Disabled sign on a car: traffic rules, sign action

Russian legislation defines a number of identification symbols for certain categories of drivers confirming the right of car owners to certain advantages and benefits. Among them is the sign "Disabled". A car bearing such a sign acquires the right to free parking and the ability to travel along sections of the road with prohibition signs.

Who can set a sign

Many are interested in who has the right to install the "Disabled" sign on a car. Citizens of only three groups have the right to legally place this designation on their vehicle:

1. Parents of a child with a disability of any category.
2. People carrying passengers with disabilities of groups 1 and 2.
3. Citizens with disabilities of groups 1 and 2.

For disabled people of the 3rd group, the “Disabled” sign in a car according to the SDA is not provided. This also applies to persons transporting disabled persons of the 3rd group.

Sticker appearance

According to the SDA, the “Disabled” sign on a car is a plate with a yellow background. A black symbol imprints a characteristic symbol on it. The appearance of the mark and its placement is regulated by Government Decision No. 1090, outlining the main provisions of the approval for the operation of the vehicle.

In accordance with the SDA "Disabled" sign on a car is of several varieties:

1. "Disabled". It is a square plate, the size of which is 15 * 15 cm. The 8.17 symbol is located on it - a schematic depiction of a disabled person in a wheelchair, drawn in black on a yellow background.
2. "Deaf driver." This sign has the shape of a circle having a diameter of 16 cm and yellow. It depicts a black triangle, on the tops of which there are black circles with a diameter of 4 cm. In some cases, there are round yellow stickers on which three black circles are depicted. This sign is also set by deaf and dumb citizens.

Individual characters for children with disabilities traffic rules are not provided. Parents are advised to set the signs “Child in the car” and “Disabled driver” together.

Sticker Location

An equally important issue is the location of the sticker. It is with the correct placement of the mark on the machine that its use begins:

1. You need to stick the sticker in 2 places - in the lower right corner of the windshield and the lower left corner of the rear window.
2. If the driver is not disabled, but only carries out the transportation of citizens of this category, then he should use temporary plates. They should be placed similarly to the first case, but only for the time when a person with disabilities is in the car.

Where to get the sticker

Special stickers are not issued anywhere. A person can independently make them by printing on a color printer, or purchase them in a specialized store.

Stickers are on sale, everyone can buy them. The seller will not ask for any supporting documents or permits. Such a tablet costs about 100 rubles. However, in accordance with the SDA, the “Disabled” sign on the car must be confirmed by the driver.

Legislative regulation

The installation of the disabled sign on the car according to the traffic rules gives the car owner some privileges, and therefore the driver needs to be prepared to confirm his right to use the sign to the traffic police inspector. This can be done with documents that are issued in case of obtaining the status of a disabled person. In addition, the car must be kept in a special register of vehicles belonging to persons with disabilities.

In the SDA the following is indicated:

1. If the vehicle has the “Disabled” sign, the inspector has the right to require the driver to present medical evidence of his disability or his passenger’s disability.
2. A car owner traveling in vehicles with the indicated sticker must always have a document with him that can confirm his disability.
3. A similar rule applies to a passenger with a disability transported by a healthy car owner.

If the inspector doubts the authenticity of the submitted documents, then he has the right to act as follows:

1. Check the submitted documents (if he has information that the mark is used illegally).
2. Request confirmation of the data indicated on paper from medical institutions.

Documents to be presented

In accordance with the current legislation, the driver or his passenger can confirm the right to use the "Disabled" sign on a car under traffic rules using the following documents:

1. Certificate of a pensioner. This document has a certain mark if a citizen is assigned a disability group.
2. Help reflecting ITU results.
3. In Moscow and some other regions, disabled drivers are issued certificates on specialized forms. This document gives the right to use paid parking free of charge.

It should be noted that disability marks are not put on the driver’s license. What privileges are available for disabled drivers, we will consider below.

Driving along road sections with prohibition signs

You should also consider the list of additional rights granted by such a symbol. In accordance with the applicable traffic rules, a disabled driver has the right to ignore the following prohibition signs:

1. "Movement Prohibition".
2. "No parking."
3. "Prohibited the movement of mechanical vehicles."
4. "No parking on even, odd numbers."

That is, the exception applies only to these signs. Often drivers are interested in what kind of privileges in traffic rules a disabled person of 3 groups has. Since the sticker on the car for disabled people of the 3rd group is not provided, then there are no benefits. In other cases, a disabled driver, along with other motorists, must follow traffic rules. Otherwise, he may be fined.

Parking Features

Places on which the 6.4 sign denotes a parking place and the 8.17 sign are designed to stop only disabled drivers.

In accordance with the law of the Russian Federation, in each parking lot 10% of the space should be reserved for persons whose capabilities are limited. Such places should be highlighted with horizontal markings and special signs. The most common of these is the Wheelchair Disabled signpost. Such parking is free near supermarkets, social, as well as medical facilities.

In paid parking lots for disabled drivers, a free (preferential) place should be provided. If it turns out to be busy, then there are two ways out: you can wait until it is free, or you can pay for parking in a regular place. To confirm the right to use a preferential parking space, a document must be presented to the caretaker confirming the presence of a disability in the driver or his passenger.

Sometimes employees simply ask for the number of the document certifying the exemption. This may be necessary if the site has automatic devices to control the correctness of payment. If the disabled person is 3 groups, is it possible to park a car under the sign 6.4? Unfortunately, such a benefit is not provided for this category of disabled people.

The abandonment of the vehicle in the parking lot for the disabled and the refusal to present a supporting document entitles the parking employee to call the police to solve the problem.

Sticker Illegal Use

All drivers must be aware of the effect of the sign "Parking for the disabled." It is used so that people whose capabilities are limited can leave their car in convenient places prohibited for other drivers, or in paid parking lots.

In this regard, many motorists, not having the right to do so, set the sign "Invalid" on their cars, however, when meeting with the traffic police inspector, this can face certain consequences.

If the authorized person discovers that the driver or his passenger does not have documents giving the right to use the sticker, the car owner will be fined 5,000 rubles or more for violation of law and order. In addition, there is a risk of being arrested for up to six months. Especially if the offense is repeated. It is worth noting that until 2016, inspectors did not have the right to check documents, therefore this sign became so popular, however, the situation changed radically after the adoption of amendments to the traffic rules.
