higher education. In 2007, he passed in the Kurultay of the Crimean Tatar people. This is a socio-political organization that claims to be real powers in power and public life.
At the same time, Ruslan Balbek joined the Party of Regions, which at that time was led by Dmitry Shevtsov. The hero of our article then became an assistant to one of the deputies of the Verkhovna Rada.
Issues of Interethnic Relations
Up his career went in 2013. Balbek Ruslan Ismailovich joined the committee, which was engaged in interethnic relations and the deportation of citizens at the republic level. After receiving this post, he noted that relations with the Crimean Tatars in society are changing dramatically. A pleasant progressive trend is noticeable. After all, more and more of his compatriots occupy posts in various authorities. He himself is a prime example. Moreover, this is done not for the sake of fulfilling quotas provided to the leadership of the Mejlis, but based on their personal and professional qualities.
Moreover, Ruslan Balbek was seen criticizing the Crimean Tatar Mejlis, as well as its leaders. According to the hero of our article, the goals that the leadership of his people followed did not meet the interests of the vast majority of residents. His associates have repeatedly blamed him for this.
Council of Ministers post
The biography of Ruslan Balbek radically changed in 2014, when he was appointed to the Council of Ministers of Crimea. The Peninsula State Council approved him at this post, dismissing Lenur Islyamov. The latter directly represented the Mejlis of the Crimean Tatar people in this authority.
Less than two months earlier, Islyamov was appointed deputy prime minister in the government of the Crimean leader Aksenov. The Mejlis of the Crimean Tatar people delegated him to this post after Aksenov himself invited the Crimean Tatars to take a number of prestigious posts in the government of the republic.
Already on March 29, Islyamov said that in this situation, the Crimean Tatars could not do without close cooperation with Russia and the Crimean authorities. This must be done so that the whole nation does not become a dissident. So he figuratively put it. As Vice Prime Minister, Balbek's predecessor oversaw the issues of housing and communal services, regular water supply, and the arrangement of returnees.
A vote of no confidence in Islyamov was expressed by deputies of the State Council Oedip Gafarov and Lentun Bezaziev. According to them, the Deputy Prime Minister sabotaged the work of the council to develop concrete proposals by the Crimean side to solve the problem of deported citizens. According to the deputies, because of the official, the entire program for the rehabilitation of the deported peoples of Crimea was endangered, which was mentioned by Russian President Vladimir Putin in his decree.
As a result, on May 28, Islyamov was dismissed. As it became known to reporters, the reason for the resignation was the unsatisfactory performance of their duties. In particular, they talked about developing a program for arranging deported Crimean peoples, as well as passivity in resolving issues of water supply and housing and communal services. In addition, claims were made against him because of her obvious political commitment.
Oedipus Gafarov, who at that time headed the commission of the State Council specializing in international relations, noted that the attempt to sit on two chairs became fatal for Islyamov. On the one hand, to participate in anti-Russian actions, and on the other, to be in Russia in the public service.
Dubious past
Moreover, it is widely known about the dubious past of Balbek himself. In particular, they began to pursue him in Ukraine a long time ago. In 2010, information appeared that the deputy deputy of the Verkhovna Rada had been detained. It was just about Balbek. The arrest occurred in Kiev.
Later it turned out that he had been wanted by Ukrainian law enforcement agencies since 2007. He was accused of violating public order, as well as of resisting a law enforcement officer and causing damage to a police officer in the performance of duties.
Balbek, of course, immediately declared the political background of this persecution. But the Crimean Tatar Mejlis did not support this version, refusing to help him even with the search for a lawyer.
Soon the hero of our article was taken into custody in the courtroom along with another assistant to the deputy of the Verkhovna Rada, Dmitry Shentsev. At the process, details of the case became known. The incident that caused the arrest occurred in July 2007 in Sudak. The policeman tried to stop a group violation of public order on Lenin Street. But the accused not only refused to obey him, but also inflicted bodily harm. It was a protest action of the Crimean Tatars, which took place near the building of the city executive committee.
Fight allegations
Then it became known that law enforcement officers have one more material on Balbek. Accusation of a fight at a meeting of the city mejlis of Sudak, which took place in 2008. Despite the fact that many eyewitnesses and witnesses insisted that it was just a verbal skirmish, the cousin of the hero of our article was sentenced to three years in prison for hooliganism. Only the court of appeal found him not guilty due to lack of corpus delicti.
During the trial, lawyers repeatedly pointed to numerous violations. In addition, court officials clearly obstructed the fulfillment by journalists who sought to cover the process of their professional duties. As a result, the case did not end with anything concrete, lounging in court.
Career at the federal level
At the end of 2016, Ruslan Balbek from the Crimea became a deputy of the State Duma of the seventh convocation. Soon after, the Ukrainian prosecutor’s office began his persecution. A case was instituted there on the fact of treason. Not only Balbek, but all the deputies of the State Duma elected in the territory of the Republic of Crimea became accused.
The hero of our article categorically denies all allegations, calling them far-fetched. His main argument is that he never swore an oath to the current government of Ukraine.
At the moment, in the Russian federal parliament, he is a member of the subcommittee on legislative support for the implementation of Russia's state national policy in Crimea and Sevastopol.
To top it all, he fell into disgrace and in foreign countries. In November 2016, Canada entered it on its sanctions list.
Legislative initiatives
As a deputy of the federal parliament, he introduced several promising legislative initiatives to the State Duma.
In particular, he suggested maximally simplifying the receipt of compensated citizens and social protection by rehabilitated citizens. In many ways, his proposal was based on specific cases that he knows about from friends trying to leave his homeland, Uzbekistan.
Therefore, in an explanatory note, Ruslan Balbek (deputy) notes that all social protection measures are provided in Russia only after receiving a certificate of rehabilitation. In reality, many citizens who can count on it suffer from delays in the workflow between the Russian Ministry of the Interior and the Uzbek police.
Housing problem
The reception of Balbek Ruslan in the State Duma is always open to visitors. They ask for help and make specific suggestions.
At one of the last meetings with citizens, the main topic was the housing issue, the so-called housing problem. Especially in Crimea, where Balbek holds meetings with residents, ordinary citizens are interested in improving housing conditions, obtaining preferential apartments, and the possibility of relocation from emergency houses.
According to the parliamentarian, most housing problems actually have solutions. One has only to want to find them. First of all, this requires an integrated approach, new social programs for specific categories of citizens, filling the legal gaps that still exist in Russian legislation at various levels.
Also at the end of this meeting, an important statement was made by Ruslan Balbek - he promised all the deported apartments.
Social work
Not only political, but also public work is carried out by Balbek. Since 2011, he has been managing the Generation of Crimea public organization. And is also at the head of the board of trustees of the Kyzyltash football club, which is based in Crimea. This is the first Crimean Tatar team in history.
According to the hero of our article, it is she who will allow Crimean football to go international. Its uniqueness lies in the fact that not only Crimean Tatars play for it, but also representatives of different nationalities and peoples. “Kyzyltash” was born from a small mini-football club, in which only 6 people played. Together, it was decided to bet on big football. In the 2016/2017 season, the team made its debut in the amateur championship of Crimea, hoping to win a ticket to the Crimean Premier League as soon as possible.
Fighting for a place in the sun
The first pancake was a lump for the team, which is supervised by Balbek. In the starting confrontation on their field, “Kyzyltash” lost to the team “Krymteplitsa” double. Its main composition plays in the Crimean Premier League. Moreover, he lost “Kyzyltash” with a crushing score - 0: 4.
